    Senior Shipping Associate

    Duties and Responsibilities:

    Under the direct supervision of the Deputy Logistics Officer and under the overall supervision of the Head of Logistics, the incumbent will be responsible for the following duties:

    • Tracking WFP shipments arrivals to Somalia and alerting area offices of expected arrivals and foreseen delays;
    • Compilation of shipping report capturing status of arrivals and exports and circulating on weekly basis;
    • Ensuring necessary shipping documents are shared with ports operations teams on time;
    • Preparations of work orders, non-charge invoice and sharing with nominated service providers for stevedoring, customs clearance;
    • Ensuring nominated service providers allocations are accordance with tariff system as defined in the Transport Manual;
    • Monitoring performance of the nominated service providers, consolation with ports operations teams and compilation of performance evaluation reports upon end of contract;
    • Participating in evaluation of potential and existing local WFP shipping agents;
    • Maintaining single line of communications between Head Quarters and Area Offices about shipping for effective and efficient information flow;
    • Analysis and recommendation on optimal discharge terms for chartered arrivals based on Partners options, port capacity and estimate context developments and provide timely and accurate feedback;
    • Monitoring situation prior to vessels arrival and verifying its impact on the general output of given port operations;
    • Ensuring up to date information on local maritime regulations, ports structure and administration, port tariffs, shipping line charges in each port to ensure smooth flow of shipments in Somalia;
    • Review of superintendent reports and ensuring input to Head Quarter on their performance;
    • Review /verification of port storage charges, demurrage and detention claims and maintain up to date records of vessels and port operations;
    • Compile reports on quarterly basis for overview analysis;
    • Perform other related duties as required.

    Minimum Qualifications:

    Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
    Experience: At least six years’ work experience in the field of Logistics shipping with at least 3 years’ experience in monitoring and managing shipping operations.

    Language: Fluency in both oral and written communication in English is a requirement.

    Knowledge & Skills: 

    • Demonstrated experience in monitoring and managing shipping operations;
    • Preparing and managing budgets;
    • Experience in preparing and executing contracts;
    • Experience in working with and leading a team;
    • Hands-on relevant experience in the UN or INGOs is desirable.

    National Logistics Officer

    Duties and Responsibilities:

    Under the direct supervision of the Logistics Officer (Head of the Unit), the incumbent will be responsible for the following duties:

    • Contribute towards the development of logistics projects design and plans to ensure supply chain operations that engage and stimulate local capacity;
    • Support or manage logistics projects and operations activities following standard processes;
    • Collect and analyze date and market information through research and networking to recommend actions to senior staff to improve performance of logistics projects and operations;
    • Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimize use of available funds;
    • Contribute to consolidation and preparation of projects and operations design, planning and coordinate with relevant unit, including checking applicability of designs/solutions and relevant technology;
    • Contribute to supply chain by providing technical support and guidance to other Country Offices particularly, services and divisions for food systems projects;
    • Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries;

    Minimum Qualifications:

    Programme Policy Officer, NOA - Social Protection

    STANDARD MINIMUM QUALIFICATIONS

    Education: An advanced university degree in one or a combination of the following fields is required: Social Policy, Public Policy, Social Work, Sociology, Economics, Public Finance Management or another relevant technical field.

    Experience: A minimum of five years of relevant professional work experience is required. Sound understanding of national social protection policy-making processes and ability to filter operationally relevant lessons for governments and other partners. Demonstrated experience in cross-agency collaboration and providing input into policy discussions and decisions. Demonstrated experience in managing data collection and analysis for policy decisions. Strong understanding of social protection programming in both development and emergency contexts will be considered as a strong asset.

    Language Requirements: Fluency in English is required. Working knowledge of Kiswahili will be an added advantage.

    ORGANIZATIONAL CONTEXT

    The jobholder will be accountable to the Head of Country Capacity Strengthening Unit under the direct supervision of the Programme Policy Officer (Social Protection/Social Safety Nets)

    JOB PURPOSE

    The Programme Officer is responsible for assisting the leadership, management and supervision of the social protection programming and related advocacy at strategic planning of interventions and subsequent delivery of sustainable results for WFP’s technical assistance to the Government of Kenya. This includes programmes aimed at improving (i) social protection policies to reduce hunger; (ii) social protection coverage and impact on the most vulnerable persons; (iii) the transparency, adequacy, equity and efficiency of public investments and financial management from a systems perspective; and (iv) governance, decentralization and accountability measures to increase public participation including gender considerations. The foregoing will be achieved through direct interactions with government counterparts, UNDAF and other development partners.

    KEY ACCOUNTABILITIES (not all-inclusive)

    Social protection programme development

    • Understand the national social protection policies, strategies, set up and function to identify areas of cooperation and potential technical support.
    • Provide technical assistance to setting social protection programme priorities, strategies and implementation plans.
    • Dialogue and work closely and collaboratively with colleagues, government representatives and partners to determine national and county-specific priorities to ensure the achievement of sustainable results for poverty and hunger reduction.
    • Provide technical and operational support in all programming processes to ensure integration of food assistance and shock-responsive components into the social protection framework in a coherent and harmonized system

    Institutional strengthening through innovation and evidence generation on vulnerabilities to inform policy and programmes

    • Contribute to to the development of relevant evidence-based polices and legislations at the national and county levels.
    • Provide technical assistance for research and dissemination of findings to programme and policy makers and advocate for the utilization of such findings to improve the performance of the sector.
    • Oversee the collection, analysis and presentation of data on food poverty and how this can be tackled through social protection. This will include provision of appropriate technical support for strengthening the national capacity to collect, report and use data for policy decision-making.
    • Support the development of information management system at the national and county levels to enhance programmes accountability, transparency, referrals, linkages, efficiency analysis, policy debates and appropriate decisions.
    • Develop appropriate social protection training materials for different audiences and facilitate the updating of the developed packages to meet the evolving needs within the country.

    Strengthening social protection coverage and impact for vulnerable populations

    • Support the government to implement policies, including the social protection investment plan with an intention of increasing coverage of and impact on vulnerable populations as defined in the social protection policy.
    • Promote strengthening of integrated social protection systems, providing technical support to government to improve the design of cash transfer programmes with improved linkages with other socially protective interventions such as resilience building through provision of productive assets; nutrition; education; and health and health insurance services.
    • Provide technical assistance for further development of a social protection system that is responsive to shocks which may fully or in part be attributed to the negative effects of weather and economy and the likelihood for increased vulnerability of the poorest and food insecure populations.
    • Contribute to improved monitoring and research around social protection impact on poverty and food security outcomes, and research findings for strengthening programme results.

    Strengthened advocacy and partnerships

    • Facilitate strengthening of effective partnerships with the Government, UNDAF partners, donors, civil society and political leaders, to support the achievement of the twin goal of vision2030 and relevant targets for SGDs 1,2 and 17.
    • Identify other critical partners, promotes awareness and builds capacity of partners, and actively facilitates effective collaboration with all partners contributing to the social protection agenda in Kenya.
    • Develop funding proposals and prepare timely reports for presentation to the donors.
    • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.

    Engineer

    STANDARD MINIMUM QUALIFICATIONS

    Education: First University degree in Civil Engineering or related Engineering discipline. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority.
    Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

    National Professional: Fluency (level C) in English language and the duty station’s language, if different.

    ORGANIZATIONAL CONTEXT

    These jobs are found in Headquarters (HQ) or Country Offices (COs).  They report to the Division/Country Director or the designate, and are subject to overall normative and technical direction by the Chief Engineer, WFP Engineering in relation to all matters of engineering services and construction activities.
    Job holders operate under the direct supervision of a more senior and experienced Engineer holding recognised accreditation as “Chartered Engineer” or “Professional Engineer”. They are involved in day–to-day practical engineering activities and analytical work. Subject to the overall guidance, job holders complete assignments and provide advice on engineering issues, applying the established norms, standards regulations and providing expertise in making determinations and recommendations across a range of daily activities.
