    M&E Officer – Data Management

    Job Summary

    Support the Programs in all project design, implementation, documentation / archiving and monitoring to ensure quality and efficiency in programming.

    Key relationships to the role:

    Internal: Program Managers, NAWIRI Project coordinator, NAWIRI head of office and other technical units within NAWIRI, Finance unit staff and Head of Programs

    External: Existing and new partners, CSOs, funding partners, government institutions communities, visitors and other actors.

    Duties and Responsibilities:

    • Support in digital data collection application building both for surveys and case management.
    • Collect, compile and analyze data and reports and create consolidated progress reports.
    • Support establishment of data collection systems within programs when requested and review existing data collection tools on a regular basis.
    • Maintain an updated and robust projects data base.
    • Develop tools, dashboards or other platforms to capture, analyze, present and disseminate projects information and evidences of impacts to internal and external stakeholders
    • Facilitate capacity building of staff on technical data management issues through trainings, on Job Training and technical backstopping.
    • Review monitoring reports and assess interim impacts and causes of potential bottlenecks in implementation.
    • Develop baseline data for each project component and for all project indicators.
    • With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
    • Support the staff in mobile data collection; using Kobo Collect, CommCare and any other digital apps recommended by the donor.
    • Assist in management and development of effective and sustainable feedback mechanisms to Caritas Marsabit from program beneficiaries/stakeholders.
    • Ensure relevant, timely, and quality support to the program staff on assessments and evaluations; i.e. support in developing the survey tools, data analysis, visualization and report writing.
    • Prepare accurate and timely reporting and learning, contributing to knowledge that informs decision making for Caritas Marsabit and other stakeholders.
    • Support documentation and dissemination of key findings stemming from monitoring, assessment, and other learning activities. Track and ensure organized, comprehensive electronic filing of documented findings/analyses.
    • When appropriate/applicable, facilitate and participate in information sharing opportunities among Caritas Marsabit stakeholders.
    • Ensure utilization of appropriate reporting templates that facilitate the acquisition and aggregation of data.
    • Project monitoring to ensure that implementation of activities is being done in accordance with donor agreement and timelines.
    • Support project evaluation and learning i.e. surveys, baselines, evaluations, joint projects monitoring and reviews / lessons learning workshops/events.

    Academic and Professional Qualifications:

    • Bachelor’s degree in Applied statistics

    Relevant working experience / skills and competencies:

    • At least three (3) years exposure and experience in working with development fields such as health and nutrition programming.
    • Prior exposure and experience implementing formative research methodologies.
    • Proven monitoring and evaluation skills in randomized controlled trials
    • Proficient in the use of statistical software (STATA,SPSS or R),Tableau and Excel
    • Computer literacy i.e. proficient in MS Office, with strong skills in MS Excel, MS Access, MS word, Power point.
    • Excellent knowledge of statistics, survey and assessment methodologies and experience in combined qualitative and quantitative research methods.
    • Excellent research, writing, communication and analytical skills.
    • Strong organizational and time management skills and ability to deliver under tight timelines.

    M&E Officer -Project Design and Development (Communication)

    Job Summary

    Duties and Responsibilities:

    • Assist in Development and implementation of result-based monitoring, evaluation and reporting system **
    • Assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement
    • Identify and design performance questions, key indicators and targets for the project component
    • Assist in the development and /or review of project Work Plan and keep it updated in accordance with project activities and timeframes as relevant.
    • Assist in development and review of project monitoring tools, database, plans and project indictor tracking tables
    • Support project teams to review and reflect on project implementation processes to enhance learning and replication of best practices
    • Identification of research and M&E priorities and including these in project annual plans
    • Assist the Project teams to organize, facilitate different research / evaluation (performance evaluation, baseline, mid-term evaluation, final evaluation, etc. using both qualitative and quantitative methods;
    • Assist in identification and documentation of success stories, achievements, lessons learnt and document recommendations to be integrated into broader knowledge management efforts.

    • Assist in designing and regularly updates program MEAL guidelines and tools and ensures that project staff have access and utilization of project tools.
    • Assist to ensure the implementation of Standard Operating Procedures (SOP) and guidelines for data management and data quality assurance in line with Caritas and donor policies.
    • Assist to compile monthly, quarterly and annual data reports and develop ad-hoc reports project highlighting project/program outputs, case studies, stories highlighting areas for project improvement.

    Academic and Professional Qualifications:

    • Bachelor’s degree in Project Management, monitoring and evaluation, social sciences, and/or other relevant fields.

    Relevant working experience / skills and competencies:

    • Minimum of 3 years’ experience with a thorough experience of MEAL and project management cycle
    • Demonstrated track record in project proposal writing and impact reporting
    • Proven experience in designing tools and strategies for data collection, analysis and report writing
    • Outstanding skills in writing periodical project publications and development of case stories
    • Experience in designing or managing information management systems such as PowerBI and dashboards
    • Solid analytical skills and systemic thinking
    • Ability to use statistical software (ENA, SPSS and STATA and R)
    • Relevant experience in facilitating theory of change and sustainability indicators.

    NAWIRI Project Coordinator

    Duties and Responsibilities:

    • Ensure high quality project implementation, management, compliance with donor requirements, Caritas Marsabit policies and procedures through project review systems and quality control (M&E systems, budget review and analysis) and also promote documentation of program reviews, success stories and lessons learnt.
    • Planning, Coordinating and managing the NAWIRI project in line with Caritas Marsabit and NAWIRI project strategy, objectives and standards.
    • Participate and collaborate, learn, and adapt activities of the programme to ensure all NAWIRI interventions are working towards addressing persistent acute malnutrition.
    • Working closely with all consortium members, support in the implementation of IMAM SURGE + BFCI pilot at various levels – sub county, Health facility and community unit.
    • Prepare inception reports, concept papers, periodic progress reports and annual reports showing achievements against planned targets as well as providing justification for performance variances and areas of improvement.
    • Represent Caritas Marsabit in meetings at county levels, working groups, and other events as requested, to support forging relations with the GOK and other stakeholders, and the community.
    • Work with Finance Team on proper budget management, including, budget development, forecasting and procurement planning, as well as monthly financial reports reviewing
    • Actively participate in the development, review, dissemination and operationalisation of County level policies, legislation, strategies and other initiatives and developments by government and other stakeholders relating to nutrition, health, and/or food security issues.
    • Support development and review of Caritas Marsabit nutrition strategy and implementation plan including dissemination of nutrition advocacy messages for the NAWIRI project.
    • Support inter-sector collaboration, to ensure broad and evidence-based approaches to address malnutrition.
    • In collaboration with the Monitoring and Evaluation, ensure monitoring, evaluation and analysis are integrated into program implementation to promote adaptive management and a culture of constant program improvement.
    • Provide technical and administrative support to external consultants and research field teams for specific research activities. Collaborate with the NAWIRI Research team and external consultants to organize trainings for enumerators.
    • Contribute to transition plan moving from Phase 1 (Research and Collaboration) to Phase 2 (Activity Implementation) by ensuring research results are useful, accessible, and applicable for making activity design decisions
    • Participate in evaluation studies, operational research and other knowledge generation initiatives and documenting relevant learning for dissemination and for supporting organizational development
    • Support the design and implementation of relevant surveys, need assessments, data and information collection for on-going monitoring and learning
    • Manage performance of the unit staff including performance appraisal.

    Academic and Professional Qualifications:

    • BSc Nutrition and Dietetics, BSc Public health or equivalent from a recognized university.

    Relevant working experience / skills and competencies:

    • At least 5 years demonstrated experience in planning, implementation, monitoring and Evaluation of health and nutrition programmes with preference given to nutrition programming in arid and semi-arid land (ASAL) settings.
    • At least three (3) years’ experience in health and nutrition programme management in the delivery of High Impact Nutrition Interventions (HINI) and health services; with at least three (3) years’ experience in a supervisory or managerial role.
    • Experience in delivery of high-quality emergency nutrition programs
    • Strong communication skills: oral, written and presentation skills
    • Proven experience in social and behaviour change approaches
    • A good team player and culturally sensitive
    • Demonstrated proficiency in computer applications including data entry and analysis such as SPSS , ENA for SMART
    • Highly flexible and ability to cope with stressful situations
    • High integrity, ability to lead and develop a team with excellent conceptual, communication, interpersonal and advisory skills
    • Demonstrated problem solving skills, collaboration experience, creativity and willingness to innovate

    Project Officer- Livelihoods and Resilience

    Job Summary

    Assist and guide the implementation of livelihoods and resilience interventions in NAWIRI project and provide relevant information to facilitate ability to develop activity ideas, report and monitor progress.

    Duties and Responsibilities:

    • Responsible for the implementation of the all livelihoods and resilience activities with focus on building resilience and self-reliance
    • Support the scheduling and production of formal and informal reports on all aspects of the program in a timely and efficient manner; capturing the progress against approved work plans and budgets.
    • Assist in conducting community livelihoods and resilience needs assessment, program planning, implementation, monitoring and evaluation of livelihoods and resilience interventions.
    • Monitor and evaluate effectiveness and impact of activities and make recommendations for improvements.
    • Supporting Project Quality Assurance through organizing and supporting monitoring visits on livelihoods and resilience interventions in coordination with the relevant stakeholders.
    • Contextualize and use reporting guidelines to track and develop quality weekly updates, situational reports, monthly, quarterly, semi-annual, annual and end of projects reports, key lessons and success stories in accordance with NAWIRI and Caritas Marsabit requirements.
    • Facilitate regular Livelihoods and resilience review meetings with government, target communities and staff
    • Assist in documentation and dissemination of best practices/approaches/models on livelihood and resilience Interventions.
    • Advice the Project coordinator on necessary changes as observed on the ground in order to improve implementation of planned interventions.
    • Represent Caritas Marsabit at Sub-county level coordination and technical forums in areas of interest of livelihoods such as livestock production and natural resource management forums.
    • In collaboration with the M&E staff, ensure adherence to the project M&E framework.
    • Work closely with relevant authorities and communities to facilitate community education on Laws, Policies and Standards on livelihoods and resilience Service delivery and ensure all livelihoods and resilience interventions in the communities are in alignment with livelihoods and resilience in emergency Standards together with partners, conduct regular reflection and learning events
    • Conduct community mobilization and sensitization meetings with ward and community-level leaders to introduce NAWIRI and follow-up
    • Liaise with other project teams and staff to ensure that all NAWIRI interventions are well-coordinated and prioritized;
    • Monitor and evaluate effectiveness and impact of activities and make recommendations for improvements.

    Academic and Professional Qualifications:

    • Degree in Sociology, Agriculture, Community Development, Social Sciences or related field.

    Relevant working experience / skills and competencies:

    • Minimum of 3 years’ progressive experience in development or humanitarian programming including implementing livelihoods projects.
    • Demonstrated knowledge in natural resource management, making markets work for the poor and value chains development.
    • Demonstrable experience in designing and implementing projects focused on DRR, climate, drought resilience, preparedness, response and recovery.
    • Ability to conduct community needs assessments, program planning, implementation, monitoring and evaluation of resilience interventions and commitment to participatory approaches at all stages of the project cycle.
    • Understanding of partnership approach to development work and experience of working with local partners
    • Experience in reports writing especially for USAID funded projects.
    • Experience in community mobilization, needs assessment and report writing.
    • Proven proposal and reports writing skills.

    Project Officer- Agriculture and Livestock

    Job Summary

    The Project Officer Agriculture and livestock officer will support a variety of agriculture and livestock-related activities; including technical oversight to action research activities, turning research findings into the design of context-specific interventions, capacity strengthening of stakeholders and identifying opportunities for private sector partnership.

    Duties and Responsibilities:

    • Conduct community mobilization and sensitization meetings with ward and community-level leaders to introduce NAWIRI and follow-up
    • Provide technical support on implementation of all agriculture and livestock related activities at the county level.
    • Develop, lead, provide inputs for research and learning, monitor and evaluate the agriculture and livestock aspects of the NAWIRI project.
    • Lead implementation of relevant action research including coordination with target communities, support research staff with data collection, analysis and interpretation, and translation of findings into program interventions.
    • Coordinate and network with County departments responsible for agriculture, livestock, nutrition, trade and other NGOs.
    • Lead on all Agriculture and livestock related activities of the project and reports, providing capacity building for the county staff.
    • Coordinate with traditional leaders and community leadership to facilitate activity integration and targeting of research participants.
    • Coordinate with Markets and Alternative Livelihoods team members to identify private sector partners or opportunities for new enterprises that improve farmer access to input and output markets.
    • Take lead role on crop, livestock, poultry and milk market assessments.
    • Collaborate with NAWIRI health and nutrition staff to integrate messaging into crop and livestock production training curriculum.
    • Design and lead TOT training sessions to Community Mobilizers in collaboration with Government counterparts.
    • Liaise with other project teams and staff to ensure that all NAWIRI interventions are well-coordinated and prioritized.
    • Support NAWIRI project coordinator in review of work plans and to complete necessary reports.
    • Monitor and evaluate effectiveness and impact of activities and make recommendations for improvements.
    • Coordinate with public and private service providers (animal health, crop husbandry, etc) to reach NAWIRI participants.
    • Mobilize county, sub-county and ward level meetings with relevant stakeholders.
    • Facilitate planning meetings and workshops with government, NGO, private sector, and community partners to revise plans and promote partner acceptance/buy-in and customize implementation plans
    • In collaboration with the M&E staff, ensure there is adherence to the project M&E framework.

    Academic and Professional Qualifications:

    • Bachelor’s degree in Agronomy, crop science, Agro-ecology, Agricultural Economics, Agriculture Education & Extension, Livestock Production, Animal Science or Livestock Husbandry.

    Relevant working experience / skills and competencies:

    • Minimum 3 years experience in implementation of agriculture and livestock development activities.
    • Excellent technical knowledge of policy and practice in the field of livelihoods, crop and livestock production as well as other cross cutting issues.
    • Excellent understanding of system approach to ending persistent acute malnutrition.
    • Experience in community mobilization, proposal and reports writing
    • Computer and basic administrative and organizational skills is a plus.
    • Professional work experience at county or national levels in project management
    • Project management skills, strong mobilization and coordination skills
    • Excellent writing skills including the ability to compose, edit, analyze and reports
    • Ability to work with minimum supervision, and under pressure sometimes
