  • Kakamega County Water and Sanitation Company Ltd is a county corporation mandated to provide Water and Sanitation Services within the County of Kakamega.     ICT Officer

     

    Salary Scale 4

    This will be an officer working under the Commercial and Finance Manager. The officer will functionally report to the Commercial and Finance Manager and administratively to the Managing Director.

    Main Job Tasks and Responsibilities

    • Formulation, interpretation and application of ICT policies, procedures, rules and regulations;
    • Ensure that there is adequate system integrity and security, including physical safety and security of the computer hardware;
    • Keep abreast with changes in technology and advise management on upgrades or purchase of new technology as appropriate;
    • Developing and motivating an innovative and inspired ICT team and re-evaluating their skills and output to ensure delivery of results;
    • Providing appropriate information and guidance on emerging and best practices in ICT;
    • Overseeing the Company’s network and liaising with ICT suppliers and support services provider;
    • Ensuring timely provision of ICT service to all functions of the Company;
    • Ensuring implementation of well co-ordinate system(s) with sufficient controls in all functions of the Company;

    Education, Professional Qualifications and Work Experience

    • Bachelor’s degree in Computer Science or Information Technology or its equivalent from a recognized university;
    • Relevant IT certificates and competencies such as MCSE ,CCNA,CCNP or Linux is mandatory.
    • Satisfactorily served in the grade of ICT Officer or a comparable position with similar responsibilities in like organizations for at least five (3) years
    • Strong interpersonal, negotiation and communication skills;
    • A high degree of integrity and dependability; and
    • Demonstrated high management capability and competence in computerized information systems.

    Chief Accountant

     

    Salary Scale 3

    This officer will work under Finance and Commercial Manager.

    Main Job Tasks and Responsibilities

    • Prepare timely monthly, quarterly and annual management and financial reports
    • Advise management on revenue and costing issues
    • Preparation of cash flows forecasts;
    • Prepare timely and accurate financial budgets and forecasts by consolidating individual departmental budgets
    • Analyze budget and other financial variances (such as product margins) and advise Finance Manager accordingly.
    • Provide financial information to senior management, including monthly management/financial accounts and budget reports;
    • Monitor Creditors’ payments including petty cash and reconciliation;
    • Evaluate non-financial indicators, such as stock turnover and report on their effect on business performance or profitability
    • Monitor costs such as wages, materials and equipment;
    • Identify areas of the business where inefficiencies may occur.

    Education, Professional Qualifications and Work Experience

    Customer Services and Public Relations Manager

    This officer will work under the Commercial and Finance Manager

    Main job Tasks and Responsibilities

    • Develop, jointly with the Commercial and Finance Manager, approved customer service charter, strategies and operating plans that reflect the long-term corporate goals and priorities of the company.
    • Create a communication system that transcends between the company and customers to evolve a conducive working atmosphere;
    • Ensure the fostering of good working relationships with customers by providing good service in a timely manner;
    • Train personnel on public relations;
    • Undertake public awareness campaigns on various customer service and public relations.

    Procurement Manager

     

    Salary Scale 3

    This will be an officer working under the Commercial and Finance Manager. The officer will functionally report to the Commercial and Finance Manager and administratively to the Managing Director.

    Main job Tasks and Responsibilities

    • Preparation and implementation of annual procurement plans for the Company.
    • Ensure smooth, speedy and efficient procurement of goods and services for various departments
    • As Secretary to the Tender Committee, perform the functions as stipulated under the Public Procurement and Asset Disposals Act 2015
    • Ensure stocks control;
    • Ensure timely receipt and processing of requisitions from user departments;
    • Ensure economy, efficiency and effectiveness in purchasing;

    Quality Assurance Manager

    This will be an officer working under the technical manager in charge of overall quality assurance.

    Main Job Tasks and Responsibilities

    • Develop and implement water quality surveillance schedules and activities in all Areas and Schemes.
    • Oversee the development and implementation of water safety plan
    • Coordinate all environmental pollution control activities to ensure compliance with relevant laws, regulations and guidelines.
    • Prepare manpower and budgetary planning for the section;
    • Administers and directs all laboratory activities on quality assurance control, research and technical investigation; and
    • Processes and interprets quality assurance data as well as networking and team work.
    • Record and share results of the analysis and advice corrective action as appropriate

    Internal Audit Manager

    This will be key personnel in the company who will functionally report to the Board of Director’s audit committee and administratively to the Managing Director.

     Main Job Tasks and Responsibilities

    • Review internal control systems and make necessary recommendations
    • Prepare internal audit plans and ensure they are adhered to;
    • Plan, organize and complete audits to evaluate the effectiveness of the Company’s internal controls;
    • Undertake regular internal audits
    • Development and implementation of the annual audit plan, to include identification and assessment of the company's key risks;

    Main Job Tasks and Responsibilities

    • Maintains the work structure by updating job requirements and job descriptions for all positions.

    iii. Must be a licensed HR Practitioner and demonstrate proof of membership to a professional body IHRM or its equivalent
    iv. Five (5)years’ experience with at least 3 years at senior management level;
    v. Prior experience in managing a functional level in a large organization/busy environment
    vi. Understanding of labour laws.
    vii. Possess excellent communication, interpersonal, presentation skills and outstanding analytical and problem-solving abilities

    Main Job Tasks and Responsibilities

    • Provide strategic and technical leadership in the Technical Services Department to ensure provision of high quality services to customers.
    • Steer the development of departmental policies, procedures and actions plans in line with the Company mission and objectives.
    • Overseeing sourcing, production, treatment and distribution of water;
    • Overseeing construction and maintenance of the water infrastructure;
    • Ensuring undertaking technical evaluation of water applications;

    • Ensure the quality checks are carried out on time and remedial action taken;
    • Oversee preparation of comprehensive departmental reports and budgets, to Managing Director to facilitate decision-making;

    • Provide technical expertise and advise in the acquisition of contractors and consultants for major works;
    • Provide overall supervision of major works;
    • Oversee the planning and coordination of quality, maintenance and engineering (capacity works) related issues;

    Education, Professional Qualifications and Work Experience

    • MSc Water Engineering, MSc Project Management or MSc Civil Engineering plus additional qualification in Management or any other relevant field from a recognized university will be preferred;
    • Have a Bachelor’s degree in Water Engineering, Civil Engineering or its equivalent from a recognized university.
    • A registered member of the Engineers Board of Kenya.
    • Seven (7) year experience, five (5) of which should be at senior management at a water utility
    • Have wide experience in the water sector;
    • Demonstrated outstanding leadership capability;
    • Have demonstrated project management skills and hands on experience in project management
    • Must be conversant with the reforms in the water sector

    Main Job Tasks and Responsibilities

    • Formulation and implementation of sound financial and accounting policies and procedures;

    • Strategic Advise -Provide strategic advice to the board and Chairperson so that they will have accurate view of the market and the company’s future. Provide leadership to senior management and staff.

    • Have a minimum of 10 years in management at a senior level in a busy and well established organization;
