Duties and responsibilities.
- Oversee and facilitate the efficient administration and management of the activities and operations of the fund;
- Set the policies and guidelines to guide the operations of the fund including the criteria for the selection of the eligible projects and the conditions for financing;
- Advise the County Executive Committee member on the appropriate
- guidelines and procedures for better management of the fund;
- Supervise, control, manage all the assets of the fund and make regulations for management;
- Forge and facilitate strategic linkages and partnerships in support of the fund’s objectives;
- Employ such persons to perform such duties as the board may consider necessary for the proper administration of the fund on such terms and conditions of services as they deem fit;
- Ensure equitable distribution of resources to hospitals, health facilities and Community Health units;
- Consider, verify and approve funding to the hospitals, health facilities and
- Community Health units;
- Consider and approve funding for preventive and promotive health services;
- Receive, consider and approve project proposals for funding in accordance with these regulations;
- Ensure timely and efficient disbursement of funds;
- Ensure compliance with the laws, guidelines and regulations for the fund and any funding agreements entered with development partners;
- Fundraise and develop strategies for resource mobilisation for the fulfilment of the objectives of the fund.
- Establish investment strategy and plans for the fund which shall include marketing and advertising
- Administer the funds and assets of the board in such manner and for such purpose as shall promote the best interest of the board in accordance with the act to ensure efficient management of the fund;
- Receive reports on the performance of the fund from the fund management;
- Monitor and evaluate programmes and activities funded by the fund
- Arrange for financial audits for the fund
- Prepare an annual report on the operations and performance of the fund to the executive;
- Receive and address complaints that may arise from the administration of the fund; and
- Carry out such other functions and duties as the board may deem necessary from time to time from the proper management of the fund.
