    Clerk Assistant

    Job Responsibilities

    • Planning and carrying legislative, procedural or committee services;
    • Coordinating operations of a group of functions in the Assembly;
    • Advising the committees and individual members and other officers on legislative procedure & practices
    • Coordinating operations of Assembly chambers;
    • Coordinate activities relating to seminars, conferences and workshops. Assisting in ensuring adherence to parliamentary procedure, practice, conventions, tradition and etiquette;
    • Research involving search for fresh information/facts by consulting appropriate sources like documents or persons;
    • Offering administrative services in the County Assembly Service.

    Requirements

    For appointment to this position a candidate must be in possession of;

    • A degree from a University recognized in Kenya in any of the fields in law, engineering; finance, management, natural resource management, education, planning, development studies, gender studies accounting;
    • Demonstrable flair for Commonwealth and Kenyan Legislative procedures;
    • Demonstrable interest and commitment to the aims, objectives and principles of a devolved legislature;
    • IGood command of spoken and written English and Swahili coupled with demonstrable report writing skills.

    Legal Officer

    Job Responsibilities

    • Drafting Bills and amendment to the Bills to be proposed to the Assembly by any Member of the Assembly or any committee of the Assembly;
    • Giving legal interpretation of Acts and bills and generally giving legal advice on matters relating to the County Assembly business;
    • Providing legal advice to the County Assembly, Assembly committees, the speaker, the County Assembly Service Board, individual members and the Clerk;
    • Ensuring that the Bills passed by the County Assembly comply with the Constitution; and
    • Legal representation of the County Assembly and the County Assembly Service Board in court proceedings.

    Requirements

    • Have a Bachelor’s Degree in Laws from a recognized institution;
    • Be admitted as an Advocate of the High Court of Kenya;
    • Be in possession of a current practicing certificate;
    • Have proficiency in use of basic computer applications;

    Legislative Director

    Job responsibilities

    • Procedural and committee and carrying functions of legislative procedural and committee services.
    • Advising the speaker, other presiding officers and members of the County Assembly on legislative procedures and practices.
    • Coordinating of the speaker’s chambers.
    • IManaging County Assembly procedures, practices, conventions, traditions and etiquettes,
    • Offering administrative services to the County Assembly House committees.
    • The Table Office including marshalling of published Bills, Motions and Sessional Papers; and processing of weekly programme of Business and preparation and timely circulation of Order Papers and Votes and Proceedings of the Senate;
    • The Journals Office including keeping custody of Assembly Journals and records and archiving of those records;
    • Public Participation in Legislative process including responding to inquiries from members, the staff, the public and other legislative bodies.

    Requirements

    • Served for at least 5 years of experience in public sector and at least three years managerial experience in a relevant position (legal or procedural services.)
    • Bachelor’s degree in social sciences from a recognized university;
    • Master’s degree in a relevant field will be an added advantage.
    • IAttended senior management course in a recognized institution.
    • Mastery of parliament procedures, practices and application of knowledge in the execution of functions, activities and tasks.
    • Meets the requirements of Leadership and Integrity set out in Chapter six of the Constitution.

    Director Of Human Resource & Administration

    Job Responsibilities

    • Formulation, interpretation and application of human resource policies, procedures, rules and regulations;
    • Personnel emoluments, estimates and expenditure control;
    • Administration of pension schemes, gratuities, schemes of service and approval of leave;
    • Staff performance management and career development;
    • Staff insurance, salary advances and salary in advance;
    • Providing guidance in matters related to appointments and placement, promotions and confirmation of staff;

    Requirements

    • Bachelor’s Degree in the following Disciplines: Human Resources Management, Human resource Development, Business management, Business Administration or any equivalent.
    • Higher diploma in Human resource management.
    • Master’s degree in any of the following disciplines: Human Resource management/development, Business administration (Human Resource Option) or any equivalent qualification from a recognized institution will be an added advantage.
    • Be a registered member of the institute of Human resource management of Kenya.

    Director Research & Information Services

    Job Responsibilities

    • Advising the Clerk on financial and accounting matters and procedures
    • Management and approval of all Assembly payments.
    • Administer preparation of County Assembly budget and monitoring absorption of budgeted funds.
    • IOversees preparation of annual Accounts,
    • Oversee preparation of Annual Accounts or financial statements and maintaining all accounting records.
    • Liaise with external and internal audit teams by replying to Audit Queries, and developing briefs for the public accounts and investment Committee of both Assembly and senate
    • Oversee management and operation of integrated financial management systems and internet banking
    • Liaising with Human resource and administration department in management of County Assembly Payroll.
    • Supervise management and administration of loan funds to staff and county assembly members and ensure proper application of loan funds.

    Requirements

    • Served for at least 5 years cumulative experience in a finance or Accounting Office, three (3) of which must be at the grade of Principal Finance Officer or Principal Accountant or its equivalent position in a public institution.
    • Bachelor’s Degree in the following fields: Commerce (Finance /Accounting option), Economics, Business management, Business Administration or any equivalent.
    • Master’s degree in a relevant field will be an added advantage.
    • IMust be a member of the Institute of Certified Public Accountants of Kenya (ICPA-K) will be an added advantage.
    • Attended senior management course in a recognized institution or it’s equivalent.
    • Demonstrated a high degree of professional competence, administrative capabilities and initiative in the general organization and management of finance resource.
    • Shown merit and ability as reflected in work performance and results.
    • Possess sufficient knowledge of public procurement, budget preparation and overall management of the County Assembly.
    • Meets the requirements of Leadership and Integrity set out in Chapter six of the Constitution.
