    Chief Manager - ICT (IT Infrastructure)

    The Chief Manager, IT Infrastructure as the head of IT Infrastructure Section in ICT Division.  The overall responsibility for this position include following functions:

    • Data Centre Management;
    • System and Database Management;
    • Infrastructure Management, Design and Planning;
    • IT Service Continuity, Availability, Capacity Planning and Service Monitoring.

    Responsibilities

    • Design and implement short- and long-term strategic plans necessary to certain network capacity meet existing and future KRA IT infrastructure requirements.
    • Develops, implements, maintains policies, procedures, standards and associated training plans for network resource administration and appropriate use.
    • Responsible for strategic planning, design and deployment IT infrastructure and networks with support from vendors
    • Plans, acquires, and coordinates installation of in-house and remote hardware and software across the organization’s network and approves all upgrades.
    • Conduct research and make recommendations on network products, services, protocols, and standards in support of infrastructure procurement and implementation in a cost effective manner
    • Manages and ensures optimal operation of all network hardware and equipment, including routers, switches, UPSs, load balancers, security installations, VOIP, IP telephony
    • Responsible for Corporate Data Centre(s) including recovery sites and data security
    • Manage and ensure effectiveness of security solutions, including firewalls, anti-virus solutions, and intrusion detection systems.
    • Tests networks & servers performance and provide network performance statistics and reports; develop strategies for maintaining network infrastructure.
    • Responsible for system and database administration for all business systems
    • Provides leadership in the development, testing and support of the enterprise risk management program for business continuity and disaster recovery
    • Conducts IT infrastructure capacity planning, hardware and data centre equipment replacement strategy, service availability and monitoring
    • Serves as a liaison person between the Authority, regulatory authorities/agencies and service providers on IT infrastructure and data networks aspects
    • Documents and maintains IT infrastructure assets inventory
    • Manages day-to-day operations of the IT Infrastructure Section to ensure effective technical support, target setting and performance management

    Qualifications

    • Bachelor’s degree in Computer Science, Management Information Systems, Information Technology, Electrical / Electronic Engineering, Telecommunications or any other IT related field.
    • Masters degree in Computer Science, Business Administration, Information Systems or related Postgraduate degree will be an added advantage.

     The following certifications will be an added advantage

    • Cisco Certified Network Professional or Cisco Certified Internet Engineer
    • Certified Data Centre Professional
    • Oracle Certified Administrator
    • Red Hat/Unix/Linux Certified Systems Administrator

    Relevant Work Experience Required

    • The post holder should have at least 10 years progressive experience in the IT environment, with at least 5 years’ experience at managerial level

    • Excellent knowledge of current protocols and standards, including Active Directory, Group Policies, Core Switching/Routing, SSL/IPSec, SAN, Virtualization, Business Continuity, Disaster Recovery, databases.

    • Identify and source  third party Data sources required to enhance Data quality
    • Leverage existing and  implement new technologies in the Data quality  management
    • Engage and partner with third party vendors, IT and other parties as required

    Data Literacy and Culture

    • Lead and develop teams to ensure data governance policies and practices are embedded throughout the institution
    • Initiate programs that  promoting data culture and literacy
    • Communicate and Promote the Value of Data Assets

    Academic and Professional qualifications

    • A Master’s degree in Data governance  , Data Science, Information Management, Statistics,  or a related field
    •  Membership of a  relevant Professional Body

     

    Relevant work experience required

    • Minimum Ten   (10) years  experience in  Data Governance and/or Management Five (5) of which must be at a leadership position
    • Must have working in organizations  with mature Data governance capabilities
    • Specialist knowledge of Data governance Principles and practices
    • Working knowledge of process design and re-engineering.
    •  In-depth knowledge of Data and  information management practices, including but not limited to:
    • Data governance principals and  practices, including Data governance program lifecycles
    • Data stewardship practices
    • Metadata and Data quality management
    • Data modeling and  master Data management
    • system testing
    • principles of IT security and Data protection
    • Knowledge of Informatics Tools Suite, Tableau, SAS, ETLs, SQL, ORACLE etc
    • Understanding of the Experience in project management
    • Experience in Big data, cloud and advanced analytics is an added advantage.
    • A clear understanding of the Kenya Revenue Authority’s  mandate, and automation journey  and business systems

    Other Skills Required

    • Proactively scans the environment and keeps updated  with current  emerging trends in Analytical tools and skills
    • Ability to communicate complex technical concepts to non  technical audiences
    • An understanding of relevant statutory frameworks applying to Data governance
    • Familiarity with Revenue collection practices and policies
    • Excellent communication and interpersonal  skills
    • Ability  to liaise with staff at all levels across departments in KRA
    • Strong analytical and problem solving skills
    • Excellent writing skills, with the ability to  create clear requirements, specifications and documentation
    • Strong ability to communicate information, business process and system changes to both  and a  technical and nontechnical audience
    •  Ability to work under pressure and manage conflicting priorities
    • Ability to develop people, skills in coaching, mentoring, teaching on the job, identify and recruit talent
    • Effectiveness in building trust, respect and cooperation among teams
    • Excellent problem solving skills to assist in issue resolution.

    Responsible for:

    Provide leadership in quality management programme implementation in order to attain and maintain quality standards in the Authority.

    Tasks and outputs:

    • Provide leadership in sustaining of the Authority’s ISO Certification.
    • Develop work-plans and align them to the Authority’s strategic objectives.
    • Coordinate monitoring and evaluation of the quality management systems (QMS) to ensure compliance with requirements of the International and Internal Standards.
    • Coordinate QMS reviews in the Authority.
    • Make recommendations to the Quality Management Representative on risks that may threaten the Authority’s ISO Certification to ensure timely interventions.
    • Liaise with relevant internal and external stakeholders on QMS Networking, Training, Awareness, Certifications and Surveillance Audits.
    • Coordinate implementation of the Authority’s Integrated Management System (i.e. Convergence of Sector Specific ISO Standards).

    Skills required:

    Minimum qualifications

    • Bachelors’ degree in economics, business administration, public policy, or any relevant qualification.
    • Qualified QMS Lead Auditor.
    • Experience in an automated QMS environment.
    • Registration with the International Register of Certificated Auditors (IRCA-UK) and/ or Chartered Quality Institute or the National Quality Institute.

    Minimum years of experience

    At least 10 years’ experience in providing strategic quality management leadership in a large dynamic organization (multi-site).

    Competencies required for this Role:

    • Ability to build and maintain strong relationships with internal and external stakeholders.
    • Self-driven, dynamic and dedicated team player.
    • Strategic thinking and analytical skills.
