    Secretary/CEO

    Duties and Responsibilities:

    The secretary to the board is the link between board members and the secretariat and is accountable to the board members for:-

    • Preparing and circulating agenda and minutes of the Board meetings
    • Developing annual work plan for the board with the guidance of the chairperson

    Director Water, Environment and Natural Resources

    JG “R”

    Duties and responsibilities:-

    • Organization , direction , control and coordination of the functions of the Department ;
    • Interpretation and application of water resource management laws and other related statutes in line with the county goals and objectives;
    • Assist in the development of appropriate County water policies legal and institutional framework for the implementation of mandate of the Ministry;
    • Assist in providing technical and management guidance in all aspects of water resources management;
    • Provide technical guidance in performing design work and scientific calculation on water projects and programmes;

    Requirement for appointment:-

    1. A Bachelor of Science degree from recognized university in any the following discipline: water and irrigation, water engineering, civil engineering, agricultural engineering, water and soil engineering or related field;
    2. Have relevant knowledge, experience and a distinguished career in water resource management of not less than seven (7), three (3) years of which should be at a senior managerial position in the public service or equivalent in the private sector;
    3. Have relevant knowledge, experiences and a distinguished career of not less than ten (10) years;
    4. Should be registered with relevant body;
    5. Shown merit and ability as reflected in work performance and results;
    6. Attended a management course lasting not less than four (4) weeks from a recognized institution;

    Assistant Director Water

     JG “P” (1 POST)

    Duties and Responsibilities: This Officer will report to Director, Water Services. Specific duties will entail: –

    • Develop and implement policies, goals and objectives;
    • Prepare and monitor budgets and work plans for the section;
    • Supervise the development of water infrastructure development and resource mobilization plans;
    • Implement Departmental performance management systems;
    • Manage portfolio of Projects through project teams/resources and ensuring optimal client/stakeholder relationship;

    Requirements for Appointment For appointment to this grade, an officer must:

    • Be a Kenyan citizen;
    • Have served in the grade of Principal superintendent, (Water and Sewerage) Job Group CPSB 06 (‘N’) for a minimum period of three (3) years;
    • Have a Masters’ degree in in Civil Engineering, Water Resources, Hydrology or its equivalent qualification from a university recognized in Kenya;
    • Have a Bachelor’s degree in in Civil Engineering, Water Resources, Hydrology or its equivalent qualification from a university recognized in Kenya;
    • Have a senior management course lasting not less than four (4) weeks from a recognized institution;

    Assistant Director Environment and Natural Resources

    JG “P”

    Duties and Responsibilities

    1. Assist the Director in implementation of programmes, projects and activities in the Department;
    2. Assist in the enforcement of relevant rules, laws and regulations and monitoring the resilience and health of the environment;
    3. Promote environment, natural resources and agroforestry activities in the county;
    4. Collect, analyze and report data and information on environment and natural resources activities;

    Principal Foresters Officers

    JG“N”

    Duties and Responsibilities

    1. An officer at this level will be deployed in a County as the head or in a division at the headquarters. At the County, the officer will be responsible for:
    2. coordination and management of the forest estates;
    3. coordinating, monitoring and implementation of forest projects and programmes;
    4. prescription of silvicultural operations;
    5. overseeing rehabilitation of degraded sites, plantation development, forest protection, biodiversity conservation and tree resource assessment;
    6. launching of tree planting season;
    7. coordinating urban forestry and roadside tree planting; monitoring utilization trend of tree resources;
    8. initiating and documenting the Gazettment of additional forests;
    9. promoting partnership with stakeholders in forest management;
    10. liason with relevant departments on matters relating to procurement, finance and human resource management.
    11. The officer will also be the secretary to the County forest licensing and Review Committee.
    12. At the headquarters, the officer will be deployed in a division as a subject matter Specialist to assist in any of the following areas: policy administration; planning of forestry extension programmed; plantation management; natural forests conservation and natural protection.     For appointment to this grade, and officer must have:-

    1. Serve in the grade of Chief forester or in a comparable and relevant position in the Public Service for a minimum period of three (3) years;
    2. Attended a management Course lasting not less than four (4) weeks from a recognized Institution;
    3. A thorough knowledge of forest management and conservation; and
    4. Shown merit and ability as reflected in work performance and results.

    Mining Officer

    JG “K”

    Duties and Responsibilities

    1. Develop, implement and maintain strategies to deliver profitable mining and geology services within the county;
    2. Promote innovation and the use of leading edge technology in the mining and geological prospects undertaken by the miners;
    3. Ensure that the mine and its related surface and underground operations remain safe and efficient;
    4. Provide technical knowledge and management skills at all stages of mining, and to assess the impact these structures have on their surrounding environment;
    5. Assist miners develop new technology for extraction of materials from nature and processing them for additional value;
    6. Ensure proper operation in mines;
    7. Plan, operate, manage the extraction of valuable rocks/mineral and reclaim mines and mining facilities for both surface and underground mineral deposits to provide raw materials and energy resources needed to sustain modern civilization, at a maximum efficiency, least cost and under the safest condition and environmentally conscientious manner.
    8. Assist miners know what the mine is going to be like in short-mid and long term, and of course, look for new ways to optimize processes using engineering
    9. Develop strategies, business plans/budgets and business development to establish and grow the mining and geology sub sector into a profitable and successful business with a diverse capability profile, a depth of skills and professional personnel and an enduring level of client and partner/associate loyalty that fits in with the County’s overall strategy;
    10. Create technical solutions for mine design, scheduling, costing and tracking problems. Typically working on a particular time or scale setting i.e. day to day schedule vs life of mine or the next blast vs. the whole mine design;
    11. Ensure that miners extract minerals of interest from the ground following Mining regulations, optimizing economics and dealing with social and environmental implications.

    Requirements for Appointment

    1. Be a Kenyan citizen;
    2. Be in possession of Bachelor of Applied Science, Mining Engineering, Civil Engineering from a University recognized in Kenya,
    3. Minimum 2 years combined experience in mining production and engineering with knowledge of metallurgical processes of which one year of experience at a supervisory level;
    4. Previous experience in a head office environment including evaluation of mineral properties, and financial, taxation is an asset,
    5. Proven track record of leading and managing teams;
    6. Ability to think strategically;
    7. Highly developed interpersonal skills’

    10. A strong network of mining industry contacts in Kenya;

    Water Technologist

     JG “H”

    Duties and Responsibilities

    • Supervising rehabilitation of dams/pans and construction of sand dams and rock catchments.
    • Ensuring materials delivered to sites are kept in safe custody and properly utilize
    • Ensuring the safety of skilled and unskilled labour during construction phase
    • Supervising the pump mechanic during repairs and installation of pumps
    • Keeping proper records of rehabilitated and constructed works
    • Preparation of bill of quantities and simple designs of water facilities
    • Reporting to the Engineer on weekly basis on progress of works
    • Pumping tests for the developed wells and recommending appropriate pumps to be installed
    • Community mobilization during implementation of project
    • Ensuring that environmental aspect of project sites are well incorporated during construction and post construction phase.

    Requirements for Appointment:

    • Diploma in water supply/Engineering, Certificate in participatory methodologies.
    • At least 2 years work experience in the water and sanitation sector in rural areas of Uganda or Kenya;
    • Work experience with pastoral communities;
    • Knowledge of participatory approaches, especially PHAST;
    • Excellent communication skills
    •  Being a strong team player and adept at creating a strong team spirit
    • Proven ability to work creatively and independently in the field;
    • Ability to work with culturally diverse groups of people;

    Water Engineers

    JG “K”

    Duties and responsibilities

    1. General coordination of all water activities/projects at the sub-county
    2. Producing designs, both initial outlines and full plans, of sewerage, water treatment and water structures such as pump systems and pipe networks
    3. Managing and maintaining water and sewerage infrastructure operations
    4. Presenting project details and technical information to the Chief officer
    5. Writing reports
    6. Preparation of project proposals
    7. Liaison with staff from other departments working at the sub county

    14. Using a variety of specialist computer applications/simulation software to design projects
    15. Coordinate with the Chief Officer to ensure that projects keep to budgets and timescales
    16. Maintaining an awareness of current environmental issues
    17. Streamlining the water agenda with the community and other interested parties
    18. Perform any other duties as may be assigned by the immediate supervisor

    Requirements for Appointment

    1. Be a Kenyan citizen
    2. Bsc Civil Engineering/Bachelor of Engineering (Water) or Equivalent
    3. A postgraduate qualification in the engineering field for graduates without relevant first degrees
    4. Registration with relevant bodies
    5. At least 1 years’ experience in related fields
    6. A training in various engineering design soft wares will be an added advantage
    7. Management skills
    8. Ability to learn/use of survey equipment such as GPS, Theodolite, Total Station/Real time kinematic
    9. Ability to demonstrate a genuine knowledge and interest of the water industry and environmental issue
    10. Certificate in Computer application skills from a recognized institution
