    Finance and Budget Assistant [temporary]

    Education

Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.
    • The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

    Job - Specific Qualification

    • Additional technical training in the field of accounting, finance and business administration is desirable.

    Work Experience

    • Seven (7) years of experience in project fund management, finance, budget, accounting, administrative services or related area is required .
    • One (1) year or more of experience in data analytics or related area is desirable
    • Work experience with an Enterprise Resource Planning System (ERP) e.g. SAP is desirable.
    • Experience with the United Nations System or similar international organization is desirable
    • Work experience interpreting and applying administrative and financial policies is desirable.

    Languages

    Research Analyst

    Duties And Responsibilities

    • Conduct an initial inventory and evaluation of existing digital and hard copy records relating to the Vienna Convention, the Montreal Protocol and its institutions and processes;
    • Based on the initial inventory, develop a work plan that sets out key milestones and deliverables to achieve the objective of the consultancy, including recommendations on prioritization of the tasks relating to records management and the scope of the substantive output relating to lessons learned from the negotiation of ozone treaties and how they can be of benefit to current negotiations on an international legally binding instrument on plastic pollution, including in the marine environment and on climate change;
    • In close coordination with the Information Management Assistant and consultation with relevant staff of the Ozone Secretariat and, as necessary, the UNEP librarian, develop a proposed classification scheme, file folder structure and naming convention for the Secretariat’s historical records and an annotated outline for the substantive output;
    • Select a representative sample of records on which to apply the proposed classification scheme and naming convention;
    • Refine the taxonomy, file folder structure and naming convention based on the piloting exercise;
    • Implement the classification scheme and naming convention on the existing records of the Secretariat;
    • Develop a first draft of the substantive output;
    • Prepare a final report, including mapping of records against the taxonomy and file folder structure, a final inventory report listing records, and identifying which have been digitized, which have yet to be digitized, and recommendations on disposal and the completion of the digitization and archiving of the secretariat’s records;
    • Submit the final draft of the substantive output, identifying key lessons learned from the negotiation of ozone treaties and their potential application to current negotiations on an international legally binding instrument on plastic pollution, including in the marine environment and on climate change.

    Qualifications/special Skills

    • Advanced university degree in international relations, law or a related field required.
    • A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the Master's university degree.
    • Successful completion of degree or non-degree programmes in records management or related field an advantage.
    • A minimum of two years of progressive working experience in legal research, records management or a related field is required.
    • Familiarity with the records and information management system of the United Nations is an advantage.
    • Familiarity with the ozone treaties, their history, institutions and processes is desirable.

    Languages

    • Fluency in English (written and spoken) is required.

    Monitoring/Reporting and Database Analysis/Management Specialist

    UN Volunteers are required to:

    •  Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day).
    •  Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
    •  Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.
    •  Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.

    Programme Assistant

    Task description

    Under the direct supervision of Head of Private Sector Unit, the UN Volunteer will undertake the following tasks: 1. Support private sector engagement at the corporate level:

    •  Support the creation of partnerships with private sector using the UN Environ-ment Programme’s online Partners’ Portal
    •  Support the due diligence process for new potential partners.
    •  Conduct training workshops on the use of Partners’ Portal, webinars and presentations on other assigned activities.
    •  Assist in the development of toolkits and guidelines for private sector engage-ment in the UN Environment Programme

    Programme Assistant, Data and Information Management

    Task description

    Under the direct supervision of an Officer in the Section and in close engagement with the UNEP business process owners, the National Specialist Volunteer will be part of a team to design, develop and implement various workflow automation and service request tracking systems. The specific tasks of the National UNV include the following: Expected Output 1: Strengthen UNEP’s programme and project review capacity for results-based management through consolidating various fragmented organizational data sources into a single in-house data analytics and reporting platform. Task Description

    •  Create data design structures, migrate data into systems, set up reports and assist users with front-end use of the system.
    •  Use SQL skills to create user definer functions, complex store procedures, query opti-mization for data analysis.
    •  Design, organize, plan and manage the collection, evaluation, analysis, compilation and dissemination of statistical analyses based on organizational data to Senior Man-agement and UNEP offices.
    •  Design, develop and manage APIs (Application Programming Interfaces).
    •  Develop and implement statistical concepts, definitions and classifications through methodological research.
    •  Contribute to the preparation of monthly reports to be used by the Senior Management Team in the Quarterly Business Review.
    •  Use Python, SQL, and related statistical languages and programs to manipulate com-plex datasets in order to facilitate presentation of this information in a simple and intu-itive format through interactive and impactful visualizations.
    •  Develop operational prototypes to collect, inspect, clean and transform data in ETL (extract, transform, load) processes and load data into staging datasets & ultimately into visualization tools.

    • High level of proficiency in at least four of the following: Jira, Confluence, PHP, Python, JavaScript, MySQL databases, Power Apps, Teams, and SharePoint Online.
    • Experience working in teams, including coordination of junior members, and engaging with clients. Working with multicultural teams would be an advantage.
    • Experience in developing workflow automation and service request tracking solutions would be an advantage.

    • Experience of a statistical software language (such as R software) is required.
    • Experience implementing protected area support activities, especially training or other capacity building initiatives, is desirable.
    • Experience working at the international level in developing countries dealing with communications and outreach is desirable.
