    Logistics Officer

    Duties

    • Support all activities pertaining to the logistics function including planning, sourcing, transport, customs clearance, warehousing, asset and fleet management, as applicable. 
    • Prepare plans for delivery of relief and other non-food items according to the operational needs and provide regular updates. 
    • In emergency situations (refugees, internally displaced persons and/or any other person/s of concern to UNHCR), coordinate with all stakeholders to ensure that the Organization is able to, in a timely and cost-efficient manner, provide core relief and non-food items.
    • Apply UNHCR's sourcing and procurement strategy when planning for purchase of important commodities and services. 
    • Prepare supply chain management plans, implement them and provide information on the status of requests and the availability of items in the different steps of the supply chain.
    • Oversee the procurement process to ensure timely, cost-effective and adequate delivery of commodities and services to support operational needs.
    • Identify partners for supply chain projects based on objectives, priorities, strengths and resources of the UNHCR partner and/or contractor, according to criteria consistent with UNHCR rules and regulations.
    • Ensure accurate and comprehensive records on logistics activities and provide timely reports and updates both periodically and on request. 
    • Provide guidance and advice on UNHCR procurement policies and procedures to support and assist requesting operations, HQ entities and others, as applicable. 
    • Oversee sourcing & procurement activities and deliver information on all sourcing & procurement activities within the AOR. Provide guidance and advice on UNHCR procurement policies and procedures to support and assist requesting sections. 
    • Analyse the quality of commodities and services delivered in relation to the needs of the location and established quality standards. Establish a local quality assurance process.
    • Monitor the planning and the supervision of UNHCR's emergency airlifts, sea and road transport arrangements are efficiently carried out.
    • Supervise UNHCR's emergency airlifts movements in collaboration with all the stakeholders and the GSMs.
    • Ensure the accuracy of supply chain related data in relevant business systems. Based on statistical information and analysis, identify trends and developments in supply chain related matters and adjust decision making if needed.
    • Disseminate, promote commitment to and monitor compliance with UNHCR's global policies, standards and guidance on supply chain management. 
    • Establish and monitor Key Performance Indicators (KPI) for Supplier(s)/Service Provider(s).
    • Apply sustainable supply chain strategy throughout activities performed.
    • Make recommendations to senior management on resource allocation to support on-going operations.
    • Coordinate with Emergency Supply Unit, freight forwarders, and emergency operations for the release of the relief items.

    In the Regional Bureaux: 

    • Track the progress of specific operations and provide guidance that ensures timely implementation.
    • Support Country Operations on how to implement logistical operations based on interpretations of the situation and conclusions to how the operation can be best implemented.
    • Track the progress of specific periodic operations and provide guidance that ensures timely implementation.
    • Coach and advise individuals or supply teams as requested.
    • Provide guidance to Operations based on logistics KPIs for the region and prepare actions plans in case of deviations as required.
    • Advise and guide UNHCR operations on the management of their logistics activities in an effective and efficient manner and fully compliant with the prevailing supply chain policies and manuals.
    • Develop relevant contacts and build constructive relations with government authorities, partner organizations, UN agencies and others, to foster mutual cooperation for the timely and appropriate logistics management by setting and adapting supply chain structures to the local environment that are consistent with the operational needs. 

    In the Country Operations:

    • Ensure that applicable exemptions and approvals are obtained in a timely manner (i.e. tax exemption, import customs clearance, waivers etc.).
    • Ensure management of incoming pipeline of goods in accordance with prevailing policies, rules and regulations.
    • Manage warehousing according to ¿Best Practises¿ and UNHCR rules and regulations.
    • Manage and oversee the release and transportation and of relief and other non-food items.
    • Provide action plans based on asset management reports, customised reports, and gather information on all assets and provide in-depth reports periodically and when requested.
    • Establish and monitor local quality control process.
    • Optimise the local supply chain functions and align them with the Operations' evolving needs and management systems, and there is an infrastructure that is robust and flexible enough to accommodate operational volatile requirements.
    • Coordinate logistics activities of UNHCR partners and/or contractors performing supply related activities and ensure that they understand and adhere to relevant UNHCR rules and procedures.
    • Oversee regular physical verification of PPE and their proper management.
    • In coordination with the Global Fleet Management team establish effective asset and fleet management that taking into consideration the local needs and capacities.
    • Ensure effective information flow in the supply chain and adapt local process to the prevailing environment.
    • Ensure that safety and security of stocks is maintained throughout the warehouse cycle.
    • Oversee and ensure systematic conduct of warehousing processes.
    • Perform other related duties as required.

    Senior Programme Coordinator

    Duties

    • Oversee coherent approaches in assessing and analysing needs of persons of concern and situations in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.
    • Oversee coherent strategic planning processes, including annual planning and the development and monitoring of multi-year protection and solution strategies in line with organisational priorities (global, regional), and contribute to the annual evaluation planning processes.
    • Promote a results based culture, guide offices in managing towards impact, outcomes and outputs and embrace and advice on forward-looking programming solutions.
    • Oversee evidence based prioritisation and resource allocation in line with organisational protection and solutions priorities and established policies, guidelines, procedures and standards.
    • Ensure that UNHCR senior management and offices have access to high-quality and timely analytical insights and advice for enabling evidence based strategic and programmatic decision-making and resource allocation.
    • Provide guidance and advice on the formulation of programme planning and management adapting to the frameworks of the GCR and CRRF as well as understanding the UB Reforms, SDGs and UNDAF.
    • Lead on fostering an evidence based organisation through regular analytical reviews of plans and strategies and appropriate monitoring systems, processes and deliverables, resulting in programmatic course-correction, as appropriate.
    • Lead offices in managing a consultative process to ensure a consistent application of the framework for implementing with partners or selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
    • Seek and manage partnerships to enable UNHCR¿s effective and collaborative programme delivery in multi-stakeholder processes and frameworks.
    • Operationalise new UN processes and frameworks and UNHCR organisational directions, changes and priorities into coherent programming guidance and tools and enable their effective application.

    Site & Settlement CCCM Officer

    Duties

    Site/Camp Level direct implementation

    • Establish and maintain effective coordination mechanisms and tools, including information management and site/camp monitoring with stakeholders, including government counterparts, ensuring timely and effective provision of services.
    • Conduct or support local authorities in conducting regular site level coordination meetings if working with a Site/Camp Management Implementing Partner ensure that partner(s) conduct Site/Camp level coordination meetings in line with the Principles of Partnership, making sure that participation is inclusive, consultative and results-oriented.
    • Establish strong working relationships with all site level internal and external stakeholders, including the displaced population and host communities, in order to facilitate effective collaboration and communication.
    • Conduct continuing site level monitoring of services and ensure that gaps are filled through site level coordination of response and service delivery.
    • Promote the creation of and continuously update of site level Emergency Response Plans as needed. 
    • Share regular and ad-hoc reports with concerned parties on a timely manner.
    • Ensure the setup and continuation of site level participatory governance.
    • Coordinate with UNHCR information management focal point to develop and update products such as site/camp profiles, site/camp directories, volunteer units mapping, infrastructure mapping, etc.
    • Coordinate closely with UNHCR Program Unit to follow up on PPAs and to provide inputs for reporting against indicators. 
    • Represent UNHCR in meetings with sectoral and external partners, authorities and other relevant interlocutors when needed.
    • Liaise and negotiate with local authority counterparts, partners and populations of concern.
    • Indirect sectoral coordination and liaison across camps/sites or displacement areas
    • Technical CCCM leadership:
    • Ensure that humanitarian responses build on local capacities, context specific strengths and national response capabilities;
    • Promote the capacity building of relevant authorities in site management.
    • Support the strengthening of CCCM mechanisms established by Government, Camp/Site Management Implementing Partners or UNHCR Camp/Site Managers, while making particular emphasis on meaningful inclusion of the site community groups (women, youth, elderly and persons with specific needs) in decision-making processes; including through governance structures and sectorial focal points identification.
    • Establish and/or maintain cohesion and uniformity in the setting up of communication channels, feedback mechanisms.
    • In close consultation with partners, develop concrete initiatives and specific strategies to improve inter and intra-camp coordination, as well as reduce identified risks.
    • Assess inter-camp level needs and identify problems/gaps and propose/prioritize timely practical actions to respond to particular problems. 
    • Adapt relevant policies, guidelines and technical standards to the context of the crisis;
    • Ensure that stakeholders are aware of relevant policy guidelines and technical standards and that responses are in line with them and those of the relevant government, human rights and legal obligations.
    • Ensure to the extent possible that sector partners use common standards and tools for information collection and data management, including in needs assessments and monitoring.
    • Ensure appropriate coordination with national/local authorities, including liaising with relevant government counterparts and ideally, working with them to support or complement existing coordination mechanisms.  
    • Put adequate monitoring mechanisms in place to review impact and progress against implementation plans;
    • Ensure adequate reporting and effective information sharing amongst all partners; including but not limited to site managers, other sector leads and national authorities, disaggregating data by sex and age;
    • In coordination with Government counter-parts, ensure the establishment and strengthening of an effective and transparent coordination system at site/camp-levels, including coordination of service provision and other defined site/camp activities.
    • Support the National/Local Authorities with the ongoing process of clarifying roles and responsibilities among site/camp stakeholders.
    • Represent the CCCM sector in meetings with sectoral and external partners, authorities and other relevant interlocutors.
    • Negotiate with local authority counterparts, partners and populations of concern.
    • Advocate for the mobilization of resources.
    • Identify core advocacy concerns for the sector and contribute key messages to the broader multi-sectoral advocacy initiatives.
    • Identify core advocacy concerns at the national level and advocate with authorities to ensure that aid workers working in camps/sites are able to conduct their work independently and in an environment that allows for confidentiality of sensitive information.

    Technical CCCM Support:

    • Identify and build relationships with key technical advisers and programme staff, respecting their respective mandates and programme priorities. 
    • Identify and build relationships with other key partners, including relevant national and local authorities, academic and other governmental institutions.
    • Identify and build cooperative relationships with relevant sectors particularly Health, WASH, Protection and Shelter.
    • Support the development of CCCM strategies in a consultative process with implementing partners, local and national government, and technical sectors; ensure that the CCCM response is driven by this strategy. 
    • Foster the integration of these strategies into national/regional/local level humanitarian action planning. 
    • Contribute to contingency planning and promote the development and/or update of emergency preparedness measures. 
    • Ensure that appropriate transitional measures are in place for handing over to recovery and development actors. 
    • Promote that the CCCM response is informed by appropriate relevant Technical Standards including among others Sphere, and good practice. 
    • Coordinate the integration of cross-cutting issues in the work of the CCCM sector including age, gender, environment, diversity.
    • Support a consistent interpretation and application of international law and related UNHCR and IASC legal standards and policies for the adequate provision of CCCM.
    • Organize training activities for stakeholders, including UNHCR staff, local partners and relevant authorities. If need be, ensure that the logistical requirements of the capacity development initiatives are in place in terms of organising venues, developing the lists of participants and that the other relevant logistical and administrative requirements are met.
    • Perform other related duties as required.
