    Registered Nurse III

    DEPARTMENT OF HEALTH SERVICES

    JOB GROUP 'H'

    Duties and Responsibilities

    This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities at this level will entail: assessing, planning, implementing nursing interventions and evaluating patient's outcomes; providing appropriate healthcare service including Integrated Management of Childhood Illnesses (IMCI), immunization, PMTCT, ante-natal care and delivery, providing health education and counseling to patients/clients and community on identified health needs; referring patients and clients appropriately; facilitating patients' admission and initiating discharge plans; maintaining records on patients/clients health condition and care; ensuring a tidy and safe clinical environment; and collecting and compiling data.

    Requirements for Appointment

    For appointment to this grade, a candidate must have:-

    • Diploma in any of the following disciplines: Kenya Registered Community Health Nursing, Kenya Registered Nursing, Kenya Registered Midwifery, Kenya Registered Nursing/Midwifery or Kenya Registered Nursing/Mental Health and Psychiatry from a recognized institution;
    • Registration Certificate issued by the Nursing Council of Kenya;
    • Valid practicing license from Nursing Council of Kenya; and
    • Certificate in computer application skills from a recognized institution.

    Duties and Responsibilities

    Duties and Responsibilities at this level will entail:-

    • Receiving patients at hospital reception
    • Registering and booking appointment for patients to clinics and consultants
    • Storing and retrieving medical records and documents
    • Preparing clinics
    • Updating bed bureaus
    • Editing patients cases records
    • Gathering data from different sources
    • Capturing data from service points
    • Maintaining record safety and confidentiality
    • Balancing daily bed returns
    • Creating and maintaining master index
    • Updating patient master index

    Kwale Municipal Board

    Terms of Employment : 5 year contract part-time basis

    Duties and Responsibilities.

    • Oversee the affairs of the Municipality;
    • Develop and adopt Short, Medium and Long term policies, plans, strategies and programmes, and set targets for delivery of services;
    • Formulate and implement the Municipal Integrated Development Plan (MIDP);
    • Control land use, land sub-division, land development and zoning by public and private sectors for any purpose, including industry, commerce, markets, shopping as well as employment centers, residential areas, recreational areas, parks, entertainment, passenger transport, agriculture, freight and transit stations within the framework of the spatial and master plans for the city or municipality as my be delegated by the county government;
    • Promote and undertake infrastructural development and services within the municipality;
    • Develop and manage schemes, including site development in collaboration with the relevant national and county agencies;
    • Maintain a comprehensive database and information system of the administration and provide public access thereto upon payment of a nominal fee to be determined by the Board;
    • Administer and regulate the Board's internal affairs;
    • Implement applicable National and County Government legislations.
    • Enter into such contracts, partnerships or joint ventures as it may consider necessary for the discharge of its functions assigned under the Urban Areas and Cities Act or any other written law;
    • Monitor and, where appropriate, regulate municipal services where those services are provided by service providers other than the Board of the municipality;
    • Prepare and submit its annual budget estimates to the County Treasury for consideration and submission to the County Assembly for approval as part of the annual County Appropriation Bill;
    • As may be delegated by the county government, collect rates, taxes levies, duty fees and surcharges on fees;
    • Settle and implement tariff, rates and tax and debt collection policies as delegated by the county government;
    • Monitor the impact and effectiveness of any services, policies as delegated by the county government;
    • Establish, implement and monitor performance management systems;
    • Promote a safe and healthy environment;
    • Facilitate and regulate public transport; and
    • Perform such other functions as may be delegated to it by the county government or as may be provided for by any written law.

    Requirements for Appointment:

    • Must be a Kenyan citizen;
    • Must be a resident of the municipality;
    • Must have lived in the municipality for at least five years.
    • Must be a degree holder in either Spatial/Urban Planning; Urban Development/Management; Geospatial Engineering, Civil/Construction Engineer
    • GIS; Architecture; Quantity Survey; Urban Geography; Environmental Planning/Management; Surveying and Mapping; Economics; Finance & Investment; Law; or any other relevant qualification from a recognized university in Kenya.
    • Possession of excellent leadership skills and ability to work under pressure
    • Have at least ten years of relevant experience at senior level in either public or private sector.
    • Must not be holding an elective office currently
    • Valid clearance certificates from: the Kenya Revenue Authority; the Higher Educational Loans Board; Ethics and Anti-Corruption Commission; Criminal Investigation Department and the Credit Reference Bureau in compliance with Chapter Six of the Constitution of Kenya 2010.

    Duties and Responsibilities

    • Act on behalf of the Municipal Board ensuring the execution of the decisions of the Board
    • Prepare and present for approval to the Board of the Municipality, an annual estimate of revenue and expenditure.
    • Be principally responsible for building and maintaing a strong alliance and effective working relationships between the Board and the civil society, private sector and community based organizations;
    • Prepare, and submit to the Board an annual report on the activities and accomplishments of the departments and agencies comprising the executive branch of the Municipality.
    • Act as an ex-officio member of all committees of the Board; and
    • Exercise supervision over all departments and agencies of the Municipality and coordination of its activities;
    • Administer and enforce all Municipality By-laws, resolutions, franchises, leases, contracts, permits, and other Municipality decisions;
    • Prepare and administer the annual Municipality budget;
    • Administer Municipality utilities and property;
    • Encourage and support regional and intergovernmental cooperation;
    • Promote cooperation among the Board of the Municipality, staff and citizens in developing Municipality policies and building a sense of community;
    • Any other duties as directed by the Board.

    Qualification for Appointment

    • Be a Kenya Citizen
    • Hold at least an first degree in either: Spatial/Urban Planning; Urban Development/Management; Geospatial Engineering; GIS; Architecture; Urban Geography; Environmental Planning/Management; Law; Public Administration; Economics; or Finance & Investment; from a university recognized in Kenya.
    • Demonstrate capacity to offer leadership and work under pressure
    • Have at least five years of relevant experience in a senior position in either public or private sector.
