    Crew Boat Captain

    Description of Job Tasks and Responsibilities:

    • Performs the duties of a Crew boat Captain engaged in crew boat operations, boat maintenance and boat services on all navigable water of Diego Garcia, including but not limited to:
      • Crew boat operations for regular and special launches to transport passengers from/to ships/ship to ship and ship to shore in the lagoon.
      • Crew boat operations for medical evacuation (MEDEVAC) of personnel from ships in the lagoon.
      • Crew boat operations for repatriation of ship’s personnel.
      • Crew boat operations for Search and Rescue in the lagoon.
      • Emergency requirements and other boat service assistance required in the lagoon.
      • Fueling operation in Small Boat Basin (SBB), removal of bilge oily water and cleanliness of crew boats.
      • Fueling operation in Small Boat Basin (SBB), removal of bilge oily water and cleanliness of crew boats.
      • Dock and sea trials of crew boats after repair/maintenance, ensuring boats are safe, operational and seaworthy
    • Responsible for the safe operation of crew boats and safety of passenger(s) from point of embarkation and disembarkation.
    • Trains crew boat personnel and implements all applicable requirements for crew boat operations, conducts On-The-Job-Trainings (OJT) and approves/submits candidates for Personnel Qualification
    • Standard (PQS) or for qualification test of Harbor Pilot via Senior Crew boat Captain.
    • Identifies material requirements to accomplish maintenance/operational tasks. Coordinates with Senior Crew boat Captain for the required materials/supplies procurement of Annex-06 Supply.
    • Responsible for daily pre-operational check of assigned crew boat, lifesaving equipment, firefighting equipment and first aid kits. Responsible for seaworthiness and fueling of the assigned crew boat and all work areas clean and in good housekeeping.
    • Performs other duties as required to support contract requirements of A-06.
    • Must speak, read, and understand the English language, both orally and in writing.
    • Knowledgeable in use of VHF marine band radio (handheld or base type) and possesses basic radio communication skills.
    • Must at least have basic knowledge in electricity and electrical hazards.
    • Must pass overseas medical screening and be in good health.
    • Willing to work on swing and graveyard shift rotation, as scheduled by the PCT Supervisor.

    Basic Job Qualifications: (Knowledge, Skills, and Abilities (KSAs)

    • Shall have completed 40-hour classroom training (Boating Safety, Navigational Rules, Survival Craft and Basic Seamanship, including oil spill response training) and 150-hour of documented practical operating instruction on crew boat operations.
    • Working knowledge of Navigational Skills and familiar with waterways of Diego Garcia.
    • U.S. NSF-DG Port Operations Officer and U.S. Navy Contracting Officer approval to operate passenger carrying vessels.
    • Shall be trained and mission oriented.
    • Must speak, read, and understand the English language, both orally and in writing.
    • Must pass overseas medical screening and be in good health.

    Job Specifications: Special Certifications or Training

    • Satisfactory completion of 150-hour OJT on crew boat practical operating instruction.
    • Qualification/Certification in Crew boat Personnel Qualification Standard (PQS) of Harbor Pilot.
    • U.S. NSF-DG Port Operations Officer and U.S. Navy Contracting Officer approval certification as Crew boat Captain.
    • First Aid/CPR Certificate and 2nd Class Swimming qualification certificate.
    • NSF-DG Facility Response Training.

    Education:

    • High School graduate and vocational or apprenticeship course in Naval Port Operation facility or equivalent training course in small boat handling and operations.
    • Degree in Marine Transportation is preferred but not necessary.

    Experience:

    • Minimum of five (5) year in the operation and navigation of 16-meter passenger carrying vessels.

    Crew Boat Deckhand

    Description of Job Task and Responsibilities:

    • Handles and secures mooring and towing lines during berthing/unberthing of craft.
    • Provides assistance to passengers in boarding and disembarking from ship’s gangways and ensures that the boat captain is informed/advised of any situation/incidents accordingly.
    • Provides medical first aid assistance and renders CPR to passengers experiencing health or physical difficulties/injuries until the rescue or assistance arrives.
    • Performs assigned scheduled (PMS) maintenance requirements on boat and onboard equipment, IAW Navy’s 3-M System.
    • Participates in dock and sea trials of crew boats after repair/maintenance, ensuring boats are safe, operational and seaworthiness.
    • Participates in oil spill containment and recovery, and line handling services during mooring/unmooring of ships, to and from piers, as required.
    • Maintains awareness to all safety requirements and keeps the boat and all boat compartments/cabin/bilges clean, including work areas in good housekeeping at all times.
    • In the event the boat captain is physically incapacitated to perform his duties, incumbent operates the radio communication system and maintains constant communication to Port Control Tower reporting and receiving information/instructions, handles the boat safely and in seaworthy manner until the rescue or assistance arrives.
    • Performs other duties as required to support contract requirements of A-06.

    Basic Job Qualifications: (Knowledge, Skills, and Abilities (KSAs)

    • Must speak, read and understand the English language both orally and in writing.
    • Must complete the On-the-job Training (OJT) for Crew boat Deckhands, including oil spill training.
    • Must have knowledge in Boat Handling and Seamanship Skill, basic radio communications and use of firefighting equipment.
    • Must have knowledge in Medical First Aid and Cardiopulmonary Resuscitation (CPR).
    • Must pass the overseas medical screening and be in good health.
    • Must pass 2nd Class Swimmer qualification level

    Job Specifications: Special Certifications or Training

    • Boat Handling and Seamanship Skill Training.
    • On-the-Job Training for Crew boat Deckhands.
    • First Aid/CPR certificate.

    Education:

    • High School graduate or its equivalent.
    • Attending formal education in maritime studies or equivalent training is preferred but not necessary.

    Air Traffic Control Technicians (ATC Technicians)

    Description of Job Tasks and Responsibilities:

    • Maintain, repair, and certify ground electronics systems to ensure ATC systems and communications equipment are fully functional and operational to support the air operations mission.
    • Implement a PM program for ground electronics systems and equipment to ensure ATC systems are fully functional and operational to support the air operations mission.
    • Perform PM for ATC communications equipment, and ATC Ancillary to ensure systems are fully functional and operational.
    • Typical duties include complex field-level repairs and modifications to ground electronics systems, supervision of a maintenance section or shop, coordination of equipment evacuation for repair with other maintenance activities, requisitioning of parts, and monitoring maintenance reports.
    • Provides technical assistance during the employment and installation of data/radio communication systems.
    • Evaluates electronic components related to the production process or the quality of final product parts and determines when there is a need for changes to the process.
    • Decipher complex plans, drawings, diagrams, blueprints, and instructions to complete installation or practice troubleshooting of electronics systems, parts, or wiring networks.
    • Records information and results about product or electronic performance by detailing testing methods, documenting possible issues, and listing part specifications.
    • Maintains all equipment and components by performing scheduled maintenance tasks, ensuring calibration of equipment, and scheduling replacement when needed.
    • Observes and follows all safety rules and procedures, including wearing required personal protective equipment.
    • Performs other duties as assigned.

    Basic Job Qualifications: (Knowledge, Skills, and Abilities (KSAs)

    • Shall meet the qualified technician requirements of OPNAVINST3721.5 and the Shore ATC Systems
    • Maintenance Policy to perform a ground inspection of ATC systems.
    • Excellent understanding of solar power supplies, Low Volt systems (UPS, batteries, charging systems, etc.)
    • Excellent understanding of communication systems such as VHF radio, DGPS, AIS, Radar, VTS, Monitoring Systems, etc.
    • Must possess administrative, organizational, and computer skills to include proficiency with Microsoft Office suite including (MS Word, PowerPoint, Excel, and Outlook).
    • Must have good oral and written communication skills which enable to effectively liaise with clients, other departments within the organization, subcontractors, and clients, and report directly to the Senior Management.
    • Must pass overseas medical screening and be in good health.
    • Must have a valid and be able to obtain driver’s license with the following codes at least (2, 3 or B1, B2, or D)
    • Preferably have completed Airfield Vehicle Operator Course (AVOC) Training and receive a license to operate vehicles on the airfield provided by the Government.

    Education:

      Associate or bachelor’s degree in Electronics and Communications Engineering and/or Technology, based on a 2-year or 4-year course of study from an accredited College or University or equivalent institution is preferable.

    Experience:

    • Must have at least three (3) years of experience in electrical and ground electronics communication equipment installation, maintenance, and repairs.

    Sheet Metal Foreman

    Sheet metal foreman supervise and coordinate activities of the craft personnel engaged in the fabrication, installation, and repair of sheet metal products, systems, and structures.

    Description of Job Tasks and Responsibilities:

    • Assists the Superintendent by providing input to identify key success factors for the Sheet Metal crew.
    • Provides leadership to cause the creation of organizational structure and processes required to fully execute the requirements of services and is responsible for the execution of Sheet Metal services, quality, subcontractor performance, and construction cost.
    • Evaluates Sheet Metal service execution for compliance to contract, design data, schedule, cost budgets, and quality, advising the project team of status, issues, impacts, risk, and cost influence factors on the to-go scope.
    • Maintains the short-range look ahead plans and discusses all deviations with the Foreman.
    • Reviews and monitors cost and man-hour budget for installation process develops an equipment and tool requirement plan and reviews it with the Superintendent.
    • Select the gauge and type of sheet metal based on products being fabricated or installed.
    • Supervises and coordinates activities of craft workers.
    • Interprets specifications, blueprints, and work orders.
    • Interprets company policies for workers and enforces safety regulations.
    • Establishes and adjusts work schedules based on equipment, materials, and capabilities of personnel.
    • Analyzes and resolves work problems.
    • Coordinates project activities with other trades.
    • Coordinates with Shop Supply and Material Expediting personnel to ensure adequate repair parts and supplies are available to support maintenance requirements.

    • NITA Artisan Sheet Metal certification is a plus or
    • NSQF-approved training for Sheet Metal Worker trade under ATS: Level 6 is a plus

    • Must have at least a High School diploma, Technical or Vocational course Graduate is required.

    Experience:

    • Must have at least five (5) years of experience in various types of sheet-metal work, metal fabrication, and installation with at least 3 years of experience as Lead Man or Foreman.

    Description of Job Task and Responsibilities:

    • Plans work activities based upon instructions received from the Sheet Metal Foreman.
    • Fabricates installs and maintains in good repair the sheet-metal equipment and fixtures (such as machine guards, shelves, lockers, tanks, ventilators, chutes, ducts, and metal roofing) of a building.
