    Deputy Director, Settlements Accounting and Control

    Job Purpose

    This position supports the Director, Financial Markets Department in providing strategic leadership and oversight of the Settlements, Accounting & Control Division, setting divisional strategy, establishing robust risk and governance frameworks and ensuring end-to-end excellence in domestic and foreign transaction processing, clearing, settlement, accounting, reconciliation and control functions in the Division.

    Key Duties and Responsibilities

    Strategic Responsibilities

    • Provide leadership and expertise to a team in the execution of the mandates. He/she will be required to work closely with Heads of other business functions and Management to define forward-looking best practice strategic initiatives for the function.
    • Contribute as appropriate to the performance of other functions and to the overall achievement of CBK's strategic objectives.
    • Work effectively as part of the senior departmental management team to deliver on the key result areas and demonstrate competencies of his/her role.

    Technical and Operational Responsibilities

    • End-to-end oversight of domestic and foreign payments: clearing and settlement, confirmations, reconciliation, budgeting, accounting, custodial services and cash management.
    • Coordinate integration and performance of core banking and financial systems: RTGS, SWIFT, ORACLE, Treasury platforms, market infrastructure (e.g., DhowCSD) and any other system necessary for proper and timely recording of transactions.
    • Define and enforce internal controls, segregation of duties, and access governance across settlement, accounting, and forex custodial functions.
    • Ensure timely resolution of all payment queries and investigations; supervise high-value transactions and escalations.
    • Ensure that interests and redemptions are funded, processed and paid in an efficient and timely manner.
    • Lead divisional financial reporting and closure; ensure accuracy of trial balances, sub-ledgers, and reconciliations for bank accounts, securities registers, FX transactions, money market, and fixed income portfolios.
    • Oversee government securities operations: auction settlement, interest and redemption funding, corporate actions, and post-trade reporting.
    • Establish liquidity risk practices (intraday monitoring, funding forecasts, collateral optimization) supporting monetary policy operations and reserves management.
    • 9. Strengthen cybersecurity and data integrity: message authentication, encryption, audit trails, incident response for critical payment systems.
    •  Ensure business continuity and disaster recovery strategies are in place, e.g., set Recovery Time Objective (RTO) targets and run failover tests.
    • Drive automation/STP and analytics initiatives to improve timeliness, accuracy, and cost efficiency.
    • Coordinate internal and external audits; close findings with durable remediation tracked via risk registers.
    • Coordinate maintenance of customer static data such as Standing Settlement Instructions (SSIs) and master data governance.

    Change Manager (Manager 2)

    Job Purpose

    The Change Manager supports the Senior Manager, Strategic Initiatives Support in designing, developing, and executing the Bank's Change Management Strategy and Plans for all Strategic initiatives, and broader organizational transformation efforts. This role ensures that the "people side" of change, including shifts in processes, systems, technology, job roles, and organizational structure is managed effectively to maximize employee adoption, minimize resistance in achieving the desired business outcomes and benefits.

    Key Duties and Responsibilities

    Change Strategy and Planning

    • Develop and execute a comprehensive, structured Organizational Change Management (OCM) methodology and framework aligned with the Bank’s Project management standards.
    • Create integrated Change Management Plans for all Strategic Initiatives, covering key areas: stakeholder management, communication, training, resistance management, and sponsorship.
    • Conduct formal Change Impact Assessments to identify how specific projects (both IT and non-IT) will affect various employee groups, job roles, and business processes.

    Communication and Engagement

    • Design, coordinate, and execute communication plans to keep stakeholders informed about the nature, timing, and rationale of changes.
    • Collaborate closely with Project Sponsors and Senior Management to ensure they fulfill their role as active and visible change sponsors.
    • Facilitate focus groups, town halls, and engagement sessions to gather feedback, address concerns, and build buy-in across the Bank.

    Training and Capability Building

    • Work with subject matter experts (SMEs) to define the knowledge and skill gaps resulting from the change.
    • Oversee the development and delivery of targeted training programs and materials (such as job aids, guides, workshops) to ensure employees are ready and able to perform their new roles and use new tools/processes.

    Adoption and Resistance Management

    • Develop and implement a resistance management strategy to identify potential points of resistance and proactively address employee concerns.
    • Define and track adoption metrics (such as utilization rates, proficiency levels) to measure the success of the change intervention.
    • Conduct readiness assessments before and after change implementation to determine organizational preparedness and sustained adoption.

    OCM Governance and Maturity

    • Contribute to the maturation of change management capabilities across the Central Bank, including mentoring project managers and business leads on change principles.
    • Ensure all change management activities are compliant with the Bank's internal policies and regulatory requirements.
    • Report on the progress of change activities and associated risks to the Senior Manager and relevant steering committees.

    Qualifications

    •  A Bachelor’s degree in Organizational Development, Business Administration, Human Resources, Communications, or Psychology or related field from a reputable university.
    • Full professional qualification(s) in Change Management such as Prosci Certification, APMG Change Management Practitioner, or equivalent.
    • A Professional Project Management Certification such as PMP, PRINCE2 is an added advantage.

    Work Experience

    • At least six (6) years’ experience leading change management efforts for large-scale, complex projects in a Financial Services, Regulatory or Public Sector environment dealing with both technical (IT) and non-technical (Policy, Process, Organizational) changes.
    • Demonstrated track record of applying a structured change management methodology (such as ADKAR, Kotter) from end-to-end on multiple projects.

    Senior Business Analyst - Service Level Coordination (Senior Business Analyst 2)

    Job Purpose

    The role holder facilitates the Deputy Manager, Service Level Coordination to coordinate the development of inter-departmental Service Level Agreements (SLAs), support seamless implementation, review performance of Departments and prepare management reports that inform strategic decision making.

    Key Duties and Responsibilities

    Senior Manager, Portfolio Management

    Job Purpose

    The role holder will be responsible for the Portfolio Management Section and ensure that functional responsibilities are carried out in a safe, effective, and efficient manner. He/She will also ensure that Forex Reserves are invested in line with the Forex Reserves Management objectives, which are safety, liquidity and return and the investments comply with the law, policy, and relevant guidelines. Reporting to the Deputy Director, Reserves Management, the role holder will also be responsible for the effective and proactive management of all Front Office activities.

    Senior Manager, Client Account Management

    Job Purpose

    The role holder is responsible for ensuring that the Client Account Management Section meets its functional responsibilities and makes these contributions effectively and efficiently. The role holder also oversees the following units: Accounts Operations, Clients Relations & Marketing and Office Administration.

    Deputy Head, Security Services (Senior Manager)

    Job Purpose

    The Deputy Head of Security Services Division is responsible for the overall operational and administrative duties within Security Services Division. The role holder is also responsible for the provision of a secure work environment, safety of members of Staff, customers and the Bank’s assets.

    Manager Protocol (Manager 2) in the Executive Wing, Governor's Office

    Job Purpose

    The Protocol Manager is responsible for providing Protocol services to the Governor and Deputy Governors including their high-level guests. The role holder will also be responsible for liaising with stakeholders and teams, coordinating events, meetings and visits, managing logistics, schedules and itineraries as well as ensuring adherence to protocol in line with the Bank’s Vision and Values.

    • Plan and organize logistics for Governor/Deputy Governor and high-level guests attending workshops/meetings organized by the Executive Office
    • Provide and maintain effective linkages, contact development and builds strong and sustainable partnerships with relevant government agencies, hotels, airlines, and travel agencies.
    • Provide Protocol guidance to staff and supports management during official events and offers guidance on the expected patterns of official functions and prepares guest lists, assists in issuance and distribution of invitation cards and seating arrangements.

    Technical and Operational Responsibilities

    • Follow-up on Visas, Diplomatic Notes and Clearance Letters from the Office of the President.
    • Provide courtesies to Governor's and DG's guests.
    • Provide airport courtesies to the Governor, Deputy Governors, Chairman and other VIP guests.
    • Ensure airport VIP lounges are booked for the Executive during travel overseas.
    • Make adequate arrangements for official dinners, luncheons, press conferences etc.
    • Maintain imprest / travel allowances to facilitate local travel for staff attached to Executive Wing during official functions, meetings and workshops attended by Governor/Deputy Governor.
    • Verifies hotel invoices and other relevant claims before settling payment.
    • Identifies suitable gifts for Bank’s VIP guests.

    • Works closes with Security and Transport Divisions to ensures adequate security and transport is provided to visiting high-level Bank guests.

    Head Statistics and Library Services (Deputy Director)

    Job Purpose

    The Head of the Division is responsible for:

    • Planning and overseeing the gathering and compilation of data, ensuring availability of reliable, accurate, relevant and consistent statistics to support decision making and policy in the Bank.
    • Ensuring compliance with sound international statistical compilation methodologies and keeping abreast with developments of the same.
    • Custody of the Research Department’s database and ensuring that data is properly managed and governed.
    • Overseeing and coordinating the production of Bank’s statistical publications, data dissemination, including the Bank’s annual report.
    • Oversee the interagency collaboration on requisite surveys and take responsibility for the Banks’ financial obligation.
    • Participates, on behalf of the Director, Research Department, in national, regional and international activities aimed at improving quality of statistics and harmonization of definitions, concepts and compilation methodologies.
    • Liaison between the Bank and key national macroeconomic data producing agencies such as the Kenya National Bureau of Statistics (KNBS), Kenya Revenue Authority (KRA), The National Treasury; and regional integration collaborative activities on statistics.
    • Oversight of the Bank’s Library, including the Branches.

    Key Duties and Responsibilities

    Strategic Responsibilities
    Data Management and Governance for Research Departments data i.e.:-

    • Initiates policy on data collection, compilation, dissemination, storage and information accessibility by staff and the public at large.
    • Ensures guidelines for protection of data confidentiality in the compilation and dissemination processes are in place and are adhered to.
    • Works closely with the Bank’s Central Data Office to ensure that Bank’s data is properly managed and governed. This includes ensuring Research data is centralized and updated in the enterprise data warehouse and leading the automation of data management process in the Department.
    • Coordinates adoption and use of international best practices on data compilation.
    • Support Government programmes, regional integration and other international collaborative initiatives on statistics.
    • Work closely with other key stakeholders and participate in the development of National Strategy for the Development of Statistics (NSDS).
    • Provide leadership in the modernization of the Bank Libraries.

    Technical and Operational Responsibilities

    • Ensures effectiveness and efficiency in the compilation of data and preparation of statistical and other Bank reports assigned to the Department - that they are adequate in terms of coverage, periodicity, timeliness, quality and integrity.
    • Ensures that data reporting commitments to national, regional and international organizations are complied with.
    • Authorize the statistical data used for analysis of the Department’s and/or Bank’s publications including the biannual Statistical Bulletin and Website Macroeconomic Statistics.
    • Leads the production and dissemination of Statistical Bulletin, Monthly Economic Indicators and Website time series data.
    • Leads the revision of guideline notes to assist data compilers and identifies their training needs.
    • Coordinates economic surveys undertaken by the Bank.
    • Participates, on behalf of the Director, Research Department, in national, regional and international activities aimed at improving quality of statistics and harmonization of definitions, concepts and compilation methodologies.
    • Provides oversight and coordinates the activities of all the Bank libraries.
    • Coordinate the preparation of the Division’s Budget estimates.
    • Develops and maintains the business continuity plan for the Division.

    Other Responsibilities

    • Provide oversight and support to ensure compliance with Bank policies and processes including staff performance appraisals.
