    Associate Human Resources Officer

    Duties
    Workforce Operational Support:

    •  Assist in implementation of HR initiatives that support organizational culture change such as good people management practices, and promoting gender, inclusion and diversity.
    •  Implement HR operational activities to ensure timely provision of HR solutions, prioritizing according to the needs and risks.
    •  Contribute to the development of a HR customer serviceoriented culture that values proactivity, continuous improvement, innovation and high performance.
    •  Provide support, guidance and trainings to HR staff.
    • Assignments and Talent Acquisition:
    •  Coordinate the process of recruitment, assignment and reassignment of locallyrecruited staff and affiliate workforce, also assisting with set up and running of (Regional) Assignments Committee where relevant.
    •  Assist in organizing outreach campaigns to attract diverse applicants. Ensure proper consideration is given to all applicants without distinction on the grounds of race, color, sex, national origin, age, religion, disability, sexual orientation and gender identity.
    •  Analyse, track and report on recruitment and assignments trends for management, including efforts to reach gender parity.
    •  Take a proactive approach to risk management in the areas of recruitment, ensuring the issues are identified, addressed and reported and, where appropriate, escalated.
    • Advice to managers and staff, and contribution to an inclusive work environment:
    •  Build dialog and outreach with staff; answer questions, and provide information to staff as to where to go for help or ask questions.
    •  Be proactive in identifying issues, themes and patterns affecting the workforce's health and welfare, including sexual harassment and abuse of authority.
    •  Ensure that onboarding, induction, reintegration into the workplace and offboarding support, is provided to colleagues. Induction programmes should include information on Protection from Sexual Exploitation and Abuse (PSEA) and Sexual Harassment, Code of Conduct as well as workforce's rights and obligations.
    • HR policies and interagency:
    •  Enforce compliance with UNHCR's Human Resources policies and procedures and the UN staff rules, regulations and UNHCR administrative instructions.
    •  Participate in the ICSC survey on living conditions and classification of duty stations as well as in the UN Country Team local staff salary survey and other local interagency HRrelated fora and initiatives.
    • Duty of Care:
    •  Contribute to establishing and maintaining a medical evacuation plan with senior management, Field safety and the Senior Medical Officer.
    •  Assist in the security and medical evacuations of UNHCR personnel.
    •  Support the implementation of a Duty of Care strategy. Identify and assess issues related to duty of care including physical, mental health and safety of UNHCR's workforce, promoting workforce balance.
    • For positions in Regional Bureaux only:
    • In the absence of a Senior Talent Development Officer in the Bureau:
    •  Contribute to the implementation of a talent development strategy for UNHCR workforce in the region, in line with UNHCR's needs and staff members' career planning.

    Programme CBI Officer

    Duties

    •  Promote cash assistance, and the strategic and coherent use of CBI, ensuring that CBI is maximised to meet protection needs, in assistance and service provision throughout the displacement cycle, including in emergencies.
    •  Promote and ensure linkages with social protection and financial inclusion.
    •  Provide technical support on strategic planning and policy making on activities within the area of CBIs, including assessments, planning and budgeting, technical choices, legal and regulatory aspects, implementation modalities, coordination and monitoring.
    •  Support to ensure that CBI is fully, effectively integrated into the country operations plan and protection and solutions strategies.
    •  Support and collaborate with protection and sectors to increase the use of CBI in e.g. protection, education, shelter, livelihoods, health and WASH programmes.
    •  Establish sound monitoring process for cash assistance. Analyse trends and interventions, including CBI expenditure, upstream and downstream activities. Ensure post distribution monitoring (PDM) is conducted regularly and in line with the relevant guidance.
    •  Ensure fluid communication and information exchange with key stakeholders internally and externally, and participate in relevant coordination and collaboration structures.
    •  Represent UNHCR in interagency coordination mechanisms and fora, promote and maintain collaborative cash arrangements and strong relations with partners and other key actors.
    •  Generate data and analysis for evidencebase, communication, and visibility.
    •  Organise and/or support CBIrelated learning and capacity building, including organising trainings and learning events.
    •  Fulfil CBIrelated reporting requirements.
    •  Support the use of UNHCR CashAssist.

    In Country Operations:

    •  In close collaboration with the Senior Management and under their leadership, ensure the functioning of the CBI component of the MultiFunctional Team (MFT).
    •  Ensure CBI is implemented according to UNHCR's policies, rules and processes.
    •  Ensure CBI is included in the preparedness and response planning, and prepare UNHCR to be the first responder to new emergencies/ and return situations with CBI.
    •  Conduct required assessments to ensure optimal CBI design.
    •  In collaboration with Finance, establish CBI Standard operating procedures (SOPs) for the operation, and coordinate the review with RB and final clearance with HQ. Support partners in developing SOPs.
    •  Coordinate the implementation of CBI in accordance with the SOP, ensuring audit trail and proper accountability.
    •  Coordinate with Supply for timely procurement of financial service providers, including the technical evaluations and any other procurement related issues, as well as contracting of financial service providers.

    In Regional Bureaux:

    •  Ensure the coordination of CBI across the Regional Bureau and the country operations.
    •  Provide technical support to country operations in all aspects of CBI across the programme cycle, in line with UNHCR's guidance and policy.
    •  Review and provide inputs for CBI Standard operating procedures (SOPs) for the operations and coordinate the review and final clearance with HQ.
    •  Review and provide inputs on issues and documents relating to procurement and contracting of financial service providers, including participation in technical evaluations as required.

    In Headquarters:

    •  Contribute to and generate guidance, policies, tools, and evidencebase on the use of CBI, including policy documents, technical guidance, evaluation, lessons learnt, communication and visibility materials, reports, and synthesis.
    •  Provide technical support for the rollout and the implementation of CBI to regional bureaux and operations.
    •  Contribute to CBIrelated knowledge management, training, and learning.
    •  Contribute to the clearance of Standard Operating Procedures with DFAM, review CBI procurementrelated documents with SMS, review CBIrelated contracts with Financial Service Providers with LAS, and collaborate with other divisions as required.

    Senior Evaluation Specialist

    Duties

    In Headquarters

    • Lead the design and timely management of global independent strategic, thematic and/or Level 3 Emergency Response Evaluations.
    • Deploy on mission as needed, notably scoping and draft report/ recommendation co-creation phases to build stakeholder involvement and ensure products are developed to standard.
    • Lead the dissemination and follow-up activities on global and/or L3 Emergency Response Evaluations.
    • Contribute to strengthening the global normative evaluation framework, including the revision of policies, strategies and procedures.
    • Enhance the technical quality of UNHCR’s evaluation approaches, methodologies and tools.
    • Lead, where requested, the updating of technical evaluation guidelines and capacity development products and services.
    • Contribute to the preparation of other technical evaluation products including evaluation syntheses.
    • Lead and participate in the selection and procurement of quality evaluation services (evaluation firms and individual consultants).
    • Provide technical assistance and quality assure decentralized evaluations commissioned by divisions.
    • Respond to requests for details of the evaluation work programme and activities.
    • Participate in conferences, workshops, and seminars relevant to UNHCR’s evaluation work and contribute to UN professional evaluation practice through active participation in UN Evaluation Group working groups and events.

    In a Regional Bureau

    • Enhance the technical quality of UNHCR’s evaluation approaches, methodologies and tools.
    • Lead, where requested, the updating of technical evaluation guidelines and capacity development products and services.
    • Contribute to the preparation of other technical evaluation products including evaluation syntheses.
    • Lead the development and strengthening of the evaluation function within the region, including generating awareness and demand among senior management at bureau and operation levels; establishing a regional work programme, building a network of focal points, generating resources, and supporting decentralized evaluation conduct in line policy requirements.
    • Enhance the technical aspects (both quantitative and qualitative) of decentralised evaluations commissioned by UNHCR are improved through expert advice and guidance.
    • Ensure the quality of decentralized evaluations commissioned by regional bureaux and country operations.
    • Contribute to the design of evaluation-related training modules and materials for the decentralized function, and deploy to facilitate evaluation-related awareness raising, training and/or capacity building sessions as required.
    • Respond to requests for details of the evaluation work programme and activities.
    • Participate in conferences, workshops, and seminars relevant to UNHCR’s evaluation work and contribute to UN professional evaluation practice through active participation in UN Evaluation Group working groups and events.
    • Ensure continuity for the evaluation function and perform an advisory role in the regions.
    • Support risk assessment and discussions within the Evaluation Office team and proactively manage risks related to evaluation conduct and use for evaluations for which the S/M is responsible, escalating the risk to the Head of Evaluation Office, as needed.

    • Proven track record as an evaluator of humanitarian or development operations, programmes and projects. Experience with a range of evaluation purposes, objectives and methodologies. Demonstrable expertise of evaluation norms and standards. At least 5 years applied research or M&E related experience. Good knowledge of qualitative and quantitative research and evaluation methods/approaches, statistics, data collection tools and analytical approaches. Experience of leading and managing evaluation processes, including ideally managing multi-disciplinary teams with variable evaluation experience. Experience of working with and influencing senior decision makers, including in delivering challenging, or potentially contested, key messages.  Experience in developing and/or delivering M&E or evaluation-related capacity building content. Experience of building effective working relationships with people from diverse backgrounds and cultures.

    Desirable

    • Formal qualification or certification in evaluation work. Substantial experience in a humanitarian or development context. Knowledge of UNHCR programmes and other humanitarian operations in a variety of geographical locations. Ability to write publications with minimal editorial supervision. Relevant work experience in field contexts, ideally including in refugee and displacement response contexts.
