Description of Duties

• Support effective implementation of the project through efficient and timely execution of technical tasks in accordance with the policies and procedures of the ILO, the strategies of the project and the schedule of activities and ensure that gender is mainstreamed in project implementation.
• Foster, sustain and facilitate cooperation with ILO constituents (i.e. workers’ organizations, employers’ organizations, and the government), UN agencies, and other key stakeholders to ensure the smooth and timely delivery of project activities and its coherence with other development projects/programmes in the country.  
• Support project monitoring through an RBM framework and regularly deliver updates on project activities’ progress and results to the regional M&E Officer.
• Review, verify and analyse workplans, progress reports and data provided by implementing partners and ensure quality vis-à-vis the projects M&E framework. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
• Provide support to the organization of project evaluations, including ensuring that all project documentation is correctly storage and available and coordinating timely reviews and comments as per agreed deadlines.
• Support organization of training programmes, seminars, workshops, and meetings, and represent the project as delegated, including by delivering training.
• Organize and conduct technical field missions, guide, and advise national and international staff and consultants, and ensure the proper and effective use of project resources.
• Assist in coordination, monitoring, and reporting of project activities carried out by consultants, ensuring that the deliverable meet ILO standard procedures and follow ILO methodologies.
• Support development and dissemination of project communications items by drafting materials, publications and press releases and by ensuring effective communication with project stakeholders. 
• Prepare budget estimates and expenditure forecasts by analysing and monitoring the situation of resources as compared to planned activities and by making recommendations for remedial action.
• Perform any other duties as assigned by the supervisor.

Required qualifications

Education

• First level university degree in law, economics, social sciences, development studies or a closely related field.

Experience

• At least two years of experience in the implementation of child labour interventions, or interventions to address closely related issues is required. Experience in the administration of partnership agreements is desirable.
• Experience working with cooperatives, trusts, associations, government authorities and/or trade unions, especially in the context of child labour, working conditions and/or rural livelihoods, is desirable.

Languages

• Excellent command of spoken and written English. Knowledge of another language of spoken in the country of assignment will be considered an asset.

Competencies

• Sound knowledge of programme and budget, project formulation, management, administration and monitoring and evaluation methodologies.
• Proven ability to establish and maintain effective relationships and negotiate effectively with government officials, representatives of civil society, representatives of workers’ and employers’ organizations, and academia.
• Capacity and interest to work in international, multicultural teams.
• Excellent time management abilities, teamwork, and organizational skills.

Description of Duties

• Lead the timely implementation, monitoring and evaluation of the Kenya component of the Project through management functions, including provision of technical and administrative supervision to the Project team in line with the ILO policy, rules and regulations and according to the final project document and work plan.
• Collaborate effectively with Human Resources, participate in the recruitment process as required and provide effective performance management for national project staff under their supervision.
• Under the supervision of the CTA,  develop and present for approval  of sub-contracts by the Director of the Office, monitor the performance of sub-contractors and ensure timely implementation of sub-contracts.
• Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
• Provide or ensure access to legal and policy advice to the government and the social partners on issues related to the effective implementation of the fundamental principles and rights at work, with a particular emphasis on child labour.
• Organize training programmes and awareness raising activities to improve understanding on fundamental principles and rights at work and child labour in particular. 
• Ensure the delivery of quality technical inputs, including qualitative and quantitative research in line with ILO core conventions on fundamental rights at work.
• Maintain close cooperation and coordination with government, employers' and workers' organizations in the planning and implementation of activities under the project.
• Promote and support Alliance 8.7 initiatives at country level. 
• Establish and develop knowledge management system covering technical activities under the project including other economic and social issues of relevance to the project and proactively share knowledge on the subject of child labour, particularly in Kenya.
• Represent the Project in various fora, under the guidance of the ILO Director and the CTA.
• Develop and maintain strong links with ILO specialists within the ILO Decent Work Team in Dakar, other colleagues in the Regional Office and HQ on specific technical areas requiring comprehensive and collaborative interventions.
• Periodically report, monitor and facilitate the evaluation of all project’s components according to the project’s document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.
• Ensure high-level communications to increase Project’s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team through the Office Director, and other key stakeholders to ensure effective coordination with relevant national strategies and related technical projects. Under direct guidance of the ILO Country Office in Abuja maintain relations with mass media and concerned media groups in order to increase the impact of the project in society as a whole.
•  Supervise the work of project staff involved in the implementation of the project.
• Develop and implementa collaborative initiatives with other related projects in the country.
• Perform other related duties as assigned by the CO Director and the Chief Technical Advisor.

Required qualifications

Education

• First level university degree in economics, social sciences, or related field and strong knowledge on development issues particularly in Kenya. 

Experience

Experience -

• At least three years of experience in project management, supervision, administration and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor). 
• Work experience in the field of labor law and/or human rights or a relevant field at national level.

Languages

• Excellent command of English

• Proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents and NGOs, including negotiation skill with governments, social partners, industry associations, and mobilizing the support of international donor agencies
• Experience in working on child labour issues in a sector-specific setting such as agriculture or garment processing, as well as in value chain issues.
• Knowledge of area based monitoring and referral systems, migration, labour law enforcement, education and social protection of children, 
• Good knowledge about social, economic development, including labor and employment, trends in  the country
• Ability to maintain good working relationships with all project stakeholders and ability to maintain systems within project operations.
• Demonstrated ability to manage technical co-operation projects of international organizations.
• Ability to understand and effectively work with Government, workers and employers organizations, non-government organizations and UN agencies.
• Ability to conduct action oriented research and write analytical technical report in English.
• Ability to conduct policy discussion and high-level political processes.
• Good communication skills, both written and verbal, to successfully advocate for and mobilize action to promote freedom of association and right to collective bargaining principles.

Description of Duties

• Drive office vehicles for official purposes.
• Meet official personnel at the airport and facilitate immigration and customs formalities.
• Collect and deliver mail, pouch, documents and other items.
• Responsible for the day-to-day maintenance of the assigned vehicle, check oil, water, battery, brakes, tires, etc., performing minor repairs and arranging for other repairs, and ensuring that the vehicle is kept clean.
• Keep records of use of vehicle, daily mileage, gas consumption, oil changes, greasing and other     services.
• Ensure that the steps required by rules and regulations are taken in case of involvement in accident.
• Perform miscellaneous office support functions such as messenger   services and making photocopies.
• Provide inter-office collection and delivery of mail, correspondence, files, documents and other material.
• Collect and deliver mail from the Post Office, pouch from the airport, documents and other items as and when required.
• Pack material received for dispatch, affix labels, insert material in envelopes and stamp outgoing mail.
• Provide logistical support with project workshops, seminars or training when required.
• Perform other related duties as required.

Required qualifications

Education

Primary education, valid driver’s licence, knowledge of driving rules and regulations and skills in minor vehicle repairs.

Experience

• Experience – Two years’ work experience as a driver, plus safe driving record.

Languages

• Languages – Good knowledge of the local language and knowledge of English.

Competencies

• Valid driver’s licence.
• Proven ability to keep accurate records of the use of vehicle.  
• Proven ability to drive safely in local traffic conditions.
