    Director Communication & Outreach

    Managerial

    1. Develop comprehensive communications and public relations strategies and policies to support the implementation of the National Police Service Commission’s strategic plan.
    2. Prepare the department’s operational strategy, policies, work plan and budgets to support the attainment of its mandate.
    3. Prepare, continuously review and update the Commission’s communications guidelines and manuals to ensure effective internal and external communication in line with professional practice.
    4. Develop and implement effective media relation strategies to maximize media opportunities.
    5. Manage the Communication’s reputation by leading the identification and prioritization of emerging issues and carrying out effective communication to address these issues in a timely manner.
    6. Oversee content development for the Communication channels including website, social media platforms and other communication documents.
    7. Design and implement Cooperate Social Responsibility (CSR) plan that supports the growth of National Police Service Commission brand values.
    8. Coordinate, monitor and evaluate the work of third party communication services providers including writers, designers, and printers, in line with agreed terms of engagement.

    Operational

    1. Implement the Office’s communication strategy to ensure effective social marketing and management of the institution brand and reputation.
    2. Manage the Commission’s brand and reputation by ensuring that the office brand standards are met in all communications both in tone and message.
    3. Drive the Commission’s internal and external communication strategy and messaging by providing counsel and message framework for all other channels of communication for the office.
    4. Edit and coordinate production and dissemination of the National Police Service Commission Information, Educational and Communication (IEC) materials and newsletter.
    5. Design, maintain and update the media resource centre for the department 6. Audit all communication activities and recommend improvement to the management.
    7. Implement effective external media relation strategies to maximize media opportunities.
    8. Responsible for social media strategy and implementation for effective social marketing.
    9. Review and provide professional input into all the communications opportunities identified for the CEO and other senior staff.
    10. Lead the development and performance management of staff that report to the position to ensure the achievement of both individual and commission goals.

    Financial

    Qualifications Knowledge and Skills

    1. Master’s degree in Mass Communications or Public relations or its equivalent from a recognized university.
    2. CISA, CIPS.
    3. Computer literacy.
    4. Budgeting skills.
    5. Knowledge of relevant legislation.
    6. Knowledge of professional standards.
    7. Leadership skills.
    8. Communication skills.
    9. Interpersonal skills.
    10. Organizational skills.
    11. Ability to work under pressure.
    12. Negotiation skills.
    13. Ability to build and lead cohesive teams.
    14. Problem solving skills.
    15. Meet the requirements of Chapter Six of the Constitution of Kenya.
    16. Fifteen (15) years of service, of which five (5) must be of similar experience in a comparable position from a reputable organization.


    ADDITIONAL CRITERIA FOR SELECTION

    1. Applicants should attach a copy of National Identity Card or Passport, testimonials, or any other evidence of proven relevant expertise herein being sought;
    2. In addition to the qualifications set out in the Constitution and the Enabling Statutes, applicants must further furnish clearance certificates from:
    a) Director, Ethics and Anti-Corruption Commission (EACC);
    b) Commissioner General, Kenya Revenue Authority (KRA);
    c) Chief Executive Officer, Higher Education Loans Board (HELB);
    d) Professional bodies (where applicable) to which the applicant belongs such as LSK, ICPS (K), ICPAK, AAK, IEK, etc.;
    e) Certificate of Good Conduct.


    NB: These criteria are applicable only to the Senior Positions NPSC 5 to NPSC 8.

    DISQUALIFICATION CRITERIA

    No person shall be qualified for appointment in any of the above posts if the person:

    a) Has previously been convicted of any criminal offence;
    b) Has violated the Constitution;
    c) Is an undischarged bankrupt;
    d) Has been adversely mentioned in any report by a Commission of Inquiry or any Parliamentary Committee;
    e) Canvasses directly, indirectly, by proxy, by emissary, by ethnic or clan whipping, by pressure groups, by other associations or in any other way;
    f) Knowingly, willingly and blatantly lies, misrepresents, cheats and fails to disclose material facts.

    SECURITY REPORT

    In addition, the National Intelligence Service (NIS) may be requested by the Commission to provide a report on all shortlisted applicants.
