    CMLAP Operations Manager

    Key Responsibilities: Under the direction of the Finance & Administrative Manager, the Operations Manager focuses field operations in the CMLAP counties. S/he: Procurement

    • Manages procurement of project supplies, services and other items in accordance with Palladium’s procurement procedures and USAID’s rules and regulations. This will include development and maintenance of a CMLAP procurement plan to inform monthly project cash forecasting.
    • Trains CMPLA project staff on procurement mechanisms and Palladium procurement procedures.
    • Depending on dollar value equivalents, develops, negotiates, administers, and ensures compliance of consultant contracts, vendor contracts and purchase orders, and grants. Support generally covers the full agreement life-cycle, from program award through close-out.
    • Works with Finance & Administrative Manager to establish processes and systems to manage, disburse and oversee small grants, as required.
    • Maintains systems for tracking contractual and grant documents, correspondence and reporting; applying records management policy.
    • Verifies budget and funds available prior to processing of payment.
    • Manages and/or initiates requests for contract and sub-grant modifications and approvals such as: scope adjustments, personnel changes, budget realignments, performance period changes, implementing partner changes, consultant approval, etc.

      Travel and Logistics

    • Within Palladium corporate policies and SOPs, establish systems for and coordinates all travel and logistics of CMLAP staff and consultants in Kenya.
    • Collaborate with technical and finance/administrative staff to ensure all travel documents are prepared correctly and signed prior to and after travel, including: travel authorizations, travel advance requests, travel expense reports, and trip reports where required.
    • Ensure that all travellers receive appropriate security information and briefings, in accordance with Palladium policies and procedures

      General Administrative

    • Maintain equipment inventory of all project procurements and when applicable, liaise with HQ for equipment disposition.
    • Assist in preparation and tracking of project budgets and budget projections; including proper back-up documentation to ensure compliance with established Palladium systems and the client’s rules and regulations;
    • Maintain routine communication with the Finance & Administrative Manager by providing relevant and timely procurement and logistics information for planning and decision making purposes.
    • Performs any other responsibilities as may be directed

      Qualifications and Experience:

    • Relevant bachelor’s degree required; master’s degree and/or CPA (preferred)
    • At least 5 years of program management and finance/budget experience with USAID-funded project.
    • Demonstrated knowledge and experience with USAID compliance requirements regarding finance/budget systems and processes
    • Experience with USAID contracting assistance award mechanisms;
    • Experience with developing systems and processes for awarding and oversight of grants;
    • Excellent skills in Microsoft Word, Outlook, and Excel;
    • Proven experience and knowledge of USAID management, operations, and financial/budget systems.
    • Ability to work with minimal supervision
    • Well-developed and effective organizational skills, including to ability to multi-task, and work in a high-pressured environment.
    • Sound understanding / experience in financial processing and management

    CMLAP County Learning and Planning Specialist, Busia

    The position is based in Busia, Kenya. No expatriate or relocation benefits are associated with the position.

    Key Responsibilities

    Provide day to day management of and technical assistance to MLA stakeholders in the county (CHMT, M&E technical working group, etc.). Facilitate the coordination and implementation of all project activities in the county ensuring that technical support is provided as needed. Specifically s/he will:

    • Coordinate the development and implementation of county MLA strengthening plan.
    • Implement stakeholder engagement plans for MLA strengthening and tracking partner coordination.
    • Identify and coordinate with existing forums for shared learning and evidence-informed planning among counties and between the county and national levels.
    • Improve existing data review and learning platforms through direct technical assistance to engender learning by doing
    • Facilitate the implementation of county leadership development groups in collaboration with sub-contractor Kenyan School of Government.
    • Inculcate a culture of data quality and data use at the S/CHMT
    • Transition skills relating to synthesis/consolidation of data from disparate sources to the S/CHMT
    • Transition skills relating to the dissemination of data, including through the use of dashboards and business intelligence tools for visualization/interactivity of data
    • Implement county annual pulse assessments, maturity assessments and all other project learning efforts.
    • Work with other CMLA technical staff to provide technical support to the county.
    • Work with counties and CMLAP staff to establish and/or strengthen stakeholder MLA and M&E TWGs for data collection, management, quality improvement, dissemination and use.
    • Coordinate MLA strengthening and data use activities with county planning and budgeting activities.
    • Work with the CMLAP master trainer implement capacity building activities in the counties.
    • Support the sub county data use and learning champions to implement project technical approaches.
    • Identify project success stories.

    Educational background and Experience

    • Masters Level of Education in related field, e.g. MPH, or a Medical Doctor degree
    • 5+ years’ experience in a leadership position for a USAID project, a large hospital or other medical facility, or the Kenya Ministry of Health.
    • Demonstrated experience working at the county-level, preferably on a CHMT.
    • Experience implementing M&E or health information systems improvement projects, including data quality audits
    • Experience using data to inform interventions/strategies for improved clinical/public health services.
    • Demonstrated ability to manage cohesive team and proven record in effectively managing multidisciplinary partnerships.
    • Demonstrated leadership, ethics, and sound judgement, both independently and as part of a team.
    • Experience managing work plans and budgets.
    • Strong written and oral communication skills for high-level policy audiences (writing examples may be required).
    • Excellent coordination, and information management skills.
    • The ability to work well under pressure and skilled in change management and problem solving.
    • Ability and willingness to travel frequently within Kenya and work under field conditions.
    • Written and oral fluency in English and Swahili is required.

    CMLAP Accountant

    Key Responsibilities:

    • Reviews field finance reports, vouchers, and support documentation.
    • Checks and confirms the proper coding of expenses in the field vouchers.
    • Maintain financial and accounting systems and procedures in accordance with Palladium corporate requirements and USAID regulations.
    • Prepares timely and accurate monthly, quarterly, and other financial reports as needed.
    • Performs bank reconciliations on a regular basis and prepared reconciliation statements for all bank accounts; ensures discrepancies are accurately identified and reconciled.
    • Responsible for reconciliation and updating of debtor and creditor accounts.
    • Updates vouchers and accounting records in the system and performs quality control and check over suppliers bills/invoices to ensure calculations are correct and complete.
    • Supervises petty cash expenditures.
    • Supervises the reconciliation of travel advances on a monthly basis.
    • Provide supports to program staff, and works closely with them to ensure that financial information is accurate and up to date.
    • Prepare mini budgets for program activities and ensure timely and accurate reconciliation of funds.
    • Prepared audit schedules to facilitate the annual Kenya corporate audit.
    • Provides any other financial information, as requested, and respond to any other financial queries.

    Qualifications and Experience:

    • Relevant bachelor’s degree required, masters and/or CPA preferred
    • 3 years of accountant/bookkeeper experience, preferably with USAID-funded project.
    • Experience with USAID contracting and assistance award mechanisms preferred;
    • Excellent skills in Microsoft Word, Outlook, and Excel;
    • Ability to work with minimal supervision

    CMLAP Administrative Assistant

    Key Responsibilities

    • Welcoming on-site visitors, determining nature of business, and directing them to appropriate personnel.
    • Monitoring visitor access and issuing passes whenever required. This includes taking note of and reporting suspicious activity.
    • Answering incoming calls and forwarding calls and messages to appropriate personnel/department.
    • Sorting and distributing incoming mail, forwarding to appropriate personnel, preparing outgoing mail for pickup and/or courier.
    • Preparing correspondence and documents, updating databases, scheduling and following up on appointments, and providing needed administrative support.

    CMLAP M&E Advisor

    Position Summary: The Senior M&E Advisor will develop and implement strategies, approaches, and methods for county-level data management systems to generate high-quality data. S/e will work closely with other technical advisors to strengthen the capacity of CHMTs and other stakeholders to manage M&E functions, information systems, and data quality and to enhance CHMTs’ capacity for data analysis, with the ultimate goal of improving county government MLA. The Senior M&E Advisor will work closely with the DCOP and COP to develop the work plan and provide timely and high-quality deliverables and reports. S/he will report to the COP and will supervise two positions:

    • Senior Analytics Specialist
    • Sr. Data Systems Specialist (Note this position will be staffed and supervised by Plan from a personnel standpoint, but the Palladium M&E Advisor will provide day-to-day project oversight).

      The position is based in Kisumu, Kenya. No expatriate or relocation benefits are associated with the position.

    Key Responsibilities

    • Design and implement a comprehensive approach to improve M&E and health information systems and governance in CMLAP counties, focusing on the accuracy, timeliness, and quality of data and aggregate reports.
    • Develop new and institutionalize existing standardized protocols for the minimization of data collection burden; and for appropriate allocation of M&E and reporting responsibilities; and for appropriate human and financial MLA resources, including improving the recruitment and retention of HRIO.
    • Facilitate routine county and sub-county level TWG meetings for M&E, information systems and data reporting and use; and work with the CHMT, SCHMT and HRIO to implement data quality assurance protocols
    • Link to and leverage infrastructure and other investments made by PEPFAR projects specifically HIGDA, CDC KeHMIS, USAID Afyainfo and others
    • Supervise the Senior Analytics Specialist and support data analysis for Result Areas 1 and 2. More specifically, ensure that the Senior Analytics Specialist works closely with the Senior Data Systems Advisor, the County Learning and Planning Specialists and the Senior DDU and Learning Advisor to support outcome measurement activities, and ensure that data analyses support information needed by CHMTs to answer key questions and support decision making.
    • Supervise the Sr. Data Systems Specialist and team members and oversee the activities to strengthen all relevant information systems (e.g. DHIS2, CPIMS, EMR, LMIS, outcomes monitoring systems). Ensure capacity building activities are appropriately designed for the specific systems. This position will also support senior leadership in their collaboration with HIGDA.
    • Inculcate a culture of data demand and information use within CHMTs, including the provision of routine high-level statistical analyses.
    • Link to Palladium counter-parts within the Kenya Measure Evaluation, Health Policy Plus and Strategic Information teams, for cross-platform learning and sharing of strategies and techniques.

    Educational background and Experience

    • Masters Level of Education in related field, e.g. MBA, MPH or MSc (Informatics/Biostatistics/Biometry)
    • 5+ years’ experience in a leadership position for a PEPFAR project
    • Post graduate professional qualification in project management and planning
    • Appropriate technical and software skills necessary to conduct, analysis of study data, such as STATA, SPSS, or equivalent
    • Demonstrated experience working with key Kenyan health information systems
    • Strong written and oral communication skills for high-level policy audiences (writing examples may be required)
    • Excellent coordination, and information management skills
    • The ability to work well under pressure and skilled in change management, crisis management, and problem solving
    • Demonstrated ability to manage cohesive team and proven record in effectively managing multidisciplinary partnerships.
    • Demonstrated leadership, ethics, and sound judgement, both independently and as part of a team.
    • Demonstrated knowledge of strategic planning methodology and documentation processes.
    • Ability to develop and maintain relationships with users and various stakeholders (local and international); developed cultural awareness and innovation sense.
    • Fluency in written and spoken English and Swahili.
    • Ability and willingness to travel frequently within Kenya and work under field conditions
