    The Kenya Revenue Authority (KRA) is the National Revenue Collection Agency for the Government of Kenya. Our Vision is: “To Facilitate Kenya’s Transformation through Innovative, Professional and Customer Focused Tax Administration”.

    KRA is seeking a result-oriented, self-driven individual with high integrity to fill the following vacant position in the Domestic Taxes Department.

     

    Deputy Commissioner- Domestic Taxes Enforcement

     

    Grade: 8

    Department: Domestic Taxes

    Division: Market Surveillance Division

    Supervisor:

    Chief Manager

    Job summary:

    Responsible for managing, supervising and coordinating activities of the division

    Key responsibilities:

    • Represent the department or the authority in inter government agency initiatives relating to fight against illicit trade
    • Analyze findings and intelligence and formulate of strategic and tactical reports for use in interventions against illicit trade
    • Formulate strategies, policies and procedures relevant to surveillance and enforcement against illicit trade and illegal transaction in accordance with tax laws
    • Collate and dissemination of intelligence gathered by the Division
    • Advice the Commissioner on technical matters relating to the enforcement operations
    • Liaise with other programs and stakeholders on all matters relating to enforcement operations
    • Ensure that all directives, rulings, change in methods of operation or determination of duties or taxes are implemented at all levels of operation in the division
    • Facilitate implementation and monitoring of annual work plan
    • Manage and control Inspection of Excise Factories
    • Coordinate and ensure effective implementation of measures against illicit trade through interdiction of illicit excisable goods and prosecution of offenders
    • Control and monitor sensitive exports and imports of including spirits and other alcoholic beverages
    • Facilitate the Licensing and registration process of Manufacturers and Importers of excisable goods
    • Ensure strict compliance with regulations including timely and routine inspection of persons engaged in the manufacture and importation of excisable goods
    • Ensure effective management of enforcement systems including Excisable Goods Management System (EGMS) and Tax Invoice Management Systems (TIMS)

    Academic and Professional qualifications:

    • Bachelor’s degree in Law, Business Administration, Economics or related disciplines from a recognized university.
    • Master’s degree in a relevant field such as business administration or economics from a recognized university.
    • A professional qualification in any relevant discipline will be an added advantage.

    Relevant work experience required:

    • Must have at least ten (10) years of service in a tax administration environment, five (5) at managerial level.
    • Wide knowledge and experience in Domestic Tax and Customs law and administration.
    • At least three (3) years senior management experience in enforcement against illicit trade will be an added advantage.

    Chief Manager - Cyber Operations

    Job summary:

    Responsible for development and overseeing implementation of policies, frameworks and strategies that will enhance KRA’s capacity to defend her systems against attacks / intrusions and for effective collection and management of intelligence from the digital space in support of KRA operations

    Key responsibilities:

    • Development and implementation of a framework for Computer Network Defense
    • Development and implementation of a framework for monitoring and evaluation of Computer Security Compliance standards & Management
    • Development and Implementation of a framework and capability for cyber threat intelligence and incidence response.
    • Management of cyber defense tools, technologies and infrastructure.
    • Management of network assets recruitment protocols
    • Supporting investigations and prosecution of cyber related incidences
    • Overseeing of management and operational reporting.
    • User training and knowledge transfer management
    • Management of resources in the operational area.

    Academic and Professional qualifications:

    • A degree from a recognized university
    • Background in specialized programming languages including PHP and HTML for Web facing applications.
    • Proficiency in C#, C++, Perl, Python, visual basic, ruby programming and scripting languages. Java and GoLang will be added advantage.
    • Advanced knowledge in reverse engineering and incidence response

    Relevant work experience required:

    • At least 7 years progressive work experience in the areas of vulnerability assessments and penetration testing at least two of which should be at management level.
    • Experience is adverse emulation will be an added advantage.
    • At least 3 years’ experience in the area of Network/infrastructure development
    • At least 3 years’ experience in computer software and hardware engineering.

    Chief Manager - Internal Affairs Investigations

    Job summary: Management of investigations on corruption and unethical conduct by staff.

    Key responsibilities:

    • Developing and implementing an effective framework for internal investigations.
    • Overseeing timely and effective investigation of cases of corruption and other areas of staff mis-conduct.
    • Initiating and maintaining effective linkage with other law enforcement agencies for the purpose of facilitating investigations and/or prosecution touching on the conduct of KRA Staff.
    • Supporting the disciplinary process by ensuring findings of investigations are properly captured and appropriately factored in the final determination of disciplinary cases.
    • Ensuring timely and effective prosecution of cases touching on KRA staff investigated by the division where prosecution is undertaken.
    • Overseeing of management and operational reporting.
    • Management of resources in the operational area

    Academic and Professional qualifications:

    • A Bachelor Degree in Social Sciences, Commerce or law from a recognized university
    • Evidence of training in the management of corruption or financial crimes or code of conduct related investigations
    • Relevant professional certifications in the area on financial/economic crimes investigations
    • Training in Tax and Customs administration will be an added advantage

    Relevant work experience required:

    • A minimum of 7 years of experience in the management of corruption or financial crimes investigations.
    • At least 3 years of experience is supporting prosecution of corruption or financial crimes or code of conduct related cases.
    • Experience in the conduct of lifestyle audits will be an added advantage.

    Chief Manager – International Tax And Customs

    Job summary:

    To provide support for Coordination of International Tax and Trade issues at corporate level in close liaison with the Revenue Departments, Marketing, the National Treasury and the EA Revenue Technical Committee.

    Key responsibilities:

    • Provide tax support to internal stakeholders on a variety of international tax and transfer pricing policies.
    • Provide technical advice on customs laws.
    • Provide technical guidance in Treaty Negotiations.
    • Provide technical leadership in development of appropriate Tax treaty model.
    • Provide necessary strategic and innovative guidance to both internal and external stakeholders on Treaty Interpretation.
    • Provide necessary strategy and innovation in Corporate Budget Coordination Process.
    • Articulating KRA Budget Proposals at Treasury and Parliament.
    • Enhance staff technical capacity through strategic and innovative guidance to the Line Departments Technical Staff.
    • Participate in deliberation of budget proposals at Corporate Level.
    • Articulate KRA position and role of various Agencies in Trade Facilitation.
    • Attend to any other assignment related to these duties.

    Academic and Professional qualifications:

    • University Degree, Upper 2nd Class Hon, in a relevant field of Economics, Finance, Law or Accounting.
    • Master’s Degree in any of the above fields will be an added advantage.
    • Relevant work experience required:
    • At least 5 years of quality experience in technical areas of Tax Administration, Treaty Negotiations or Economic Policy is required.
    • Must have working experience in managerial position.

    Academic and Professional qualifications:

    Chief Manager - Ethics Compliance

    Job summary: Monitoring of compliance with policies, standards and strategies that promote ethical conduct within KRA.

    Key responsibilities:

    • Develop effective compliance programs to ensure adherence by the Authority and staff to the Anti-Corruption framework, policies, and standards.
    • Coordinate Corruption Risk Assessment and Corruption Prevention Planning including stakeholder engagement in corruption prevention.
    • Oversee development and implementation of effective monitoring & evaluation framework for the KRA anti-corruption strategy
    • Coordination of CPCs and IAOs activities.
    • Monitoring compliance with external requirements and stakeholder commitments

    Academic and Professional qualifications:

    • Evidence of cumulative training on not less than three months in the areas of governance, corruption prevention, and management of Ethics programs.
    • Training in Tax and customs administration will be an added advantage.

    Relevant work experience required:

    At least 7 years progressive experience in the areas of governance, corruption prevention, and management of ethics programs, three of which must be at management level.
