    Consultant – World Health Data Hub Roadmap

    Purpose of consultancy

    To provide technical expertise in the execution of the World Health Data Hub (WHDH) roadmap, to ensure:

    • Facilitation of the information, publications and events related to the WHDH program through the development of content, the definition and execution of project plans, and the monitoring of informational activities for the WHDH programme in coordination with relevant partners and stakeholders.
    • Measurement of overall engagement metrics and analyze learnings to maximize impact of future engagements.
    • Support of WHDH programme manager by providing visibility into the planning, tracking, and reporting on status of key projects within broader programme. Examples include AI / ML pilot initiatives, stakeholder assessments and interviews, and impact monitoring report. 
    • Contribution to the identification and tracking of risks against project deliverables, and report to weekly programme status as needed

    Deliverables

    • Develop technical implementation plan.
    • Liaise with project stakeholders to evaluate and scope key initiatives: WHDH Management Team, Playbook/Lessons Learned publication, and other special projects across the programme related to information, change management and stakeholder coordination.
    • Contribute to the development, review and reporting of content to promote the WHDH public data website launch in Q4 2022. 
    • Develop project monitoring mechanisms.
    • Establish and document a process to measure actual performance against scheduled.
    • Coordinate the release of WHDH launch promotion by identifying the specific steps required, computing the specific dates when they need to happen, and following up on their sequential completion.
    •  Plan roadmap for information and key moments for the calendar year.
    • Define and execute project plans for deliverables according to submission deadlines and event dates.
    • Define and scope the WHDH-related deliverables for World Health Assembly (WHA) by liaising with WHO programme stakeholders, partners and leadership.
    • Develop the project plan for WHA deliverables.
    • Contribute to the development, drafting and review of WHA reporting deliverables.
    • Coordinate the release of WHA specific deliverables by identifying the steps required, computing the specific dates when they need to happen, and following up on their sequential completion.
    • Develop a framework for impact monitoring assessment.
    • Develop the project plan for United Nations General Assembly (UNGA) deliverables.
    • Coordinate the development, drafting and review of UNGA deliverables by identifying the specific steps required, computing the specific dates when they need to happen, and following up on their sequential completion.

    Educational Qualifications:

    Essential:

    • First-level university degree in business administration or related field.

    Experience

    Essential

    • At least 5 years relevant experience in project/programme management or product strategy.

    Skills/Knowledge:

    • Knowledge of programme or project management of multi-team and multi-product software development platforms.
    • Knowledge of process flow mapping.
    • Executive communication and presentations skills.
    • Knowledge of project management of political event communications deliverables. 
    • Knowledge of project management of product launch communications and engagement. 
    • Clear and concise verbal communication skills.
    • Ability to manage priorities and meet multiple deadlines.
    • Strong facilitation skills to scope projects with multiple stakeholders in a consultative manner to manage stakeholder expectations.
    • Strong motivation skills and ability to own projects and to work independently.
    • Ability to work across multiple time zones without over-reliance on face-to-face meetings.

    Consultant - Business Analyst for Web Portal

    Purpose of consultancy

    To contribute towards the work of the Multisectoral Engagement for Health Security (MHS) particularly in implementing the Software Development Life Cycle (SDLC) of the web portal. Activities will include business requirement writeup, business-technical consultation, wireframing, mockup, module’s consultation, and user acceptance testing such as IHR National Focal Point, Expert Roster, API, GSPN, EHS, Portal Multilingual Features and others. Consultant also will contribute to maintaining the data of the portal.

    Deliverables

    • Deliverable 1: Implementation of the Software Development Life Cycle (SDLC) process of SPH Portal’s modules, this includes business requirement writeup, business-technical consultation, wireframing, mockup, module’s consultation, and user acceptance testing.
    • Deliverable 2: Provide newly developed and existing web module’s training and troubleshoot to WHO Headquarters, Regional Offices, Country Offices, donors & partners.
    • Deliverable 3: Development of SPH Portal with WHO Multilanguage features that allow users to select based on their profile preference.
    • Deliverable 4: Improvement or new development of Application Programming Interface (API) on SPH Portal with other module within internal and/or external WHO such as NAPHS, JEE Toolkit, eSPAR, WHO IHR Benchmark, SimEx Toolkit, etc.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • University degree in Computer Science, Software Engineering, Graphic Design or related field.

    Desirable: 

    • Qualification in computer language/s with training in one or more of the following: Python, R, SQL, PowerBI, SharePoint, and CMS Sitefinity. 

    Experience

    Essential:

    • 2 to 5 years’ experience in IT development or application analyst, portal (content management system, such as Drupal) data management and maintenance and software development life cycle monitoring process.
    • 2 years’ experience as Frontend Web Designer to produce functional web page designs and hand-coded pages, which can be implemented into our portal.
    • Experience in UX/UI design.

    Desirable: 

    • Relevant experience working for large multinational company or International Organization/UN agency in complex business and/or IT programmed or projects.
    • Experience with SPH portal features, IHR capacities, JEE technical areas, or public health emergency preparedness and response.

    Skills/Knowledge:

    • Ability to design clean, modern, responsive websites with thoughtful content architecture and navigation.
    • Business analyst skill and software/web development life cycle knowledge.
    • Advanced knowledge of Adobe Creative Suite, with expertise in Photoshop/Illustrator & XD for creating web design mock-ups and compressing images for web browsers.
    • Thorough understanding of HTML5 and CSS3, and ability to hand-code semantic frontend web pages to current web standards.
    • Ability to create beautiful web page layouts and produce semantic HTML/CSS/JavaScript code necessary to bring those designs to life with cross-browser compatible web pages.
    • Ability to design within WHO organization brand guidelines.
    • Understanding of JavaScript/jQuery principles and implementation. 
    • Advanced knowledge and direct JavaScript development skills.
    • Knowledge of Drupal 8 Content Management Systems.
    • Understanding of form processes, and proficiency in creating web forms and auto-responders.
    • Ability to create organized and intuitive file and directory structuring and file naming, and ability to adhere to existing structures.
