    Manager, Human Resource & Administration

    Job Purpose:

    Manage the overall human resource & Administration functions in the Fund, develop and implement Human Resource & administration policies and strategies aligned to corporate strategy to ensure effective human resource management. The position also coordinates the designing, development and management of employees in accordance with the existing Human Resource and Administration policies, rules and regulations to support the core mandate of Tourism Fund.

    Key Responsibilities/ Duties / Tasks

    Managerial /Supervisory Responsibility

    Human Resource Management & Development

    • Lead development, implementation and monitor Human Resource policies and strategy in line with the corporate strategy, systems and procedures across the organization;
    • Oversee development of board papers touching on employee’s issues requiring Board approval to inform decision making and the policy direction;
    • Guide development and review of terms and conditions of service in consultation with relevant stakeholders (staff, Management, Board, statutory requirements) to outline relevant rules and regulations;
    • Manage and provide decision support through Human Resource Metrics on employee turnover, training, return on human capital, cost of labor and expenses per employee to inform management decision making;
    • Manage Human resource management functions to ensure compliance with statutory obligations, labour laws and other legislations;
    • Coordinate Human Resource planning, succession management and budgeting to ensure prudent utilization of resources;
    • Manage staff Training and Development for employees to acquire more skills and competencies to achieve organization performance and productivity;
    • Manage Staff Discipline to ensure staff abide by set rules and regulations as they perform their allocated tasks and responsibilities;
    • Manage compensation and staff benefits through regular review of salaries, and benefits (e.g. car loans, bonuses, mortgage, gratuity, Management of Staff Pension,) to attract and retain employees; and
    • Formulate strategies for Employee Relations (CBA, staff discipline, grievance handling) to create industrial harmony.
    • Oversee compliance with all statutory and regulatory requirements relating to human resource.
    • Formulate, plan, design, develop and evaluate human resource-related initiatives that support organizational strategic goals.
    • Coordinate recruitment, placement, promotion, training and development and exit of staff.
    • Coordinate Performance Management.
    • Coordinate administration strategies, policies, procedures and guidelines designed to achieve Board of Trustees Mandate, strategic objectives and goals.

    Administration:

    • Coordinate the allocation of office and property management.
    • Coordinate and control of fleet Management.
    • Oversee Registry operations in adherence with the national archives and documentation act.
    • Spearhead planning and managing the Funds records for both core mandate and administrative records.
    • Coordinate the repairs and refurbishment of Tourism Fund building, Regional offices and facilities, furniture and fittings.
    • Coordinate the implementation of records management activities and strategies.
    • Coordinates the outsourced services.

    Operational Responsibilities / Tasks

    Human Resource Management & Administration

    • Execute disciplinary matters in so far as conveyance and procedure is concerned.
    • Oversee compliance with occupational health and safety rules and regulations.
    • Oversee mainstreaming of key service policies such as HIV/AIDS, gender disability and drug and substance abuse issues.
    • Manage employee, labour and industrial relations.
    • Coordinates in the preparation and also reviewing of job description templates.
    • Instigate the review of HR policies.
    • Administer salary and manage the payroll.
    • Plan and implement staff welfare issues and benefits including pension and insurance covers.
    • Ensure compliance with statutory human resource legislation, rules, regulations, conventions, policies, procedures and industry practices.
    • Manage human resource records.
    • Provide consultation and advice to management on strategic HR matters.
    • Oversee compliance with occupational, health and safety regulations.
    • Oversee Preparation adhoc and periodic reports.
    • Evaluate the need for employee training and development and make recommendations for training.
    • Oversee the coordination and implementation of annual performance reviews.

    Administration

    • Oversee office layout and allocate accordingly – in consultation with relevant department.
    • Securing compliance issues like OSHA certification.
    • Oversee that vehicles are inspected annually and transport services are effectively operated.
    • Oversee cleanliness and hygiene of office premises.
    • Oversee general staff welfare.

    Job Dimensions:

    Financial Responsibility

    • Oversee the preparation monitoring and implementation of the Human Resource and Administration budget approximately Ksh 970M per annum.
    • Coordinates the collection of annual rental income of about Ksh 76 M from Tourism Fund Building.

    Responsibility for Physical Assets

    • Tourism Fund Office Building
    • Computer and its accessories.
    • Office furniture and fittings
    • Motor vehicles.
    • Generator (back-up).

    Working Conditions
    Operates from a furnished office setting with exposure to internal and external interests with inherent conflict and hardship prone environment.

    Job Competencies (Knowledge, Experience and Attributes / Skills).

    Academic qualifications

    • Masters degree in any other relevant and related field;
    • Bachelors degree from a recognized University in Human Resources Management or Social Science, or any other relevant and related qualifications;

    Professional Qualifications / Membership to professional bodies

    • Higher diploma/diploma in human resource management;
    • Certificate in a Leadership Course from a recognized institution;
    • Have full membership of a professional body in the Human Resource field;
    • Holder of a valid Practicing Certificate;
    • Certificate in Computer Proficiency;

    Previous relevant work experience required.
    At least ten (10) years of experience three (3) of which must be at senior management level
