    General Manager, Human Resource Management and Organisation Development

    Ref: NCPB/MD/018/2

    Job Purpose (Role)

    Reporting to the Managing Director, the Head of Human Resource and Organisation Development shall be responsible for NCPB’s HR Management function which aims to bring together and develop into a cohesive and an effective complement all the human resources in NCPB, while giving regard to the well-being of the individual and groups of workers and enable them to make maximum contribution towards the successful attainment and sustenance of NCPB’s corporate goals and objectives. S/he shall also be responsible for the efficient and effective management of NCPB’s office services, transport and security functions. The Jobholder also contributes to the executive management of NCPB.

    Functions / Key Results Expected

    Oversees:

    • attainment of effective utilization of human resources in the achievement of organizational goals;
    • establishment and maintenance of a sound organizational structure and desirable communication relationships among all the members of the organization;
    • provision of adequate and equitable reward system to satisfy individual and group needs;
    • maintenance of good employer-employee relations;
    • provision of training and development programmes;
    • provision of various employee services to sustain/improve the wellbeing of employees and their dependent’s health;
    • satisfaction of constitutional requirements for addressing disadvantaged persons/groups by providing employment opportunities to women and marginalized sections of the society;
    • creating a favourable work environment
    • office administrative and support services, and
    • security services including the prevention, detection, and investigation of cases of theft, fraud or any malpractice against NCPB’s property or third-party property under the custody of NCPB and ensuring compliance with the laid down security policies and procedures and to formulate new ones in line with emerging security threats

    Impact of Results

    The key results have an impact on the overall efficiency and effectiveness of NCPB including improved business results and client services. The HR Management and Organisation Development Division impacts on the organisation’s ability to utilise efficiently and effectively NCPB HR Resource and provision of office administrative and security services

    Qualifications and Experience

    • A Bachelor’s degree in Human Resource Management or a business related field
    • A Masters Master’s Degree in Human Resource Management
    • Higher Diploma in Human Resource from KNEC or equivalent
    • Minimum of 12 years in HR Management, five (5) of which should be in the post of Manager, HR or equivalent.
    • Membership of the Institute of HR Management (K) and a certified HR Practitioner

    • Police Clearance Certificate (Certificate of Good Conduct)
    • Higher Education Loans Board (HELB) Clearance Certificate.
    • A Tax Compliance Certificate from the Kenya Revenue Authority (KRA).
    • A clearance certificate from the Ethics and Anti-Corruption Commission (EACC).
