    Talent And HR Systems Manager

    JOB PURPOSE:

    • This individual will be responsible for leading the design and delivery of talent management strategies and processes, including recruitment, performance management, and learning and development, supported by effective use of HR systems and tools. They will ensure efficient, consistent, and data-informed HR service delivery by optimizing HR platforms, driving user adoption, and aligning talent practices with organizational goals.

    KEY ROLES AND RESPONSIBILITIES:

    • Provide strategic and technical leadership in the design, implementation, and continuous improvement of Talent Management strategies, policies, and procedures aligned to organizational goals.
    • Lead and oversee end-to-end recruitment and selection processes, including effective utilization of Applicant Tracking Systems (ATS), to ensure timely acquisition of high-quality talent.
    • Manage and continuously enhance onboarding and staff integration processes to promote a positive employee experience and alignment with organizational culture.
    • Oversee the implementation and continuous improvement of the Performance Management System (PMS), ensuring effectiveness, accountability, and alignment with organizational objectives.
    • Lead the planning, delivery, and evaluation of Learning and Development initiatives, including Training Needs Analysis, capacity building, and Continuous Professional Development (CPD).
    • Provide leadership, supervision, and capacity building to the Talent and HR Systems team to ensure efficient and high-quality service delivery.
    • Oversee the effective utilization, maintenance, and continuous improvement of HR systems and tools (including HRMIS and related platforms) to support talent management processes.
    • Act as the primary liaison between HR, IT, and system service providers to ensure optimal functionality, user support, and continuous enhancement of HR systems.
    • Promote adoption and effective use of HR systems by leading user training, support, and change management initiatives across the organization.
    • Support HR and organizational decision-making by generating and analysing HR reports, metrics, and insights related to talent management and workforce trends.
    • Oversee employee lifecycle processes, including leave and absence management and contract administration through HR systems, ensuring compliance with applicable laws and policies.
    • Identify, lead, and implement innovations and improvements in Talent Management and HR systems to enhance efficiency, employee experience, and alignment with emerging best practices.

    EDUCATIONAL QUALIFICATIONS AND CAREER EXPERIENCE:

    • A minimum of a Masters degree in Human Resources or any relevant field from a recognized university.
    • A minimum of 8 years of overall HR Generalist/ Specialist experience, 4 of which were at the Management level in Talent Management at a reputable organization.
    • Full CHRP-K/ SHRM/ CIPD certification
    •  IHRM Valid Membership
    • Demonstrated experience in the use of technology in HR Talent Management and service delivery.
    • Certificate in Leadership and or Management from a recognized institution.

    Senior Software Developer

    JOB PURPOSE:

    • The individual will design, develop and maintain reliable and scalable enterprise software systems that support research and operational needs, ensuring system performance, data integrity and continuity of service while providing technical guidance and mentorship within the development team.

    KEY ROLES AND RESPONSIBILITIES:

    Software Development & Systems Engineering (30% of time)

    • Design and develop enterprise applications across backend and frontend systems
    • Analyse existing systems and recommend improvements to enhance performance and maintainability.
    • Review code and technical specifications to maintain quality and development standards
    • Investigate and resolve complex application defects and system support requests.

    Business Process Automation (15% of time)

    • Identify manual and inefficient business processes suitable for digital automation.
    • Design and maintain automated workflows, approval processes and notification systems
    • Develop and maintain digital forms to replace paper-based and manual processes.
    • Support end-users in adopting automation solutions through training and ongoing assistance.

    Cloud Adoption & Systems Modernisation (12% of time)

    • Administer and optimise cloud-hosted applications to sustain performance and availability targets
    • Review server environments periodically to retire underused resources and manage infrastructure costs

    Applications Security, Risk & Compliance (10% of time)

    • Administer access control and privileged account management across organizational systems
    • Monitor systems for security vulnerabilities and ensure identified risks are remediated within agreed timeframes
    • Maintain the validity of digital security certificates across all web platforms
    • Enforce adherence to information security policies and data protection standards across all development activities

    Digital Platforms & Website Management (12% of time)

    • Maintain and improve organisational websites to meet performance and uptime standards.
    • Provide ongoing technical support for clinical data collection platforms and web properties.
    • Oversee domain configurations, hosting environments and platform analytics.
    • Collaborate with content owners to implement website improvements and keep platform documentation current.

    IT Projects, Support & Service Delivery (10% of time)

    • Contribute to the planning, development and delivery of IT projects within agreed timelines and standards
    • Evaluate proposed system changes for technical risk and compliance through Change Advisory Board participation
    • Research emerging technologies and recommend applicable innovations to improve service delivery
    • Monitor and support critical enterprise applications to maintain continuous and reliable service to users

    Documentation, Mentorship & Technical Advisory (6% of time)

    • Develop and maintain technical documentation including system architecture, procedures and user guides
    • Mentor junior technical staff on development standards, best practices and professional growth
    • Facilitate regular training sessions and knowledge-sharing workshops for IT staff and end-users
    • Advise management on development standards, technology decisions and process improvement opportunities

    Change, Incident & Database Management (5% of time)

    • Manage the logging, prioritisation and resolution of service requests within agreed SLA timeframes
    • Apply Change Control, Incident and Configuration Management processes across all operational activities
    • Administer organisational databases through performance monitoring, capacity planning and routine optimization
    • Produce regular performance reports and post-incident analyses to improve service stability over time

    Key Performance Indicators

    • Effectiveness of enterprise application development and enhancement (measured through system functionality, user feedback, and successful deployment of new features).
    • Quality of software code and system architecture (measured through code review outcomes, defect rates, and adherence to development standards).
    • Timeliness of incident resolution and support service delivery (measured through turnaround times, SLA adherence, and user satisfaction feedback).
    • Effectiveness of business process automation initiatives (measured through adoption rates, reduction in manual processes, and user efficiency improvements).
    • Reliability and performance of cloud-hosted systems and digital platforms (measured through system availability, performance monitoring reports, and incident frequency).
    • Effectiveness of application security and compliance management (measured through vulnerability resolution records, audit outcomes, and adherence to security policies)

    Job Dimensions:

    • Development servers, test environments, web servers, cloud infrastructure resources, personal computers, source code repositories, application databases, system configuration files, SSL certificates, IT SOPs and policy documentation, user access logs, REDCap clinical data, website content, analytics data, software licences, CMS platforms, Power Platform subscriptions, third-party integrations, and organisational SharePoint repositories.

    QUALIFICATIONS & EXPERIENCE

    • Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or a closely related discipline.
    • Programmer certification is desirable but not mandatory, including MCSD, ZEND PHP, Microsoft Power Platform certification, or Mobile Apps Development certification from an authorised testing body such as Pearson VUE or Prometric.
    • Membership to a relevant professional body is desirable, including Computer Society of Kenya or ISACA.
    • 5 years of progressive software development experience, with demonstrated proficiency in PHP or Microsoft .NET and related open-source technologies.

    Desired Additional Skills

    • Standard working hours, with frequent odd or long hours where required to support system availability, critical incidents, maintenance, cloud migration, security response, or service continuity requirements.

    Head Of Information Technology

    JOB PURPOSE:

    • The individual will provide strategic leadership and direction for the Programme’s information technology function, ensuring alignment with organizational objectives and delivery of efficient, secure and compliant IT operations.

    KEY ROLES AND RESPONSIBILITIES:

    IT Strategy, Policy and Governance (12% of time)

    • Develop and implement the IT strategic plan in line with the Programme's overall strategic goals and objectives
    • Develop, execute and maintain IT policies, standards and operating procedures across the Programme.
    • Assess the impact of relevant legislation and entrench compliance in the provision of IT services.
    • Lead the Programme's digital transformation agenda, including cloud adoption, automation and responsible use of AI
    • Identify and champion opportunities for innovation and foster the development of creative IT solutions for the Programme.

    Team Leadership and People Management (18% of time)

    • Guide and lead the IT team across the five functional areas (Service Delivery, Software, Development, Infrastructure, Project Management, Risk & Security).
    • Oversee individual performance of staff, set objectives and conduct performance reviews.

    IT Service Delivery and Operations Management (18% of time)

    IT Security and Cyber Risk Management (12% of time)

    • Ensure protection of data and systems through access management, monitoring, vulnerability management and incident response

    Business Continuity and Disaster Recovery (10% of time)

    • Develop and implement strategies that support IT Business Continuity planning in the Programme
    • Develop, maintain and manage testing of the disaster recovery plan for IT resources
    • Ensure resilience, backup and recovery arrangements for critical systems and data

    Budgeting & Financial Management (8% of time)

    • Develop budget proposals for the IT department and oversee implementation and monitoring of approved budgets
    • Make decisions on the procurement of departmental IT resources and manage related expenditure
    • Oversee management of IT vendors, contracts and service-level agreements, ensuring value for money and service performance
    • Lead supplier evaluation and contract negotiations for significant IT investments

    Reporting and Compliance (8% of time)

    • Prepare and submit regular, periodic and ad hoc technical and management reports as required
    • Report on IT performance, risks, projects and budgets to senior management and governance committees
    • Ensure ongoing compliance with relevant standards, regulations, audit requirements and internal controls

    • Effectiveness of IT strategy and governance (measured through alignment of IT initiatives with organizational priorities and compliance with established policies, standards and frameworks).

    Job Dimensions:

    • Manage & oversee the IT departmental budget.
    • Develop budget proposals and monitor approved CAPEX and OPEX; set and oversee delegated budgets held by the team; make salary negotiation decisions for the team; and drive cost optimization and value-for-money in IT investments.
    • The role is accountable for safeguarding and managing critical IT assets including data centre infrastructure, networks, end-user devices, software and licenses, enterprise systems and cloud environments, sensitive research and organizational data, access controls, IT policies and documentation, as well as vendor contracts, business continuity arrangements, and security tools and assurance records.
    • Lead a structured IT function comprising direct oversight of departmental managers and overall accountability for a multi-disciplinary team spanning service delivery, software development, infrastructure, project management, and risk and security functions.

    QUALIFICATIONS & EXPERIENCE

    • Master’s Degree in Information Technology, Computer Science or related field
    • Relevant certifications such as ITIL, PRINCE2/PMP, COBIT, CISM/CISSP
    • Membership to a recognized ICT professional body
    • Minimum 12 years’ relevant IT experience
    • At least 5 years at senior management level
    • Project management, IT governance, risk management, business continuity and disaster recovery planning
