    Manager Human Resource Management And Development

    Job Purpose
    The purpose of this job therefore is to ensure that the Agency acquires highly skilled staff, provide continuous improvement of staff compensation & pension, welfare and maintenance of harmonious employee relations .They are also are responsible for organizational analysis and design, recruitment and selection, training and development, performance appraisal, career and succession planning, and management of employee relations within the Agency.
    Key Responsibilities/ Duties / Tasks

    • Managerial / Supervisory Responsibilities
    • Providing leadership in development and implementation of human resource management and development strategy, policies and procedures;
    • Overseeing payroll administration
    • Developing, recommending and ensuring effective implementation of staff compensation and rewards systems
    • Ensuring implementation of health and safety programmes;
    • Promoting development of staff welfare programmes;
    • vCustodian of staff records and ensure that staff data base is reviewed and updated
    • Overseeing the development and implementation of an effective staff performance management system; and
    • Ensuring development and implementation of annual training and development Plan.
    • Developing and reviewing the Agency Human Resource Policies, Procedures and Processes;
    • Overseeing the implementation of Human Resource policies;
    • Developing and evaluating staff career guidelines and succession plan to determine their effectiveness as tools for staff attraction, retention, motivation and job satisfaction;
    • Overseeing the implementation of staff benefits schemes and rewards systems as ways of improving staff motivation, job satisfaction, attraction and retention;
    • Developing and monitoring the implementation of the human resource plans to ensure optimal staffing levels in line with Agency policies;
    • Proposing and submitting the annual budget for the division;
    • Undertaking periodic job evaluation reviews;
    • Developing and maintaining harmonious and productive employee relations in the Agency.
    • Formulating reward management and remuneration policies and strategies that attract, retain and motivate employee to higher productivity;
    • Advising on a fair and equitable compensation of employees;
    • Overseeing the provision of insurance, records and Motor Transport management and other administrative services to
    • the Agency;
    • Overseeing the development and implementation of policies, strategies and guidelines relating to the Divisions;
    • Overseeing employee development, performance and career management programmes to improve individual and corporate performance;
    • Advising the Chief Manager Corporate Services on recommendations relating to employee satisfaction, turnover and retention
    • Advising other line managers on matters relating to human resources management and emerging issues
    • Developing and evaluating staff career guidelines and succession planning to determine their effectiveness as tools for
    • staff attraction, retention motivation and job satisfaction.
    • Coordinating the implementation of quality management systems in the Division; Monitoring the implementation of
    • the Division’s risk framework and generate relevant reports;
    • Advising Management on appropriate organizational structures, business processes and change management to maximize on organizational effectiveness.
    • Designing strategies of impact of training programmes
    • Overseeing the implementation of recommendation on the impact of training programmes and taking action.
    • Managing and coordination induction programmes for new employees.

    Operational Responsibilities / Tasks

    • Ensuring adequate utilization of resources and budget allocation for the Department.Guiding the Agency on relevant employment legislations and other statutes relating to human resource
    • Enforcing compliance of legislations to promote fairness and harmony in the Agency;
    • Preparing Board papers and providing secretarial services to Finance and Administration Committee of the Agency;
    • Implementing Board decisions on matters relating to the human resources and Administration within the Agency;
    • Submitting statutory and periodic reports to various government agencies;
    • mplementing various government Circulars relating to human resource in the Company; and
    • Preparing and submitting the annual budget for the division;
    • Nature a positive working environment
    • Undertaking periodic job evaluation reviews;
    • Interpreting and ensuring compliance to labour legislations and other statutes relating to employee relations and welfare;
    • mplementing the grievance handling and dispute resolution procedure;
    • Ensuring provision of staff health-care and recreation services; and
    • Implementing government directive in relation to Gender Mainstreaming, ADA, HIV, National Cohesion and Disability Mainstreaming.
    • Undertake performance appraisals and management in the Agency.
    • Review employee final payments for accuracy and compliance with labour laws
    • Promoting conducive work environment to attain optimal staff performance
    • Ensure the provision of optimum insurance cover of the assets and human resources of the Agency
    • Ensuring inventory management

    Job Dimensions:

    • Financial Responsibility
    • The job holder initiates the release of annual divisional budget of Kes 500 million
    • Responsibility for Physical Assets Computers and office equipment, buildings, motor vehicle and motor bikes, land
    • Decision Making / Job Influence
    • This position is responsible for both managerial and operational decision
    • Working Conditions
    • 90% Office setting, 10% fieldwork
    • Job Competencies (Knowledge, Experience and Attributes / Skills).

    Academic qualifications

    • Bachelor is Degree in Human Resource Management, Business management, commerce or equivalent qualification from a recognized Institution
    • Master’s Degree in Human Resource Management or equivalent qualification from a recognized Institution will be an added advantage;
    • Proficiency in computer applications;
    • Professional Qualifications / Membership to professional bodies
    • Post Graduate Diploma/Higher National diploma in Human Resource Management from a recognized institution.
    • Be a registered Member of the Institute of Human Resource Management;
    • Have Valid Practicing License;
    • Have shown merit and ability as reflected in work performance and results.
    • Previous relevant work experience required.
    • Have a minimum period of ten (10) years relevant work experience five (5) of which should have been in a supervisory position.
