    Director Human Resource Management & Development

    REF: TUR/CPSB/025/2022/2023; DIRECTOR HUMAN RESOURCE MANAGEMENT & DEVELOPMENT, JOB GROUP “R”, POSITION: ONE (1),

    • The County Director Human Resource Management & Development will be responsible to County Chief Officer for interpretation and implementation of the relevant laws, rules and regulation and any other related laws that may be enacted to guide on human resource management in the county.

    Duties and responsibilities

    • Establishing and operationalizing the human resource function;
    • Formulating, implementing and reviewing Human Resource Management and Development policies, rules and regulations;
    • Carrying out staff audit, identification of staff gaps and proposing optimal staffing levels in the county;
    • Ensuring correct interpretation and implementation of human resource management policies, rules, regulations, labor laws and other relevant statutes;
    • Ensuring compliance with the public service values and principles in the county;
    • Setting performance standards and analyzing staffing levels;
    • Establishing and coordinating the implementation of performance management system including performance appraisal system and reward and sanctions framework;
    • Identifying the training needs and in liaison with Human Resource Development, designing,
    • planning and ensuring implementation of training that will enhance and broaden skills of the human resource practitioners in the service;
    • Planning, organizing, coordinating and administration of all human resource activities within the county;
    • Advising the authorizing officer on delegated powers and ensuring proper implementation;
    • Advising the authorized officer on the professional human resource management standards and ensuring that the standards are maintained;
    • Advising on succession management/human resource planning and optimal utilization of human resources;
    • Overseeing the development and maintenance of an up-to-date human resource management database;
    • Overseeing the budgeting, fair allocation and optimal utilization of training resources and opportunities;
    • Advising the county on career development and initiating development and review of scheme of services
    • Shall be the Secretary of the County Human Resource Management Advisory Committee.
    • Any other duties as may be assigned from time to time.

    Requirement for appointment
    For appointment in this grade, a candidate must have: -

    • Served in the grade of Deputy Director Deputy Director Human Resource Management and Development for a minimum period of three (3) years or in any comparable and relevant position in the Public Service or Public Sector;
    • Bachelor’s degree in Social Science such as Government, Sociology, Public Administration, Business Administration/Management, Human Resource Management or any other relevant and equivalent qualification from a recognized institution;
    • Master’s degree in Social Science such as Government, Sociology, Public Administration, Business Administration/Management, Human Resource Management or any other relevant and equivalent qualification from a recognized institution will be added advantage;
    • Registered member of the Institute of Human Resource Management (IHRM);
    • Good standing as current member of Institute of Human Resource Management (IHRM);
    • Attended Senior Management Course lasting not less than four (4) weeks from a recognized institution in Kenya;
    • Certificate in Computer Application from a recognized institution; and
    • Demonstrate a thorough understanding for national goals, policies, objectives and the ability to relate them to the Human Resource Management & Development function.
    • Terms of Service: Local Contract (3 Years)
