    Strategic Information Advisor

    Job Summary:

    The SI Advisor will be responsible for guiding the overall CIHEB – Kenya M&E strategy and coordinating the implementation of this strategy for quality and timely monitoring of CIHEB Kenya supported programs and activities in Machakos, Kitui and Makueni Counties. This includes but is not limited to designing and leading the implementation of the monitoring, evaluation and reporting (MER) systems that will ensure the program meets the required ministry, county and donor requirements including efficient systems for data management and reporting.

    Duties and Responsibilities:

    • Develop and maintain the overall framework for project’s M&E systems prioritizing efficient HMIS for HIV including mHealth applications, eHTS, KenyaEMR amongst others
    • Lead the baseline assessment and monitoring of the project by guiding the process of identifying key performance parameters and comparing these to targets and objectives outlined in the grant’s proposal
    • Develop a robust strategic information approach that can track the immediate and intermediate effects of program activities, including changes in knowledge, attitudes, responsiveness, data use and technical assistance demand.
    • Maintain a database to ensure all project outputs and results are accurately recorded and coordinated to inform program staff enhancing data demand and information use.
    • Ensure timely reporting of supported activities to county, MoH and the donor through DHIS2, 3PM, DATIM and all other reporting platforms whilst ensuring data concordance
    • Provide regular reports on the status of implementation against the project goals and objectives to PI, PD, Senior Technical Advisor and CDC and other program managers as required.
    • Building the capacity of the supported facilities, county health teams and project staff in collecting, utilizing, and disseminate data as well as ensuring harmonization of all data whilst working closely with the County M&E personnel and other stakeholders;
    • Ensure the timely production and storage of accurate, reliable data through conducting regular quality assessments and carry out analysis and interpretation of project data.
    • Support the preparation and facilitation of structured periodic project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops;
    • Supervise Technical Leads and support to coach staff in all aspects related to HIV monitoring and evaluation
    • Collaborate with MOH M&E department, Health informatics and Data warehouse to create platform for dialogue, data sharing, and addressing key M&E issues within MOH

    Required Qualification:

    • Minimum of an MSc in Epidemiology, applied or bio statistics or Health informatics.
    • Proficient in use of data management and analysis tools and advanced skills in database construction and/or management (SQL, Access, Excel) and various statistical packages such SAS, SPSS or R including EPI-Info. Experience with programming software an added advantage
    • Proven expertise in quantitative and qualitative methodologies, evaluation and implementation research, health information systems, reporting, data quality assessments, data analysis, and presentation.
    • Minimum of 10 years’ of progressively responsible experience, designing, implementing and overseeing monitoring and evaluation tasks for health and/or development projects with at least 5 years at senior supervisory level with Ministry of Health and donor-funded programs including the US government PEPFAR programs
    • Solid understanding Kenya’s health information systems, and issues related to data (e.g. data security; tracking through the cascade etc.) on key and priority populations
    • Demonstrated analytical and problem-solving skills, capacity building skills, communication and interpersonal skills and providing technical assistance.

    Data Officer

    Job Summary

    The Data Officer will be responsible for data collation, entry, validation, program monitoring and reporting in DATIM and other online reporting innovations from all the supported health facilities.

    Duties & Responsibilities

    • Provide complete, timely and accurate data and reports.
    • Conduct thorough validation logic on submitted data by facility health records officers
    • Provide timely feedback to the SI team and facility records officers based on identified site-specific data quality gaps and poor performance
    • Produce monthly data summaries to track and inform programmatic performance against targets
    • Prepare power point presentations as requested by the program team, MoH and CDC
    • Serve as a reliever for facility records officers by ensuring an up to date EMR and reporting compliance
    • Offer on-site support on EMR and provide technical guidance to facility records officers; on need basis
    • Ensure utmost security to program data

    Qualifications and professional skills

    • Bachelor’s degree in Information Systems, IT/Computer Science, Informatics,
    • Statistics or related field

    Research Officer

    Job Summary

    The Center for International Health, Education, and Biosecurity – Kenya (CIHEB-Kenya) is looking for a Research Officer who will coordinate and oversee activities related to a study on Cohort Event Monitoring (CEM) for COVID-19 vaccine. This study aims to capture all adverse events that occur in a defined group of patients after COVID-19 vaccination. The Research Officer will further supervise Research Assistants involved in this study in designated facilities. This position will be based in Nairobi with frequent travel to health facilities in other counties for supervision and mentorship.

    Roles and Responsibilities

    Reporting to the COVID-19 Vaccination Lead, the Research Officer will;

    • Provide oversight for all study activities and coordination to Research Assistants in the identification, recruitment and follow up of study participants based on the study protocol.
    • Ensure study procedures are adhered to in all study sites as prescribed in the protocol
    • Provide mentorship to the Research Assistants to ensure the study enrollment targets are met and follow up is adequate.
    • Review the study data on an ongoing basis to inform decision making and for presentation to the program and donors. Monitor performance, identify, analyze, and interpret trends or patterns in study data to provide study reports relating to implementation of study protocol.
    • Work closely with the consortium partners to manage daily study activities and consortium calendar
    • In collaboration with the Monitoring and Evaluation Specialist, monitor participants’ data collection, quality control and ensure study data is well captured and entered in the relevant project data collection tools.
    • Work with partner specific Research Study Leads, County/Sub County and project team to ensure accurate and complete study data is reported on time.
    • Take lead in planning for CEM activities in accordance with the budget and work plan, following through to ensure deadlines are met and targets achieved.

    Experience and Academic Qualifications

    • Diploma in Pharmacy or Degree in a health-related field
    • At least 3 years participation in health-related research
    • At least three (3) years’ experience working in public health with familiarity with the public health systems
    • Proficiency in MS Office suite.
    • Strong quantitative analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
    • Experience in electronic data collection with a bias to RedCap

    Retention Lead

    Job Summary

    The Retention and Adherence Lead will be responsible for planning, coordinating, and implementing activities to improve Retention and Adherence of clients in ART program. The incumbent will work closely with the STA care and treatment and the clinical team to identify patients who are eligible for tracing, assess barriers to retention and adherence, and identify and provide guidance related to chronic care continuum and longitudinal follow up from linkage for all identified HIV positive clients through to enrollment, adherence support to include treatment preparation, treatment support, Positive health, and dignity prevention messaging (PHDP). He/She will work collaboratively with the county health management team and other stakeholders to develop, adopt, and implement strategies to support patient retention and continuity of care. He/She will work closely with the program clinical team to implement retention and adherence strategies as outlined in the national ART guidelines.

    Duties and Responsibilities:

    • Develop and implement a capacity-building and systems-strengthening plan for facility HCW continuity of care, patient retention, and adherence support, in close collaboration with MOH and key partners
    • Institutionalize continuous quality improvement systems for, continuity of care, patient retention, and adherence support
    • Support initiation and tracking of CQI activities aimed at improving patient retention and adherence
    • Examine adherence and retention operations, facility and community patient linkages/referral systems, retention strategies, and adherence support mechanisms and lead the development of strategies to address findings
    • Lead the implementation of training and continuous professional development systems for
    • counselors, for health professionals and lay health workers (CHWs, peer educators, etc.) involved in continuity of care and adherence support, and SUB-CHMT members
    • Evaluate and adapt Community Strategy implementation in the context of county of implementation
    • Support roll out of the MOH strategies aimed at improving retention including U=U
    • Develop and strengthen adherence and retention Innovations and evidence-based interventions through staff mentorship and follow-up and document best practices
    • Develops and distributes appropriate job aides and educational material for treatment support staff and counselors
    • Represent the organization at stakeholder meetings
    • Support staff through onsite mentorship and operations discussions in scaling up best practices to improve continuity of treatment
    • Evaluate outcomes of capacity-building activities and shares recommendations

    Required Experience

    • Bachelor’s Degree in Psychological counselling, Social sciences, Nursing, Clinical Medicine or related field
    • Those with a Master’s degree in the above discipline will have an added advantage
    • 7 years’ experience providing and/or overseeing adherence and retention services, project management experience working in demand creation, adherence counselling, psychosocial support and community linkages in HIV care and treatment.
    • Training in adherence Counselling
    • Familiarity with the Kenya Health system including MOH and NASCOP HIV program implementation and documentation
    • NASCOP T.o.T is an added advantage
    • Excellent interpersonal communication.
    • Good report writing skills

    Senior Technical Advisor/Care & Treatment Lead

    Job Summary:

    S/he will lead the implementation of technical strategy, guide inputs needed to ensure fidelity/quality and effectiveness of program, including, but not limited to development of conceptual framework; leadership, coordination and management of technical assistance approaches and provision; evaluation of project effectiveness and performance and quality improvement processes.

    Duties and Responsibilities:

    • Ensure program fidelity through continuous monitoring of program achievements aligned to program resources outlay and work with program implementation teams to re-allocate program resources as appropriate in collaboration with the relevant technical leads within the CHMT
    • Design and lead program initiatives to increase utilization and delivery of high quality, high impact technical strategies aligned and delivered according to the norms and guidelines established
    • Provide leadership for continuous quality improvement (CQI) initiatives and technical assistance to increase utilization of and continuity in care and treatment, PMTCT and TB programs, as well as viral load suppression and monitoring
    • Support health facilities and other service delivery points to implement effective and efficient HIV case identification strategies, PrEP delivery, scale up and continuation, integrated GBV services and optimal linkage to other prevention services such as DREAMS and OVC ensuring comprehensive HIV prevention services
    • Design and lead initiatives to scale up high-impact continuity in treatment and viral load suppression strategies to ensure continuity in treatment rates of over 90% and viral load suppression rate of over 95% alongside identification and treatment of co-morbidities, such as TB
    • Develop and/or update care and treatment and TB strategies, in-service training approaches/curricula, standard-operating procedures and job aids as needed
    • Oversee and support the training and continuous professional development systems for the technical assistance teams, CHMT and SCHMT and the health care workers within supported healthcare facilities as required
    • Supervises Technical Leads and support to coach staff in all aspects related to HIV prevention, care and treatment
    • Use data driven approach to problem solve, strategize and focus interventions, and ensure that project performs according to the donor’s agreement.
    • Facilitate regular structured technical review meetings at county and sub county level and routinely inform PI, PD MOH and other key stakeholders of program successes, outcomes, lessons learned, and challenges
    • Provide technical prioritization to ensure integrity and to achieve project goals, objectives and targets whilst reviewing them for completeness, accuracy,
    • Participate in and provide technical assistance within relevant Technical Working Groups (TWG), particularly C&T task teams, workshops, and campaigns
    • Support efforts to ensure that state-of-the-art gender and stigma reduction programming are effectively incorporated across interventions and are linked with testing, care, treatment, and support activities
    • Coordinate and collaborate with the various HTS, prevention and care and treatment programs and partners to implement and scale-up comprehensive HIV programs. This will involve coordination across clinical and community-based mobilization, service delivery, demand creation, and commodity procurement aspects of implementation

    Qualifications:

    • Bachelor’s Degree in Medicine and Surgery (MBChB)
    • Master’s degree Internal Medicine, Pediatrics, Public Health, Epidemiology or Microbiology or other health-related discipline is an added advantage
    • Minimum of 7 years’ experience implementing complex HIV programs, with at least 3 in a senior level position.
    • Experience working under PEPFAR funded programs, and USG donor’s regulations.
    • Demonstrated computer skills in Microsoft Word, Excel and PowerPoint
    • Demonstrable written and verbal communication skills
