    Director Environment

    REF: TUR/CPSB/015/2022/2023:DIRECTOR ENVIRONMENT, JOB GROUP “R”, POSITION: ONE (1)

    • The County Director Environment will be responsible to the County Chief Officer in interpretation and implementation of existing environment laws, rules and regulations and any other related laws that may be enacted to guide environment function.

    Duties and responsibilities

    • Supervise programmes, control and coordinate functions in the environment section and handle administrative, human resource and asset management issues in the section;
    • Develop, implement and evaluate relevant divisional structures, plans, programmes and projects in the environment sector in the county;
    • Oversee preparation of annual work plans and financial budget and coordinate activities by scheduling work assignment, setting priorities and directing the work of subordinate employees;
    • Formulation of policies, procedures, plans and evaluation & enforcement of the environmental laws and regulations;
    • Coordinate aspect of pollution control, waste management, recycling, environmental health and conservation;

    Requirement for appointment

    Director Human Resource Management & Development

    • Overseeing development of a framework for development of County infrastructure;
    • Coordinate site analysis;
    • Overseeing collection of geographic data for preparation, design and review of physical development plans;
    • Spearheading vetting and verification of physical development and building plans;
    • Regulate use of county land;
    • Overseeing implementation of development control and preservation orders;
    • Providing technical advice on matters concerning alienation and appropriate use of land such as change of use, extension of use, extension of lease, sub-division of land, and amalgamation of county land;
    • Managing and maintaining physical planning records and data banks;
    • Resolving conflicts arising from physical planning processes;
    • Initiating and facilitating research on urbanization strategies and policies and any other matter related to physical planning
    • Collaborating with other stakeholders and the National Lands Commission and National Government on matters related to physical planning;
    • Any other duties as may be assigned from time to time.

    Requirement for appointment
    For appointment in this grade, a candidate must have: -

    • Served in the grade of Deputy Director Physical Planning for a minimum period of three (3) years or in any comparable and relevant position in the Public Service or Public Sector;
    • Bachelor’s degree in any of the following discipline: Urban and Regional Planning, Urban Planning or Town Planning or any other equivalent qualification from a recognized institution;
    • Master’s degree in any of the following discipline: Urban and Regional Planning, Urban Planning or Town Planning or any other equivalent qualification from a recognized institution will be added advantage;
    • Membership to Kenya Institute of Planners or Architectural Association of Kenya;
    • Registration with Physical Planners Registration Board;
    • Attended Senior Management Course lasting not less than four (4) weeks from a recognized institution in Kenya;
    • Certificate in Computer Application from a recognized institution; and
    • Demonstrate a thorough understanding for national goals, policies, objectives and the ability to relate them to the Physical Planning function.

    Audit Committee Members

    Requirements for Appointment

    • Minimum of a degree from a recognized University in the following fields, Accounting, Finance, Auditing, Economics, Risk management or other related fields
    • Be a citizen of Kenya
    • Have a good understanding of county government operations, financial reporting or auditing
    • Have a good understanding of the objects, principles and functions of the county government
    • Meet the requirement of Chapter Six of the Constitution of Kenya, 2010
    • Membership of the following professional bodies will be an added advantage: ICPAK, ICPSK, ACFE, IIA or any other relevant body
    • Have the requisite business and leadership skills and shall not be a political office holder

    Responsibilities
    The duties and responsibilities of the committee members shall be:

    • Provide an independent review of the County Government reporting functions to ensure the integrity of financial reports.
    • Monitor the effectiveness of the County Government performance management and performance information:
    • Provide effective liaison and facilitate communication between the management and external auditors
    • Provide oversight of the implementation of accepted audit recommendations
    • Ensure effectiveness of both internal and external audit processes.
    • The Audit Committee shall report to the Governor

    NOTE

    • Members of Audit Committee shall serve on need basis and as prescribed by the Public Finance Management Act and for a period of three years
    • This is not a salaried position. Members shall be paid allowances on account of attendance of audit committee meetings as determined by County Treasury in consultation with other relevant entities Section 167 (6) of PFM (County regulations) indicates that majority of members appointed to the audit committee shall not be past or present employees of the entity, and shall not have served as an employee or agent of a business organization which has carried out any business with the concerned entity in the last two years.
    • Any code of conduct of public officers shall also apply to members of the audit committee in relations to their functions, powers, and duties as members of the committee
