    Technical Advisor, Laboratory Management Services, Dumisha Afya (Busia)

    Job Description

    Dumisha Afya is a USAID funded project covering Bungoma and Busia counties. The purpose of this project is to provide key clinical support to the Government of Kenya national HIV response with the overall goal of increasing access and coverage for HIV prevention, care and treatment services towards achieving the “95-95-95” targets.

    We seek to recruit a Technical Advisor, Laboratory Management Services to provide technical expertise, coordination and supervision of all laboratory management services; forecasting, quantification and reporting activities for HIV-related lab and testing commodities; support HIV clinical laboratory services in compliance with national and donor guidelines and policies; provide technical support and supervision for laboratory management services to ensure that Scope of Work for the Dumisha Afya project area assigned is carried out to the fullest extent possible and to the highest possible degree of quality. S/he will provide technical support and supervision in collaboration with Dumisha Afya project management teams to ensure the successful planning and implementation of laboratory management services and reporting activities, including work planning, budgeting, support supervision, technical support and reporting in assigned areas.

    The incumbent will provide representation for the Dumisha Afya project and PATH at facility, sub-county, county and national laboratory management technical forums and meetings as may be called upon. This position is based in Busia.

    Specific Duties and Responsibilities:

    1. Provide technical leadership on the laboratory management aspects of HIV service delivery activities, including the laboratory sample and testing labs networks, to ensure effective implementation, collaboration, teamwork and collegiality for these activities.
    2. Provide overall technical leadership in the implementation of the HIV related laboratory management components of the project and support laboratory management information systems (LMIS) such as the remote login, and sample transport networks and results dissemination platforms
    3. Coordinate the development, implementation and monitoring of laboratory management services project work-plans.
    4. Support the HIV service delivery project team in the assigned project area in implementation of laboratory management activities in close collaboration with CHMT/SCHMT and County and Sub-County Laboratory Coordinators
    5. Oversee the integration of the project’s technical approaches in laboratory management services and reporting using evidence informed, innovative and best practices.
    6. Provide technical leadership in creating and strengthening laboratory management services at facility, sub-county and county levels ensuring there is seamless implementation of activities leading to improved health outcomes.
    7. Provide technical leadership in the preparation of laboratory management services related monthly, quarterly and other reports as may be required and submit these to the Chief of Party in a timely manner.
    8. Provide technical leadership in weekly, monthly, quarterly, semi-annual and annual project performance reviews for laboratory management activities in collaboration with CHMT/SCHMT.
    9. Provide technical leadership on laboratory Quality Improvement/Quality Assurance interventions at facility, sub-county and county level in collaboration with CHMT/SCHMT.
    10. Participate in the donor progress report writing, continuation application and quarterly review report writing and presentation.
    11. Participate in site preparation for supportive supervision and SIMS assessments and ensure recommendations are implemented at facility level by project team in collaboration with CHMT/SCHMT.
    12. Overall coordination with CHMT/SCHMT on implementation of laboratory management related service delivery work plans.
    13. Represent the project in technical laboratory management services forums at sub-county, county and national level.
    14. Participate in any other duties consistent with the position as assigned.

    Required Experience

    1. Registered Laboratory Sciences practitioner (or equivalent qualification) with Bachelor of Science degree in a relevant field, with minimum of 5 years’ experience providing technical support and leadership in implementation of laboratory services in HIV service delivery.
    2. MPH or other master’s degree in a relevant field will be an added advantage.
    3. Hands on laboratory bench experience in HIV service delivery will be desirable.
    4. Proven experience and familiarity with MOH/GOK laboratory systems.
    5. Excellent interpersonal and supervisory skills, capable of directing and managing change, effective delegation, inspiring teamwork and motivating staff and partners to achieve results.
    6. Computer literacy.
    7. Research experience, proposal and abstract writing will be a distinctive advantage.
    8. Ability to work in a complex project implementation environment with multiple tasks, short deadlines and intense pressure to perform.
    9. Ability to collaborate with a multi-sectoral project team and multiple county, sub-county stakeholders.
    10. Ability and willingness to learn.

    We seek to recruit a Technical Advisor, HIV Prevention Services who will serve as the lead and technical expert in HIV Prevention services for the Dumisha Afya project, provide technical support and oversight to ensure that the HIV Prevention services scope of work including services to Key Populations (KP), Fisherfolk and Truckers, and provision of VMMC for the Dumisha Afya project area assigned, is carried out to the fullest extent possible and to the highest possible degree of quality.

    The incumbent will provide technical support and oversight in collaboration with Dumisha Afya project management teams to ensure the successful planning and implementation of HIV prevention services activities, including work planning, budgeting, support supervision, technical support and reporting in assigned areas. S/he will provide technical expertise, coordination and supervision of all HIV Prevention activities within the assigned project area in compliance with national and donor guidelines and policies. This position is based in Busia.

    Key Responsibilities:

    1. Take the lead in planning, implementation and supervision of all planned Key Populations (KP), Fisherfolk, Truckers and VMMC activities within the project area, and ensure these activities are implemented to the highest degree of quality possible.
    2. Ensure key KP, Fisherfolk, Truckers and VMMC strategies implementation through supportive supervision and capacity building modalities, dissemination of guidelines and standards and implementing quality improvement and quality assurance initiatives.
    3. Provide overall technical leadership in the implementation of the Key Population, Fisherfolk, Truckers and VMMC service delivery component of the project.
    4. Coordinate the development, implementation and monitoring of costed project work-plans
    5. Oversee the integration of the project’s KP, Fisherfolk, Truckers and VMMC technical approaches for the achievement of successful project implementation using evidence informed, innovative and best practices
    6. Provide leadership in creating and strengthening community demand creation and referral networks between facility and community ensuring there is seamless implementation of VMMC activities.
    7. Take lead in the preparation of monthly, quarterly and other reports as may be required and submit these to the Chief of Party in a timely manner
    8. Provide leadership on weekly, monthly, quarterly, semi-annual and annual project performance reviews, assessing progress in an objective manner in collaboration with C (SC) HMT, and the local implementing partners for KP, fisherfolk and truckers programming
    9. Provide leadership for the VMMC component on Quality Improvement/Quality Assurance interventions at facility level in collaboration with C (SC) HMT.
    10. Participate in the donor progress report writing, continuation application and quarterly review report writing and presentation.
    11. Take lead in site preparation for supportive supervision and SIMS assessments and ensure recommendations are implemented at facility level by project team in collaboration with C (SC) HMT.
    12. Represent the project in technical forums including VMMC taskforce meetings, and KP technical working groups at sub-county, county and national level.
    13. Participate in any other duties consistent with the position as assigned.

    Required Experience

    1. Bachelor’s degree in health sciences and/or MPH or other master’s degree in a relevant field with a minimum of 5 years’ experience providing leadership in implementation of HIV treatment and/or prevention services and hands on clinical experience in HIV continuum of care
    2. Extensive experience in HIV prevention services with key and priority populations is an added advantage
    3. Trainings in VMMC service provision will be an advantage.
    4. Proven experience and familiarity with MOH/GOK health systems.
    5. Experience managing partners such as the MOH/GOK, local implementing partners is desirable
    6. Excellent interpersonal and supervisory skills, capable of directing and managing change, effective delegation, inspiring teamwork and motivating staff and partners to achieve results.

    Health Informatics Associate, Dumisha Afya Project (Bungoma)

The purpose of this project is to provide key clinical support to the Government of Kenya’s national HIV response with the overall goal of increasing access and coverage for HIV prevention, care, and treatment services towards achieving the “95-95-95” targets.

    PATH Kenya is seeking to recruit one (1) Health Informatics Associate who will support development of e-Health and related Health Information System (HIS) solutions including EMR implementation at facility level and related software design and implementation, database administration and health informatics and information systems strengthening within the assigned project area in compliance with national and donor guidelines and policies, provide technical support and supervision in collaboration with MOH CHMT and SCHMT teams to ensure the successful planning and implementation of electronic medical records including KenyaEMR and WebADT activities among others.

    The Health Informatics Associate will be based in Bungoma. This position will report to the Strategic Information/M&E Manager and/or as assigned.

    Key Duties And Responsibilities

    1. Health Informatics and Information Systems Strengthening including co-ordination and support for implementation mainly focusing on Electronic Medical Records (EMR) platforms at facility, sub-county, and county levels.
    2. Provide technical support for eHealth/mHealth Systems Support and administration including provide first level support, troubleshooting, system testing, applications’ rollout, user training and providing excellent post-rollout client support via phone, internet, or in-person.
    3. Lead in training and capacity building on EMR and eHealth in compliance with national protocols and guidelines and provide continuous mentorship.
    4. Provide technical support for relevant software design and implementation for HIV Service Delivery Information Systems.
    5. Provide technical support and coordination for Database Administration (DBMS).
    6. Provide technical support for integration of the project’s technical approaches for the achievement of successful project health informatics implementation at facility level using evidence informed, innovative and best practices.
    7. Provide technical support during quarterly, semi-annual and annual facility performance reviews using EMR and related health informatics platforms
    8. Provide technical support for Quality Improvement/Quality Assurance interventions at facility level in collaboration with C (SC) HMT using EMR and related health informatics platforms.
    9. Represent the project in health informatics technical forums at facility, sub-county and county level.
    10. Support DHIS2 instance customization (Installation, configuration, development, and design of platform to capture data and generation of reports)
    11. Support timely uploading of the EMR databases to the National Data Warehouse.
    12. Support roll out and adoption of ICT infrastructure in project supported sites.
    13. Support development and implementation of project HMIS reporting systems.
    14. Hardware and software setup and maintenance in eHealth implementation sites

    Required Experience

    1. A Bachelor’s Degree in Computer Science, Statistics, or Information Technology.
    2. A minimum of 5 years’ experience providing direct technical support in implementation of health informatics platforms with specific experience in HIV/TB projects.
    3. Diploma in Computer Science, Statistics, or Information Technology and at least 7 years experience.
    4. Hands on experience in HIV service delivery health informatics implementation and technical coordination.
    5. Proven experience and familiarity with MOH/GOK KenyaEMR and health informatics systems will be added advantage
    6. Demonstrable experience in development and implementation of web and m-health based solutions.
    7. Experience in Electronic Medical Records’ development, implementation, and support for MoH approved EMR’s (Kenya EMR).
    8. Experience with PostgreSQL, MySQL and MS SQL Server or other relational databases.
    9. Experience developing, upgrading, and troubleshooting KHIS modules.
    10. Working knowledge of DATIM and PEPFAR reporting systems is an added advantage.
