Job purpose
This role is responsible for managing the training and development function in the Authority.
Key Responsibilities/ Duties / Tasks
Managerial / Supervisory Responsibilities
- Lead the identification of staff training needs, design and coordinate training to meet
- KRA’s current and future needs
- Develop and implement learning strategies and programs to ensure that employees acquire relevant skills and knowledge to perform effectively
- Oversee the development and implementation of the Annual Training Plan
- Oversee the design and implementation of staff induction programs in KRA
- Formulate, implement and review policies and procedures relating to training and development
- Oversee the management of Donor Funded Programs & Study Leave
- Oversee the management of Staff Bonding
- Oversee the management of the Internship and Attachment Programme
- Ensure compliance with legislative and statutory requirements in regards to training and development
- Maintenance of staff skills inventory
- Assess the impact of training
- Provide secretariat services to the Training/ Youth Attachment/Internship Committee(s).

Job purpose
This role is responsible for development and integration of human resource programs and associated projects to achieve strategic business goals and operational objectives.
Key Responsibilities/ Duties / Tasks
Managerial / Supervisory Responsibilities
- Manage the review of the Authority's Organization structures and updating approved changes in the structure
- Develop, manage and update as necessary, an establishment and workforce planning framework including a vacancy forecasting model, to provide informed HR resourcing and workforce planning advice to the appropriate decision makers
- Ensure ongoing development and delivery of organizational development processes which focuses on induction, learning and development, succession planning and enhanced employee performance.
- Preparation of concept papers, framework/strategy papers
- Oversee workforce analysis
- Develop and implement broad organizational initiatives and support corporate change processes and ensure approaches used build ownership of and alignment to change.

- Develop and manage a set of systems and processes for effectively establishing the needs of the organization in terms of resourcing and workforce planning, to ensure that an awareness of the organization’s needs in these areas is maintained, and that action can be planned to address these needs
- Review and advice managers on job description writing for all positions and ensuring they are updated and maintained.

Purpose of the job:
The Chief Manager – Technology Architecture & Design will be responsible to overseeing development and Management of KRA’s Enterprise architecture and supporting transition of KRAs Core Business Capabilities to the desired future capabilities in order for KRA to realize its mandate. Professional experience:
- A minimum of 7 years’ working experience in technology strategy and delivery (solutions architecture & design, analysis, development, quality assurance & project management environment) roles within a busy ICT environment.
- At least 3-years’ work experience at management level.
