    Manager, Resource Mobilisation

    Job Purpose

    The job provides leadership and guidance for initiating development of policies and strategies that enhance resource mobilization and create strategic partnerships to promote Tourism and Hospitality industry. The job further provides leadership and guidance for establishing funding of tourism products to enable product and service development and to diversifying the tourism products portfolio to widen the choice for visitors and enhance their experience; and to establish and premise broadened investment and revenue stream base for sustainable resource mobilization.

    Key Responsibilities/ Duties / Tasks

    Managerial / Supervisory Responsibilities

    • Advise on all matters resource mobilization and strategic partnerships creation and on all matters funding tourism product development and opportunities
    • Guides in liaison with the Director in the establishment, growth and engagement of strategic partnerships in resource mobilization for funding tourism product development and develop agenda items for management on issues of funding tourism product development and resource mobilization
    • Spearheads the establishment and maintenance of prioritized national portfolio of product development potentials and opportunities
    • Leads the review of guidelines and criteria for prioritizing and profiling funding tourism product development opportunities
    • Guides preparation of reports on tourism product development and pitches for networking development partners and reviews the developed reports
    • Steers profile capacity building opportunities with a keen interest on product development by improving standards and service delivery quality in the sector

    • Ensure quality vetting and prioritizing of tourism product development proposals;
    • Coordinate funding programmes and effective management of funded project/programmes for optimal revenue generation;
    • Steer the development/ review and execution of sector/ stakeholders’ capacity building programmes to enhance quality service delivery aimed at expanding tourism/ revenue collection;
    • Guides moderation and review of departmental work plans and implementation reports
    • Supervise, mentor and appraise staff in the department for optimal performance and output
    • Leads profile of departmental resource needs, mobilize, control and prepare returns; and
    • Reviews the developed and well-presented product range which is reputable within the market and intended audience for the destination.

    • Develops policies, guidelines and strategies for product development operations and criteria for resources mobilization;
    • Reviews and moderates funding of tourism product (and service) development criteria
    • Review developed new and existing tourism products in collaboration and partnership with Development Partners
    • Reviews identified collaborative partners and private funding to implement opportunities
    • Develops, implements and evaluates product development projects/ programmes
    • Reviews and presents project status reports
    • Facilitates consulting and advisory services to tourism enterprises for the development, upgrading and expansion of tourism attractions and service facilities
    • Confirms and reviews existing and develops new policies, guidelines, strategy and criteria for Fund’s revenue sharing;
    • Initiates, establishes and manages partnerships for mobilization of funds for tourism product development and stakeholder engagement;
    • Develop, review, implement and report on resource mobilization plans and networking programmes;
    • Profile and establish strategic and productive partnerships that generate funds;

    Manager, Legal Services

    Job Purpose

    The purpose of this job is to assist the Corporation Secretary in negotiating, writing and executing contracts agreements and contracts to protect the fund’s assets and personnel from legal liability   in the course of duty, and Representing the Fund in court matters and managing litigation.

    Manager, ICT

    Job Purpose:
    This job provides strategic leadership in policy formulation for incorporation of ICT best practice in Tourism Fund. The job maps the business needs of the organization in relation to Information Communication and Technology and aligns them to the strategic objectives of the fund and its operations for effective information technology management in the organization.

    Key Responsibilities/ Duties / Tasks

    Managerial / Supervisory Responsibilities:

    • Oversees the preparation of strategic, business continuity plans and operational plans for the ICT department to ensure all necessary ICT tools, processes and systems are in place to meet the requirements of the business and contribute to the achievement of short- and long-term goals of the fund.
    • Manages and provides oversight for the implementation of an ICT security strategy and disaster recovery plan that minimizes the risk of data loss and breach of privacy of the organization’s information and that of its prime contractor and other managing agents.
    • Spearheads the sourcing strategy to ensure appropriate procedures are in place to select equipment and services vendors.
    • Guides ICT systems to ensure that they are in compliance with all statutory and regulatory requirements by undertaking periodic review of ICT systems requirements as prescribed.
    • Leads preparation of ICT department status reports to guide the senior management in decision making.
    • Oversees the development of ICT departmental work plan to guide on the day to day operations of the department and conduct staff performance evaluation to ensure timely execution of tasks and achievement of the set targets.

    • Ensures that all Tourism Funds are equipped with sufficient cybersecurity knowledge to be protected while working with ICTs
    • Motivates, mentors, coaches and develops a successful ICT compliant workforce;
    • Ensures benchmarking with latest ICT Authority/International IT Governance Standards and international standards (ITIL, COBIT etc)
    • Collects and disseminates relevant digital data and information to facilitate ICT Innovations;
    • Implementation of business continuity and disaster recovery plan for ICT functions;
    • Maintains inter departmental collaborations within the organization for harmonious work relations;
    • Coordinates yearly projections of staff distribution and assignments in the ICT department to ensure efficiency;
    • Analyses, develops and implement the training needs of the staff in the department.

    • Ensures monitoring and evaluation of the Maintenance & repair of ICT equipment’s.

    Manager, Human Resource & Administration

    Job Purpose:

    Manage the overall human resource & Administration functions in the Fund, develop and implement Human Resource & administration policies and strategies aligned to corporate strategy to ensure effective human resource management. The position also coordinates the designing, development and management of employees in accordance with the existing Human Resource and Administration policies, rules and regulations to support the core mandate of Tourism Fund.

    • Lead development, implementation and monitor Human Resource policies and strategy in line with the corporate strategy, systems and procedures across the organization;

    Manager Finance and Accounts

    Job Purpose:

    This position provides strategic leadership in financial planning and accounting processes particularly in the management and development of finance and accounting policies, systems and processes that safeguard utilization of financial resources to ensure prudence of resource utilization and resources allocation at both the internal and external stakeholders. The position also oversees the implementation of short term and long-term investment strategies.

    • Oversee preparation of financial reports, lead period-end closing process and conduct monthly financial forecast.

    The successful candidate will be required to avail the following documents at the point of receiving the job offer;

    • Valid certificate of good conduct
    • EACC clearance
    • HELB clearance certificate
    • Valid KRA compliance certificate.
    • Clearance from a reputable credit reference bureau

    Officers in Grade TF 03 shall be appointed on a contract of five (5) years renewable subject to performance
