    County Director (Human Resource Management)

    JOB GROUP “R”

    CPSB 3 – ONE [1] POST ADVERT NO. 11/2021/2022

    Salary scale: Ksh.115, 290 x 5,770 – 121,060 x 6,050 – 127,110 x 6,240 – 133,350 x 6,420 – 139,770 x 6,610 – 146,380 x6, 790 – 153,170 p.m.

    The Director Human Resource Management will be responsible to the Chief Officer Public Service Management for formulating, reviewing, and overseeing the implementation of County’s  Human  Resource  strategies,  plans  and  policies  to  ensure  that  the  County Government  attracts,  retains  and  motivates  the  right  caliber  of  staff  required  for  the achievement of the county government’s objectives. 

    Specific duties and responsibilities

    1. Ensuring smooth operations of the human resource functions as directed by the County Public Service Board.
    2. Implementing the Board’s decisions as regard appointments, promotions and discipline among others;

    Carry our staff audits, identifying gaps and proposing optimal staffing levels in the county; 

    1. Preparing the budget for human resource management functions.
    2. Ensuring correct interpretation of human resource policies, rules regulations, labor laws, and other relevant statute;
    3. Implementing and establishing performance management systems; vii) Establishing records management systems and organizing the transfer of all human resource records whenever necessary;

    Preparing human resource reports; 

    1. Undertaking capacity building for the county government staff;
    2. Ensuring compliance with the values and principles outlined in articles 10 and 232 of the Constitution of Kenya;
    3. Performing any other duties as may be assigned from time to time.

    Requirement for appointment

    1. Be a Kenya citizen;
    2. Possess a Bachelor’s degree in human resource management or related field from a recognized institution in Kenya;
    3. postgraduate qualification in human resource management; 
    4. Have not less than ten (10) years’ experience in the relevant field, at least five (5) of which should be at management level;
    5.  Have a thorough understanding of human resource management policies, regulations and employee  relations,  labour  laws  and  other  statutes  that impact on human resource management;
    6. Have shown exemplary leadership qualities;
    7. Have the capacity to work under pressure to meet strict timelines; 
    8. Have  the  ability  to  work  in  a  multi-ethnic  environment  with  sensitivity  and respect for delivery;  
    9. Process knowledge of the structural, legislative and regulatory framework of the public service;
    10. Be a member of the Institute of Human Resource Management (IHRM);
    11. Satisfy the requirements of chapter six of the Constitution of Kenya;
    12. Be proficient in the relevant computer applications.

    The County Director of Administration will be answerable to the Chief Officer in- charge of Public Administration/ Governance for implementation of the departmental strategic plan,  ensuring  the  development  and  review  of  departmental  annual  work  plans  and budgets; managing departmental performance, ensuring compliance with principles and values of good governance, managing of departmental assets and finances; and overall management and development of staff. 

    Specific duties and responsibilities

    1. Initiating, interpreting, implementing and reviewing administrative policies, strategies, procedures and programmes;
    2. Coordinating, managing and supervising the general administrative function in the County;
    3. Coordinating county public service reforms; 
    4. Overseeing service delivery in the County;
    5. Overseeing development programmes and projects to empower the community;
    6. Coordinating and facilitating citizen participation in the development policies, plans and delivery of services;
    7. Facilitating intra and intergovernmental relations and conflict resolutions; 
    8. Overseeing safe custody of county government assets; 
    9. Coordinating and liaising  with  other  directorates  and  departments  in  the County in service delivery; 
    10. Ensuring compliance with legal, statutory and regulatory requirements;
    11. Ensuring compliance with national values and principles of good governance;
    12. Exercising any functions and powers delegated by the County Public Service Board under section 86 of the County Government Act ; 

    Requirement for appointment

    For appointment to this grade, an officer must have:-

    1. Served in the  grade  of  Sub  County  Administrator/  Deputy  Director  of Administration or in a comparable and relevant position in the Public Service or Private Sector for at least three (3) years; 
    2. Hold a Bachelor’s degree in any  of  the  following  disciplines:  Public Administration; Business Administration/ Management, Community Development or any other Social Science from a recognized institution; 
    3. A Master’s Degree in any of the following disciplines: Public Administration; Business Administration/ Management, Community  Development  or  any other social science from a recognized institution; 
    4. Diploma in Advanced Public Administration or equivalent qualification from a recognized institution

    OR

    1. v) Post Graduate Diploma in any Social Science from a recognized Institution will be an added advantage;
    2. vi) Certificate in computer application skills from a recognized Institution;
    3. vii) Certificate in Strategic Leadership Development Programme from a recognized Institution; 
    4. viii) Satisfy the requirements of chapter six of the Constitution of Kenya; and 
    5. ix) Demonstrate a thorough understanding for national goals, policies, objectives and ability to relate them to the administration function.

    2. Clearance certificate from Higher Education Loans Board (HELB);
    3. A tax compliance certificate from Kenya Revenue Authority (KRA);
    4. A certificate from the Ethics and Anti-corruption Commission (EACC); and
    5. Credit Reference Bureau (CRB)

     Copies of the above certificates MUST be attached to the applications for Job Groups H and above.
