    Manager - Business Application Support

    Job Summary

    The job holder is responsible for;

    1. Providing effective and adequate technical support to operational Corporate Support Services (CSS) business systems by addressing system problems and user requests.
    2. Providing continual improvements to existing CSS business systems and supporting systems by ensuring that solutions designed to address business needs meet the required quality standards.
    3. Maintaining operational readiness of business systems through supervision and coordination of technical systems support teams
    4. Carry out and supervise analysis, categorization and escalation of issues reported. Prepare data correction scripts and escalate enhancements and defects to developers and issues requiring clarification to business transformation offices

    Key Responsibilities

    1. Reviews the Software Change Requests (SCRs) for systems changes/enhancements to ensure that they have adequately addressed the requested changes and identifies areas of improvement before approving for implementation.
    2. Monitors and maintains operational readiness of business systems by enforcing standards set to address identified system issues.
    3. Identifies areas of potential systems and process improvements, assesses them for both technical and business suitability and advises stakeholders appropriately.
    4. Reviews systems technical requirements specifications to ensure that they are well articulated and properly documented before seeking automation approvals of business processes
    5. Vets systems technical requirements specifications and System Use Cases (SUCs) for completeness, relevance, viability and makes recommendations for improvement.
    6. Recommends risk-mitigating measures and ensures that they are addressed as part of systems maintenance initiatives.
    7. Vets escalated incidents and problems affecting business systems to ascertain validity and makes appropriate recommendations.
    8. Monitors allocated tasks to ensure that escalated problems are resolved within set timelines and standards and leads in resolving complex issues
    9. Evaluates systems performance parameters, identifies areas of improvement, implements system improvements and advises stakeholders
    10. Implements the Service Level agreements for IT services of the unit.
    11. Monitors performance of business systems architecture components, evaluates their effectiveness and advises the manager on areas requiring review/improvement
    12. Develops the unit’s Annual Work Plan and draft budget and coordinates their implementation;
    13. Prepares monthly, quarterly, annual and ad hoc reports for the unit;
    14. Ensures that the unit meetings are held as stipulated in management guidelines;
    15. Develops, mentors and coaches staff in the unit;
    16. Conducts performance management in the unit;
    17. Coordinates implementation of the work plans for the following corporate initiatives in the unit: Audit, Integrity, QMS and Risk Management.
    18. Ensure conformity to ISO (9001/2015 and 27001/2013) and data security requirements.

    Academic and Professional Qualifications 

    1. Bachelor’s Degree in Computer Science, Management Information Systems, Information Technology, Electrical/Electronic Engineering, Telecommunications or its equivalent qualification from a recognized Institution
    2.  Masters Degree in Computer Science, Business Administration, Information Systems or any other IT or Management related Postgraduate degree will be an added advantage.

     Required Certifications/Trainings

     Professional Certification or Training in any one of the following areas is required:

    1. Business Systems Analysis i.e. CBAP Certification / Training
    2. Systems Modelling and Design Techniques
    3. Process Modelling and Design Techniques

     Desired Certifications

     Certification or training in any of the following areas will be an added advantage:

    1. Training in middle level management / Supervisory Skills courses.
    2. IT Governance i.e. ITIL or COBIT 4/5
    3. Project Management i.e. PMP or Prince 2
    4. Training or Certification in Database Administration i.e. Oracle, PostgreSQL, MySQL or Microsoft SQL Server.
    5. Training in operating systems i.e. Windows, Linux or Unix. 

    Relevant Work experience and Technical skills Required

    1. At least five (5) years post qualification experience, which includes at least two (2) years’ experience in leading a team in systems analysis and support of large enterprise applications.
    2. Proven skills in database management tools
    3. Working knowledge of Java programming language and PL/SQL
    4. Working knowledge of scripting languages (PHP, ASP, CSS, JAVASCRIPT, etc.)
    5. Working knowledge of structured programming and database design concepts
    6. Working knowledge of web based technologies (HTML, XML, XHTML, DHTML, SOAP, JSON, etc.)
    7. Working knowledge of internet and messaging protocols i.e. HTTP, FTP, SOAP and REST
    8. Working knowledge of web development tools (Dreamweaver, Microsoft.NET, Drupal, Joomla, etc.)
    9. Working knowledge of Linux/Unix and Windows operating system platforms
    10. Working experience with relational databases (Oracle, MySQL, PostgreSQL, Microsoft SQL Server)
    11. Working experience with scripting languages i.e. Structured Query Language (SQL) skills
    12. Knowledge of system design and modelling techniques
    13. Working knowledge of systems design and modelling tools (Enterprise Architect, TraceCloud, etc.)
    14. Basic knowledge of the following tools: process modelling (MS Visio, etc.), Project Management i.e. MS Project and Presentation i.e. MS PowerPoint
    15. Proven experience in implementation and providing support to large enterprise business systems in a similar organization.
    16. Proven experience in integration of business systems in a similar large organization.

    Manager Service Support- Western & Rift Valley Regions

    Job Summary

    The Manager Service Support (Western & Rift Valley Regions) is responsible for coordinating and managing ICT user support and asset management in Western Regions.

    Key Responsibilities

    1. Define and regularly review incident and service request classification, prioritization schemes and criteria for problem registration to ensure consistent approaches for handling, informing users and conducting trend analysis.
    2. Review the unit’s KPIs, procedures and processes to guarantee their relevance as well as ensure continual improvement.
    3. Ensures all IT Services in the region are serving users and Taxpayers at all times
    4. Support the business in ensuring key systems, networks, One Stop Border Points (OSBPs) are functioning as required
    5. Liaise with key government agencies and resolve IT related issues/challenges and optimize on provision of IT services.
    6. Ensure conformity to ISO (9001/2015 and 27001/2013) and data security requirements.
    7. Prepare monthly, quarterly and annual sectional reports

    Assistant Manager – Service Support - Asset

    Job Summary

    The Assistant Manager – Service Support (Asset) is responsible for ensuring provision of ICT Services in the respective unit as well as coordinating the configuration, distribution, maintenance and repairs of desktop equipment and accessories and ensuring that asset data is captured in the asset management tool.

    Key Responsibilities  

    1. Maintain up to date asset register/database of end user equipment in the Authority
    2. Manage Configuration and deployment/ distribution of end user equipment in accordance  to KRA standards and policies.
    3. Coordinate inspection for site readiness and deployment of end user equipment.
    4. Identify, compile and coordinate the collection of obsolete equipment.
    5. Coordinate sanitization of obsolete end user equipment for disposal purposes.
    6. Coordinate procurement of spare parts for faulty end user equipment
    7. Resolve within defined SLAs, incidents and service requests as assigned
    8. Manage the annual preventive maintenance exercise for the station and compile reports on the same and update the asset register where necessary
    9. Day-to-day operations and supervision of staff in the unit
    10. Facilitate implementation of the work plans for the following corporate initiatives in the unit: Audit, Integrity, QMS and Risk Management.
    11. Prepare monthly, quarterly and annual unit reports

    13. Conduct performance management for direct reports to ensure that the mutual needs of the staff and Authority are being met
    14. Formulate and implement work plans for the Asset management unit.
    15. Respond to audit queries assigned within the stipulated deadlines.
    16. Ensure conformity to ISO (9001/2015 and 27001/2013) and data security requirements

    Academic and Professional Qualifications

    1. Bachelor’s degree in Computer Science, Management Information Systems, Information Technology, Electrical / Electronic Engineering, Telecommunications or its equivalent qualification from a recognized Institution

    Required certifications

    2. Microsoft SharePoint Administration

    Assistant Manager – Capacity Planning and Service Continuity

    Job Summary:

    The job holder is responsible for management of capacity and continuity plans for all IT infrastructure and systems to ensure 24/7 availability and high performance of all IT services in line with the corporate business continuity strategies and objectives.

    Key Responsibilities

    1. Prepares and regularly reviews long and short term availability and capacity management plans to ensure optimal utilization of system resources.
    2. Identifies any capacity bottlenecks and recommend corrective action;

    2. Knowledge of current and emerging technologies and how they might be applied to support business outcomes. Knowledge of Data Centre platform and cloud technologies (Software defined Data Centre, Software defined WAN/LAN), Linux OS, Microsoft Server OS, VMware ESXi platform virtualization, application containerization, Storage capacity management or Infrastructure as a Service (IaaS) management tools is an added advantage.
    3. Ability to Implement and monitor appropriate records, information and policies
    4. Experience in capacity and availability planning
