    General Manager, Human Resource and Administration

    Job Purpose

    • The position is responsible for providing strategic direction and leadership in the management and coordination of the functions of Human Resource and Administration in the Authority.

     Functions

    • Develop and implement Human Resource Development and administration policies, strategies and plans.
    • Coordinate staff recruitment, deployment promotion and discipline.
    • Develop, review and coordinate implementation of performance management systems.
    • Implement and ensure compliance with applicable statutory and regulatory requirements.
    • Manage and promote a harmonious industrial relation environment.
    • Develop and coordinate implementation of compensation and benefits schemes.
    • Implement and maintain a human resource management information system.
    • Coordinate succession management in the Authority.
    • Provide Secretariat to the Board Committee responsible for Human Resource Management.
    • Manage staff welfare schemes and assistance programs.
    • Coordinate personnel records management and registry administration.
    • Provide advice to the management on human resource and administration matters; and
    • Coordinate the provision of administration services and ensure conducive work environment.

    Job Description

    Duties and responsibilities at this level will entail: -

    • Formulating and overseeing the implementation of human resource and administration strategies, policies regulations, processes and procedures for the Authority.
    • Developing and implementing the Authority’s strategic objectives on Human Resources development.
    • Providing advice to the management on human resource matters.
    • Developing, reviewing and coordinating the implementation of performance management systems.
    • Implementing compensation and benefits schemes.
    • Overseeing the Implementation and ensuring compliance with statutory and regulatory requirements. Coordinating the implementation and maintenance of an effective and efficient human resource management information system.
    • Managing and promoting a harmonious industrial relations environment in the Authority.
    • Managing staff welfare and wellness programs.
    • Coordinating the provision of administration services across directorates and ensuring conducive work environment for staff.
    • Initiating, coordinating and overseeing, forecasting, planning and staffing of the Authority with appropriate manpower to drive its mandate.
    • Coordinating succession planning, capacity building and management development in the Authority.
    • Approving payroll reports for processing of staff salaries; and
    • Overseeing the implementation of occupational health and safety programs.

    Person Specification
    For appointment to this grade, an officer must have: -

    • Served for a cumulative period of fifteen (15) years relevant work experience five (5) of which must have been in senior management position or in a comparable position.
    • Bachelor’s degree in human resource management or equivalent qualification from a recognized institution.

    OR

    • Bachelor’s degree in social science or other relevant discipline with a Diploma in Human Resource Management.
    • Master’s degree Human Resource Management or equivalent qualification from recognized institution.
    • Certified Human Resource Professional Certificate (CHRP);
    • Leadership course certificate lasting not less than four (4) weeks from a recognized institution.
    • Membership to a recognized professional body and in good standing.
    • Proficiency in computer applications; and
    • Demonstrated managerial, administrative and professional competence in work performance and results.

    Driver II - 2 Posts

    Job Specification

    This the entry and training grade for this cadre. An officer at this level will work under the supervision of a senior officer. Duties and responsibilities will entail: -

    • Ensuring the safe transportation of Authority personnel and/or goods from source to destination as per instructions.
    • Detecting and report malfunctioning of vehicles system.
    • Keeping a record of the vehicle’s movement through the “Work Ticket”.
    • Monitoring and reporting the vehicle service and insurance schedule.
    • Ensuring the cleanliness of the vehicle.
    • Reporting incidents and accidents as soon as they occur as per the policy.
    • Ensuring adherence to or observations of traffic laws.

    Person specification
    For appointment to this position, a candidate must have: -

    • Kenya Certificate of Secondary Education mean grade D (plain) or equivalent qualification.
    • Valid driving license free from any current endorsements and valid for any of the classes of vehicles or plants which the officer is required to drive.
    • Passed Occupational Trade Test for Drivers Grade III from Kenya Institute of Highway and Building Technology (KIHBT) or Ministry of Roads and Public Works.
    • First-Aid Refresher Certificate Course lasting not less than one (1) week from St. John Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized institution.
    • Passed Suitability Test for Drivers Grade III from Kenya Institute of Highway and Building Technology or Ministry of Roads and Public Works.
    • Valid Certificate of Good Conduct from the Kenya Police Service; and
    • Proficiency in computer applications
