    Deputy Director Supply Chain Management

    REF NO. MSEA - 3/7/2023 (GRADE 3) Terms: 5 Years Contract
    Job specifications

    Duties and responsibilities entails:-

    • Maintaining and updating periodically standing lists of registered tenderers required by MSEA;
    • Preparing and publishing procurement and disposal opportunities including invitations to tender, pre-qualification documents and invitations for expressions of interest;
    • Coordinating the receiving and opening of tenders;
    • Maintaining and safeguarding procurement and disposal documents and records in accordance with the Regulations;
    • Submitting shortlists of pre-qualified tenderers for the accounting officer’s approval;
    • Issuing procurement and disposal document to candidates in accordance with the Act and Regulations;
    • Proposing and recommending the membership of evaluation committee to the accounting officer for approval;
    • Coordinating the evaluation of tenders, quotations and request for proposal;
    • Recommending a negotiating team for appointment by the accounting officer where negotiations are allowed by the act and its regulations and participate in negotiations;
    • Preparing and publishing notices of award and notices of tender acceptance;
    • Maintaining and archiving documents and records of the procurement and disposal activities for the required period;
    • Providing information, as required, for any petition or investigation to debar a tenderer or contractor or any investigation under review procedures;
    • Implementing the decisions of the accounting officer, including disposal committee and coordinating all procurement activities;
    • Acting as a secretary to the evaluation, inspection and acceptance, and disposal committees;
    • Liaising with the PPRA and other bodies on matters related to procurement and disposal;
    • Preparing and submitting statutory report to the PPRA;
    • Monitoring contract management by user departments to ensure implementation of contracts in accordance with the terms and conditions of the contracts;
    • Reporting any significant departures from the terms and conditions of the contract to the head of the procuring entity;
    • Preparing consolidated procurement and disposal plans;
    • Preparing and issuing of professional opinion;

    Requirements of appointment

    For appointment to this grade, a candidate must have:-

    • Ten (10) years relevant work experience in public or private institution five (5) of which should have been in a supervisory role;
    • Bachelor’s Degree in Procurement and Supplies Management , Commerce or equivalent qualification from a recognized institution;
    • Master’s Degree in Supply Chain Management, Procurement logistics or equivalent qualification from a recognized institution;
    • Membership of KISM and in good standing;
    • A valid practicing license from KISM;
    • Proficiency in computer applications;
    • Attended a management course lasting not less than four (4) weeks from a recognized institution;
    • Demonstrated results and ability as reflected in work performance; and
    • Fulfilled the requirements of Chapter Six of the Constitution.

    • Kenya Revenue Authority Tax compliance Certificate (KRA)
    • Higher Education Loans Board clearance Certificate (HELB)
    • Certificate of Good Conduct from Criminal Investigation Department (CID)
    • Certificate from Credit Reference Bureau
