ICLA Specialist at Norwegian Refugee Council

What you will do:

Some of your generic responsibilities include:

• Develop ICLA strategy, technical guidance, and Macro Log frames (LFAs) s that are aligned with regional and global strategies and priorities.
• Compliance with and adherence to NRC (Norwegian Refugee Council) policies, guidance, and procedures.
• Contribute to fundraising, develop, and revise funding proposals, budgets, and donor reports.
• Identify trends, technical standards, and donor priorities. 
• Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation.
• Provide technical direction and project implementation support to partner organisations. 
• Ensure that key learnings are extracted from ICLA implementation and incorporate them in ICLA and staff development processes.
• Provide systematic training and build capacity of technical staff in approaches including cash-based interventions and market-based programme.
• Represent NRC in relevant forums/clusters, including with national authorities, partners, and donors.
• Promote the rights of refugees in line with the advocacy strategy.

Some of your specific responsibilities include:

• Capacity Building
• Train partners in community engagement methodologies and support in rolling them out to ensure communities perspective in the way programmes are designed to respond to their needs and preferences. 
• Ensure that NRC’s related activities are implemented by partners within NRC’s Safe and Inclusive Programming (SIP) guidelines and action plans. 
• Provide capacity development initiatives to local partners on legal aid case management and on laws and obligations relevant to refugees.
• Identify hard to reach groups in our operational areas during context analysis, include them in programme design and advocate for the removal of barriers limiting or denying them access.
• Lead a transition from direct implementation to a local partnership implementation modality in support of the localization agenda
•  Project/Program Cycle Management
• Lead in the development of concept notes and proposals for respective CCs (Core Competency). 
• Help mainstream cross cutting themes into project designs and implementation.
• Ensure overall quality of the programme, including through beneficiary participation and continuous learning.
• Ensure programme is continuously up to date on the latest issues at local and national level. 
• Ensure compliance with donors’ commitments and requirements 
• Ensure drafting and eventual roll-out of the relevant guidance and tools related to CC.
• Produce regular evidenced-based policy briefing papers and analysis 
• Carrying out regular analysis to ensure programme relevance, efficiency, and impact.
• Conducting field monitoring visits to assess the quality of implementation by partners
• Identify and build partnerships with non-traditional local partner organizations that will add value to the outcomes of ICLA CC.
•  Representation and Coordination
• Maintain strong relationships with government counterparts and partners in Kenya
• Contribute to sectorial working group discussions and durable specific thematic groups such as complementary pathways.
• Lead coordination and engagement with government entities) to influence national priorities and inform programmatic directions. 
• Explore and develop strategic partnerships contributing to quality of programmes.

What you will bring:

• Minimum 4 years of experience within technical expertise area in a legal/humanitarian/ recovery/development context.
• Experience in human rights/access to justice programming. 
• Previous experience of working in complex contexts.
• Documented results related to the position's responsibilities.
• Experience working in coordination and liaising with external actors.
• Ability to multi-task and work with short deadlines.
• Ability to work independently and proactively with limited daily support and supervision.
• Fluency in English, both written and verbal. 
• Knowledge of the education sector in Kenya’s Humanitarian context
• Knowledge of international human rights law and refugee law
• Experience in advocacy work
