    Consultancy Services to Develop Project Information Management System for Data Collection and Reporting

    Purpose of the assessment

    ChildFund is seeking to engage the services of a reputable and experienced consultancy firm or individual to develop and implement a secure web and mobile based data collection, analysis and reporting system. The system should be a digital platform(s) that can be accessed both online and offline, and usable by primary data collectors with low levels of education for routine data collection. The system should be easy to use project staff in the entry, analysis, tracking and reporting during project implementation thereby improving data quality. The proposed system will promote good governance, transparency, and accountability with a specific focus on strengthening integrity of the data collected. Data analysis and visualisation will improve the quality of feedback to management and aid in improving the decision-making process. This project seeks to improve the data collection, data analysis and reporting processes for ChildFund through the implementation of a fully integrated digital data collection and reporting system

    Specific Objectives

    • To ease the process of collecting primary data in the field while ensuring accuracy and completeness
    • To provide a means and ease of consolidating the collected data from the field, analysis and reporting of data.
    • To ease the process of validating and verifying the data collected from the field
    • To enhance tracking of beneficiaries by helping eliminate double or triple reporting of project clients/beneficiaries being reached by various project activities in the various implementation platforms
    • To give users at all levels of management an integrated, secure and consistent data source from which they can derive business intelligence for reporting and decision support.
    • To provide am easy to use dashboard of indicators for high-level decision-making processes.
    • To provide training tailored to meet the specific needs of end users.

    Scope of Work

    • Develop the interlinked modules for specific target beneficiaries planned and reached by different activities to improve evidence-based reporting meeting the donor requirements.
    • Train and transfer the required knowledge and skills to Develop and set up an automated fully-fledged cost-effective MIS system with capabilities to export and import data to support the monitoring of program performance.
    • Develop offline and online systems where data will be entered on the offline system and then synchronized to the online system after uploading.
    • Provide technical support/training to MEAL and program staff on the use and maintenance of the system once it has been set up.
    • MEAL staff to run and troubleshoot the system using the advanced MIS system to allow them to make further improvements or changes to the system for implementation and sustainability purposes. The MIS system should be able to pick services provided to the beneficiaries as on the data capture tools for different interventions.
    • Carry out corrective and adaptive maintenance to improve the database when necessary.

    Qualifications of Consultant (s) 

    For carrying out this consultancy, a consultant/firm, with expertise in the implementation of child development programs information systems is required.

    • The suitable candidate for this assignment or the lead consultant of the consulting firm should have at least;
    • Possess a Bachelor’s Degree in Management Information Systems, Computer science, Information Technology or any other related discipline.
    • Must have worked or participated in the management information system architecture design in at least two different projects with certificates of good performance from his/her past clients.
    • Proven ability to adjust the database as required by the MEAL department within 6 months after the deployment.

    Consultancy to Conduct Mapping and Organisational Capacity Assessment of Existing and New Implementing Partners on Early Childhood Development

     Purpose of the Assessment

    This assignment is purposed to actualise and achieve the second objective of the project to “assess the potential local implementing organizations and co-develop implementation plans”, ChildFund is thus seeking to engage the services of a reputable and experienced consultancy firm or individual to conduct organisation capacity assessments for 2 existing and 4 potential new implementing partners’ ability to implement ECD and Nurturing Care interventions. This will be done in consultation with the four proposed county governments.

    Specific Objectives

    • To identify new potential partners in the target counties through county-level engagements for the possible potential of implementing nurturing Care Interventions for an Organizational Capacity Assessment process.
    • To map out and list possible partners in target counties in terms of their location, coverage, scope and interventions

    Scope of Work

    The organisational capacity assessment will be undertaken in the 4 proposed counties of Kisumu, Busia, Homa Bay and Nyamira and cover the following domains.

    • Governance: Areas include vision, mission, and values; organizational structure; composition of the board and responsibilities; succession planning and legal status
    • Organizational Management: Areas include strategic planning; operational plan; resource mobilization; communication strategy; knowledge management; stakeholder involvement; internal communication; change management and decision making
    • Program Management: Areas include donor compliance; sub-grant management; technical reporting; community involvement; referral mechanism; experience in implementing interventions any component of nurturing care for ECD (Good health, adequate nutrition, responsive caregiving, safety and security and opportunities for early learning) and advocacy.
    • Administration: Areas include operational policies, procedures and systems; travel policies and procedures; procurement; fixed assets control; and information systems
    • Human Resources: Areas include recruitment; staffing and staffing levels; job descriptions and staff supervision; volunteers and interns; human resource policies and procedures; and salaries and benefits.
    • Financial Management: Areas include financial systems; financial policies and procedures; internal controls; financial documentation and reporting; financial planning and sustainability; budgeting; audits and cost share
    • Project Performance Management: Areas include field oversight activities; standards; quality assurance; supervision; monitoring and evaluation.

    Outputs and Deliverables

    • Develop the Organizational Capacity Assessment (OCA) tools focusing on the domains, objectives and sub-objectives listed above.
    • Administer the OCA assessment tools to the potential partners including the Lake Region Development Program, Western Children’s Community Program, Board of Directors and the Secretariat
    • Conduct field visits and physical verification of the feedback in the offices of the partners
    • Conduct consultations with relevant county and sub-county government departments in the proposed counties
    • Conduct an initial data consolidation from the findings and develop an organizational capacity plan
    • Provide leading facilitation of the development of organizational capacity strengthening and building plans for the priority areas
    • Compile and finalize an assessment report and share it with ChildFund

    Qualifications of Consultant (s)

    Consultants/ research institutions and individuals interested in conducting this consultancy should have the following qualifications:

    • Knowledge, experience and expertise of civil society organization (CSO) undertaking the organizational capacity assessment.
    • At least a Masters/PhD degree in a relevant discipline i.e., Social Sciences, Development Studies, Management, Organizational Development or related field
    • Proven experience in organizational capacity assessment and reviews in Kenya.
    • Experience in research and data collection
    • Knowledge of Early Childhood Development with a focus on components of nurturing care namely good health, adequate nutrition, child protection for IYC, responsive caregiving and opportunities for early learning.
    • Fluency in spoken and written English and Swahili. Knowledge of Dholuo, Abaluhya, Abagusii and Abakuria languages is an added advantage.
    • Excellent communication skills.
    • Experience in leading and facilitating participatory processes.
    • Ability to manage multiple, complex tasks being undertaken concurrently.
    • Ability and capacity to conduct virtual meetings and interviews
    • Experience in conducting key informant interviews and focus group discussions.
    • Ability to analyse, interpret and synthesize information from several sources.

    Consultancy for Baseline Survey for Safe Community Linkages for Internet Child Safety (Safe CLICS) Project

    MANAGEMENT AND COORDINATION OF THE ASSIGNMENT

    The consultant will report to the Monitoring, Evaluation and Learning Manager. The day-to-day management of the consultants is the responsibility of the MEL Officer in consultation with the Project Coordinator.

    ChildFund Kenya will support the following: • Hold an inception meeting with the consultant to provide project background information and documents, review the research work plan and documentation shared by the consultant. • Provide day-to-day coordination of activities as the need arises, • Reviewing and providing feedback on the data collection tools • Identification and mobilization of the interviewees • Support meeting arrangements with the beneficiaries and stakeholders • Reviewing reports shared and providing the consultant with timely feedback • Facilitating a report validation meeting. • Being the link between the consultant, stakeholders and project implementation sites • Approving the final baseline report • Pay the agreed costs for the assignments and as per the deliverables completed.

    Skills and Qualifications of the Consultant

    • A post-graduate degree in Behavioral/Social Sciences, Development Studies, Community Development, Project Planning and Management, Child Protection, social sciences, and other related studies.
    • Minimum of ten years of experience in conducting project studies: action research, participatory monitoring and evaluation of development programmes, process evaluation etc.
    • Experience conducting studies on Online Child Sexual Exploitation and Abuse (OCSEA) is highly desirable.
    • Experience in working with marginalized communities including youth, women and persons with disabilities in Nairobi, Mombasa, Kilifi or working across multiple counties.
    • Fluent in English and Kiswahili.
