    Electric Mobility Transport Consultant

    Responsibilties
    Under the supervision of the Coordinator of the Global Working Group for Electric Buses, the consultant will develop the “Emergent Trolleybuses: The potential for trolleybus technology in Low- and Middle-income cities” technical report through conducting the following specific tasks:

    • Develop an overview of trolleybus development in different regions, including Low- and Middle-income (LMI) cities, and develop a status quo review of trolleybus vehicle technology (hybrid, battery), infrastructure (pantograph, wiring, In motion charging), and operations (network structure, ridership, intermodality);
    • Develop an evaluation of the opportunities for trolleybus use cases in LMI cities, including major trends related to public transport reform agendas, Bus Rapid Transit project pipelines, electrification targets, and others, as well as a comparison to Battery Electric Buses, including lifecycle emissions, cost, technical and operational aspects;
    • Compile an assessment of the challenges that may be faced to develop and operate trolleybuses in LMI cities, including technical, operational, financial, social/acceptability and supply-chain related barriers;
    • Develop at least three in-depth case studies of existing projects in different regions that highlight relevant use cases for trolleybuses in LMI cities, covering the context (geographic, demographic), landscape (political, economic, policy, history), system structure (actors, institutions, policy rationale, intermediaries), operating characteristics (routes, ridership, costs, vehicles) and lessons that have been learned for the next iteration;
    • Perform a high-level technical, operational, and financial analysis of at least 3 potential use cases of trolley buses as an alternative to currently planned pure battery electric bus systems;
    • Perform an analysis of the existing and potential use cases, comparing the schemes in different operational contexts, and offer guidelines or recommendations on how LMI cities may be able to develop trolleybus projects;
    • Compile 1. to 6. into one “Emergent Trolleybuses: The potential for trolleybus technology in Low- and Middle-income cities” technical report and develop an executive summary based on the findings.
    • Presentation of the “Emergent Trolleybuses: The potential for trolleybus technology in Low- and Middle-income cities” technical report to the Global Working Group and incorporation of their feedback into the final product;
    • Development of a slide deck and recorded presentation of the “Emergent Trolleybuses: The potential for trolleybus technology in Low- and Middle-income cities” technical report for use during meetings of the Regional Support and Investments Platforms and other education or training opportunities.

    Qualifications/special skills
    Education

    • An advanced university degree (Master's degree or equivalent) in environmental sciences, engineering, transport or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

    • A minimum of seven years’ work experience in transport projects in Lower- and Middle-Income cities is required
    • Knowledge on electric mobility issues including the operational and technical aspects of electric buses or trolleybuses is required
    • Experience in data collection and research is required
    • Data analysis and modelling skills and experience are required
    • Experience in report development including visualization tools is desirable.
    • Proven analytical, presentation and communication skills are desirable

    Oil Spill Expert - the National Oil Spill Contingency Plan for Seychelles

    Objective of the Consultancy

    • The UNEP-Nairobi Convention would like to hire an international consultant to revise the national oil spill contingency plans for Seychelles in alignment with the NIEMS.
    • The assignment will be home-based with travel to Seychelles where necessary.
    • In executing the consultancy, the consultant will work closely with the Nairobi Convention Secretariat team, the SAPPHIRE project Implementing Agency (UNDP), National Focal Point of the Nairobi Convention and SAPPHIRE project, among others as deemed appropriate and necessary.

    Specific Tasks and Responsibilities:

    • Under overall supervision of the Head of the Nairobi Convention Secretariat and direct supervision of the SAPPHIRE Project Coordinator, and in close collaboration with the Government of Seychelles, the consultant will undertake the following specific tasks:
    • Facilitate an initial 1st in-person workshop in Seychelles of key stakeholder to ensure a common understanding of the proposed approach to development of the NOSCP. The workshop will allow participants to share their expectations and confirm what resources and capability they can contribute to national oil spill preparedness and response.
    • Conduct a site visit in Seychelles to review the condition and status of the local oil pollution equipment stockpile(s) held by the Seychelles Coast Guard (SCG). This visit will also consider the supporting logistics and emergency response centre facilities, including possible visits to the Rescue Coordination Centre and the NEOC.
    • Revise the existing NOSCP in alignment with the NIEMS. The revisions should remain consistent with IMO guidelines, as required under the Merchant Shipping (Oil Pollution Preparedness and Response) Regulations.
    • Develop an implementation plan for the NOSCP including a training and exercise programme and possible equipment procurement needs.
    • Facilitate a 2nd virtual stakeholder workshop where the progress on developing the revised NOSCP and its Implementation Plan will be presented.
    • Facilitate a 3rd in-person national stakeholder workshop to discuss and validate the revised NOSP and its Implementation plan and update the two documents based on the comments, concerns, inputs and recommendations from the workshop.
    • Revise and submit the final draft of the revised NOSCP and Implementation Plan for Seychelles.

    Qualifications/special skills

    • Master’s degree is required in Marine Biology/ Sciences (Marine biology and coastal management/Maritime Safety and Environmental Protection/ Maritime Affairs - Maritime Safety & Environmental Administration/ Oceanography and Marine Environmental Management), Environmental Sciences or other closely related fields. A first level degree with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
    • Minimum of 7 years of work experience is required in coastal and marine conservation and management, programme development, management of natural resources, in international settings including in the Western Indian Ocean region.
    • Minimum of 7 years’ experience in the implementation of oil spill preparedness and response programmes/ emergency management at national and regional levels is an essential requirement.

    Programme of Work Review Expert

    In consultation with the Project Manager, the Programme of Work Review Consultant will prepare the:

    • Inception Report: (see Annex 1 for a list of all templates, tables and guidance notes) containing an assessment of project design quality, a draft reconstructed Theory of Change of the project, project stakeholder analysis, review framework and a tentative review schedule.
    • Preliminary Findings Note: typically in the form of a PowerPoint presentation, the sharing of preliminary findings is intended to support the participation of the project team, act as a means to ensure all information sources have been accessed and provide an opportunity to verify emerging findings.
    • Draft and Final Review Report: containing an executive summary that can act as a stand-alone document; detailed analysis of the review findings organized by review criteria and supported with evidence; lessons learned and recommendations and an annotated ratings table.
    • A Review Brief (a 2-page overview of the evaluate and review findings) for wider dissemination through the UNEP website may be required. This will be discussed with the Project Manager no later than during the finalization of the Inception Report.
    • Review of the Draft Review Report. The Review Consultant will submit a draft report to the Project Manager and revise the draft in response to their comments and suggestions. The Project Manager will then forward the revised draft report to other project stakeholders, for their review and comments. Stakeholders may provide feedback on any errors of fact and may highlight the significance of such errors in any conclusions as well as providing feedback on the proposed recommendations and lessons. Any comments or responses to draft reports will be sent to the Project Manager for consolidation. The Project Manager will provide all comments to the Review Consultant for consideration in preparing the final report, along with guidance on areas of contradiction or issues requiring an institutional response.
    • The final version of the Terminal Review report will be assessed for its quality by the UNEP Evaluation Office using a standard template and this assessment will be annexed to the final Terminal Review report.
    • At the end of the review process, the Project Manager will prepare a Recommendations Implementation Plan in the format of a table, to be completed and updated at regular intervals, and circulate the Lessons Learned.

    Qualifications/special skills

    • A university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable.
    • A minimum of 8 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach
    • A good/broad understanding of freshwater ecosystems management is desired.

    Languages

    • For this consultancy, fluency in oral and written English is a requirement and proficiency in another UN language is desirable. Working knowledge of the UN system and specifically the work of UNEP is an added advantage

    PURPOSE AND OBJECTIVES

    • The purpose of the consultancy is to provide editorial services to the manuscript on the ‘Chondrichthyans of the Western Indian Ocean: Biodiversity, Fisheries and Trade, Management and Conservation’, leading its publication and printing for dissemination.

    DUTIES AND RESPONSIBILITIES

    • Under the general supervision of the Head of the Secretariat of the Nairobi Convention, and direct supervision of the project manager, the consultant will undertake the following tasks related to the publication titled ‘Chondrichthyans of the Western Indian Ocean: Biodiversity, Fisheries and Trade, Management and Conservation’:
    • Review, edit to a high standard and proofread the manuscript, foreword, preface, and summary, to ensure accuracy, correct language use, consistency, clarity, and conformity with UNEP style guidelines.
    • revise or rewrite text, as needed, to allow for improved readability and logical sequence.
    • Propose revisions to the document’s layout to enhance flow and user-friendliness, and incorporate these as agreed.

    Qualifications/special skills

    • 5 years of working experience is required in the area of scientific editing, technical writing, proofreading and publishing.

    Finance and Budget Officer, P3(Temporary)

    • This position is located in the Ecosystems Division at the Nairobi duty station. Under the direct supervision of the Budget & Finance Officer and in the Global Funds Finance Unit, will be responsible the following functions:

    Responsibilities
    Manage designated programmes and projects: Certify that proposed obligations or disbursements are:

    Senior Gender Affairs Officer, P5(Temporary)

    • Under the direct supervision of the Deputy Director, Policy and Programme Division, the incumbent will manage the Gender and Safeguards Unit that is responsible for coordinating, monitoring, knowledge management, capacity building and technical support for mainstreaming gender and environmental safeguards across UNEP.

    Within delegated authority, the incumbent will be responsible for the following duties:

    Responsibilities

    • Provide strategic direction for the implementation and monitoring of UNEP’s Gender Policy and Strategy to address the integration of gender perspectives into UNEP’s Programme of Work and policies, and, ensure its alignment with the UN System Wide Action Plan (UNSWAP) on gender mainstreaming.
    • Develop and oversee the implementation of a capacity building programme to facilitate, the integration and monitoring of gender actions throughout UNEP's Subprogramme priority areas (as approved in the Programme of Work) and related projects, and human resources management policies. Further, where required, ensure the participation of women in environmental programmes and shape activities to reflect specific needs of women.
    • Establish and coordinate a comprehensive accountability framework that includes an implementation and tracking mechanism that will ensure implementation of gender mainstreaming commitments made at corporate level, through integration of gender perspectives into UNEP's activities at programme and operations level.
    • Develop innovative approaches and tools to enhance gender equality in the field of environment and the work of UNEP, including the development of project proposals to attract extra budgetary resources for gender and social safeguards related aspects of environmental protection.
    • Coordinate information exchange with government partners, civil society and promote inter- agency cooperation, including with the Secretariats of Multilateral Environmental Agreements as it relates to the integration of gender and environmental social safeguards into programmes and activities.
    • Coordinate policy development on gender and environmental social safeguards concerns; review the assessments of issues and trends, preparation of evaluations or research activities and studies, written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.

    Education

    • Advanced university degree (Master's degree or equivalent) in social sciences, environmental sciences, international development or a related field is required.
    • A first-level university degree (Bachelor's degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    • A minimum of ten (10) years of progressively responsible and relevant work experience, especially at international level on issues related to gender and women's empowerment and/or gender and environment is required.
    • Work experience in mainstreaming gender perspectives into environment and sustainable development issues at all levels is required.
    • Work experience on gender issues in an international context in the field of research on gender issues and social safeguards issues, including gender sensitive programming and monitoring is required.
    • Work experience with international, regional and national networks working on gender equality and women’s empowerment is desirable.
    • Work experience with UN system, governmental or non-governmental institutions addressing environment social safeguards in programme and project development is desirable.
    • Experience in data analytics or related area is desirable.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
