    Principal Human Resource Management Officer

    PRINCIPAL HUMAN RESOURCE MANAGEMENT OFFICER (CPSB–6) JG ‘N’ – ONE (1) POST Advert No. 54/2021/2022

    Duties and Responsibilities

    The officer will be responsible for;

    • Collection, collation and analysis of human resource management and development data from county departments. Making appropriate recommendations;
    • Preparing of reports; analyzing human resource management and development issues from county human Departments and initiating appropriate action;
    • Monitoring the implementation and effectiveness of Human Resource Management and development policies, guidelines and procedures in county departments.
    • Coordinating vetting and processing nominations for Development partners ’scholarships;
    • Participating in organizing in-service training programmes and workshops;
    • Preparing training projections; processing course announcements and approvals; and processing unpaid leave cases.
    • Handling issues relating to Pension management and Union matters.
    • Analyzing utilization of human resources and advising on proper deployment; analyzing staff progression and making proposals for career development;
    • Ensuring the correct interpretation and implementation of human resource management and development regulations, labour laws and other statutes;
    • Managing the human resource information Systems; preparing and compiling reports on the implementation of Performance Management systems including Performance Appraisal Systems;
    • Assist in developing training projections and plans; coordinating the Preparation and processing of cases for the County Human Resource Management Advisory Committee.
    • Organizing, coordinating, monitoring and evaluating training programmes and facilitating the nomination of officers for scholarships;
    • Taking custody of Human Resource Development records and supervising training needs assessment and development.

    Requirements for Appointment

    For appointment to this grade, an officer must have:

    • Served in the grade of Chief Human Resource Management and Development Officer for a minimum period of three (3) years or in a comparable position in the Public or private sector;
    • Hold bachelor’s degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, Education, Sociology, Political
    • Science/ Government, Anthropology or any other relevant Social Science from a recognized institution;
    • Higher Diploma in any of the following fields: Human Resource Management, Human Resource Development, Industrial Relations, Labour Relations or its equivalent from a recognized institution;
    • Certificate in Senior Management Course lasting not less than four (4) Weeks from a recognized institution;
    • Membership to a relevant professional body;
    • Certificate in computer applications skills from a recognized institution;
    • Demonstrate merit and ability as reflected in work performance and results.
    • Experience in handling union matters or pension management will be an added advantage.
