    Member of the Independent Negotiation and Evaluation Committee (50 Positions)

    V/NO. 103/2023

    REQUIREMENTS FOR APPOINTMENT

    • A person shall be qualified to be appointed as a member of the Committee if that person:
    • possesses a minimum of a bachelor’s degree from a university recognised in Kenya;
    • has at least 15 years’ professional experience in a relevant field;
    • has served in a top management position relevant field for at least 5 years;
    • has knowledge of national development goals;
    • has experience in performance management; and
    • satisfies the requirements of Chapter Six of the Constitution.

    DUTIES AND RESPONSIBILITIES
    The Committee shall be responsible for—

    • negotiating performance contracts with public bodies;
    • ensuring that the performance targets of public bodies and indicators are aligned to the strategic plan;
    • ensuring that performance targets of public bodies are aligned to the performance indicators provided in the strategic plan;
    • ensuring that the public bodies’ indicators are aligned to results that are citizen-focussed;
    • undertaking mid-year performance reviews of public bodies; and
    • evaluating the performance of public bodies.
    • monitoring news coverage and tracking public perceptions of Government policies and initiatives;
    • collaborating with other Government agencies and departments to coordinate messaging and ensure consistent communication; and
    • advising Government officials and decision-makers on public relations and media strategies.

    Principal Gender Officer (3 Posts)

    V/No: 1/07/2023

    Duties and Responsibilities:

    • An officer at this level may be deployed at the Headquarters or in the Counties and will be responsible for the efficient management and administration of gender related Programmes
    • and projects as may be assigned by the supervisor. Specific duties and responsibilities at this level will entail:

    Implementing Gender Policies, Projects and Programmes; 

    • Facilitating Gender Mainstreaming activities in Ministries/Departments, Counties and Agencies;
    • Liaising with Organizations handling gender issues;
    • Undertaking research on gender issues, including baseline survey on Female GenitalMutilation and Gender Based Violence; 
    • Development of gender disaggregated data and Management Information Systems;
    • Establishing the level of compliance with the two thirds gender principle in Ministries/Departments, Counties and State Corporations; 
    • Sensitizing stakeholders on gender related issues including Female Genital Mutilationand Gender-Based violence; 
    • Facilitating formation of community level structure; and 
    • Mobilizing communities to participate in field activities promoting gender equity andelimination of Female Genital Mutilation and Gender Based Violence. 

    Requirements for appointment to this position:

    For appointment to this grade, an officer must have:

    • Served in the grade of Senior Gender Officer, Job Group ‘L’, CSG ‘9’ or equivalent and relevant position in the Public Service for a minimum period of three (3) years; 
    • Bachelor’s Degree in any of the following disciplines: Gender Studies, Gender and Development, Sociology, Business Administration (Finance/ Entrepreneurship Option), Anthropology, Counseling and Psychology, Economics, Law or any other relevant Social Science from a recognized institution;
    • Certificate in either Gender Studies or Gender and Development, or any other relevant course lasting not less than four (4) weeks, or four (4) weeks in aggregate from a recognized institution;
    • Certificate in computer application skills from a recognized institution; and
    • Demonstrated professional competence in gender work as reflected in work performance and results

    Senior Gender Officer – (9) Posts

    Duties and Responsibilities

    • An officer at this level may be deployed at the Headquarters or in the Counties and will 
    • implement gender related Programmes and Projects as may be assigned by the supervisor.
    • Specific duties and responsibilities at this level will entail:
    • Facilitating and Monitoring Gender Mainstreaming, Socio-Economic Empowerment, Female Genital Mutilation and Sexual and Gender Based Violenceactivities; 
    • Implementing Gender Mainstreaming and Socio-Economic Empowerment, Female Genital Mutilation and Sexual and Gender Based Violence programmes and projects;
    • Collecting, collating and analyzing data on Female Genital Mutilation and Sexual and Gender Based Violence prevalence;
    • Collecting, compiling and analyzing gender disaggregated data in Ministries /Departments/Counties/Agencies;
    • Identifying opportunities and documenting practices for upscaling and replication of gender programmes;
    • Follow up with gender violence victims for the expediency of justice;
    • Liaising with Organizations handling gender issues; and
    • Disseminating information on Gender Mainstreaming, Socio-Economic Empowerment, Female Genital Mutilation and Sexual and Gender Based Violence policies, projects and programmes.

    Requirements for appointment to this position:
    For appointment to this grade, an officer / candidate must have:

    • Served in the grade of Gender Officer I, Job Group ‘K’, CSG 10 or equivalent and relevant position in the Public Service for a minimum period of three (3) years;
    • Bachelor’s Degree in any of the following disciplines: Gender Studies, Gender and Development, Sociology, Business Administration (Finance/ Entrepreneurship Option), Anthropology, Counseling and Psychology, Economics, Law or any other relevant Social Science from a recognized institution;
    • Certificate in either Gender Studies or Gender and Development, or any other relevant course lasting not less than four (4) weeks or four (4) weeks in aggregate from a recognized institution;
    • Certificate in computer application skills from a recognized institution; 
    • Demonstrated merit and ability as reflected in work performance and results; and
    • Membership to a relevant professional body will be an added advantage.
