    Laboratory Lead

    CHS/HR/STP/LLD/014/2023

    Overall Job Function

    Reporting to the Program Director, the incumbent will be responsible for providing technical support in the planning and implementation of laboratory services required for HIV prevention, care and treatment services within facilities supported by CHS in coordination with the Ministry of Health, National AIDS and STI Control Program (NASCOP), Siaya County and various partners.

    Key Responsibilities

    • Assist in the planning and implementation of laboratory activities required for CHS-supported HIV/AIDS prevention, care and treatment programs in Kenya, including baseline laboratory assessments and laboratory capacity development
    • Coordinate implementation of laboratory services to support implementation of quality HIV prevention and treatment interventions
    • Provide technical assistance to facility-level laboratory personnel, including regular and systematic observation of laboratory testing procedures, and on-going bench-level supportive supervision and instruction
    • Provide technical assistance to facility-level laboratory managers, including: establishing routine workflow; developing/refining SOPs, job aids, log books, and referral forms as needed; planning of laboratory activities to improve test performance and decrease turnaround time; and developing and implementing an equipment maintenance program
    • Implement and monitor efficient documentation of laboratory results at the sites, as well as effective linkages between laboratory and clinical services
    • Supervise laboratory reagents and consumables purchase and distribution
    • Supervise equipment purchase, installation and maintenance
    • Provide technical assistance in rapid HIV tests, haematology and clinical chemistry tests, CD4 testing and HIV viral load sample transport network
    • Supervise the laboratory samples and results transports network to and from supported facilities
    • Develop SOPs for major equipment and procedures or assays
    • Prepare reports on progress of each site on project implementation activities
    • Assist in the implementation of quality management/quality assurance activities
    • Participate in technical working groups at the national and county levels
    • Any other duty assigned by the supervisor.

    Person Specifications

    • Degree in Clinical Laboratory Services. Masters is an added advantage
    • Five years’ experience in managing laboratory services and programs
    • Experience with MOH and donor funded programs is an advantage
    • Experience with design of programs, SOPs, tools and guidelines
    • Experience in capacity building of laboratory personnel
    • Ability to work well with others and to develop and maintain relationships with project staff, donors, sub-contractors and other partners
    • Ability to identify problems, design interventions and oversee their implementation
    • Must demonstrate excellent oral and written communication skills in both English and Kiswahili.

    Continuous Quality Improvement Officer

    CHS/HR/STP/CQIO/013/2023

    Overall Job Function

    Reporting to the Strategic Information Lead, the Continuous Quality Improvement (CQI) Officer will closely work with the program technical staff and the rest of the program implementation team to support teams to effectively develop, implement, document, evaluate and report quality improvement activities.

    Key Responsibilities

    • Oversee the establishment of quality improvement teams at facility level including QI technical working groups
    • Provide mentorship and capacity building to QI focal persons enhancing their capacities to support strong facility QI teams through training on KQMH and KHQIF
    • Review reported QI activities routinely and provide technical support on CQI models for health care delivery improvement including use of Plan Do Study and Act improvement methods
    • Work with the program teams and health facilities to apply QI approaches to routine facility practices to bridge performance gaps
    • Mentor facility CQI teams to strengthen capacity on CQI activities together in collaboration with sub county and county teams
    • Coordinate documentation of QI projects for dissemination and sharing of best practices
    • Assist the facility CQI teams to extract data after every improvement cycle, analyse the findings and recommend subsequent measures necessary to achieve set objectives
    • Enhance the adoption of CQI dashboards and online CQI platform for robust monitoring of health indicators
    • Review monthly/quarterly reports from supported health facilities and sites and provide immediate technical guidance and recommendations related to tracked indicators and outcomes
    • Assist with the design and oversight of learning sessions to facilitate the scale up of quality improvement projects
    • Work with the program teams to establish performance-monitoring system for tracking priority QI indicators
    • Actively participate in compilation and submission of periodic performance and progress reports
    • Oversee documentation, flag indicators that need improvement, discuss with team and guide initiation of quality improvement initiatives
    • Any other duty as may be assigned by your supervisor.

    Person Specifications

    • A bachelor’s degree in a Health related field
    • Master’s degree will be an added advantage
    • At least five years’ experience in the public health sector and quality improvement work experience
    • Knowledge of Continuous Quality Improvement (CQI) principles, practices, methods, and tools
    • Ability to analyse QI data and identify trends and corrective actions
    • Demonstrable knowledge and skills in implementation of QI interventions in the context of donor funded projects and management of QI data and databases
    • Experience in data management and analysis, specifically in the area of public health/ healthcare
    • Good facilitation, writing and decision making skills
    • Proficient in Microsoft Office packages, report writing and presentation skills.
