    Chief Manager - Compensation and Benefits

    Job Description

    Key Responsibilities / Duties / Tasks

    Managerial / Supervisory Responsibilities

    • Oversee salary administration and payroll management;
    • Oversee the capture of authorized payroll changes for update
    • Ensure compliance with established policies and procedures, benefits and tax deduction requirements
    • Ensure timely remittance of the payroll
    • Facilitate audit of payroll and address issues identified
    • Promote compliance with internal standards.
    • Oversee Reconciliation of payroll accounts in the General ledger.
    • Maintain payroll information by designing systems; directing the collection, calculation, and entering of data.
    • Manage payroll workload to meet operational requirements
    • Maintain employee confidence and protect payroll operations by keeping information confidential.
    • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks
    • Prepare, administer and maintain fiscal year-end reports and ensure that they are properly and accurately reconciled for accuracy and completeness of information
    • Overseeing medical management in the Authority
    • Facilitate implementation of the Authority’s medical policy and strategies for employees, and those conducting business within the premises of the Authority
    • Coordinate implementation of the Authority’s staff welfare and benefits programs
    • Oversee the management of salary classification and compensation programs, overseeing the implementation of compensation and benefits, analysing compensation data, evaluating job positions to determine classification of salaries
    • Coach, mentor and train staff in the unit to ensure that they perform their duties in accordance to standards.

    Operational Responsibilities / Tasks:

    • Establish/maintain employee records; ensure that employee changes are entered correctly and made on a timely basis; review changes for proper authorization
    • Coordinate and supervise the payroll process
    • Attend and participate in the Authority’s Health and Safety Committee meetings
    • Plan, develop, and oversee competitive benefit programs and packages to compensate employees
    • Check payroll reconciliation and explain any differences
    • Assist in the planning and formulation work plans, policies and strategies
    • Completes operational requirements by scheduling and assigning employees; following up on work results
    • Implement work plans, policies and strategies.

    Financial Responsibility

    Development of budgets.

    Responsibility for Physical Assets:

    • Responsible for physical assets assigned by the institution.
    • Provide oversight for all departmental physical assets.

    Decision Making:

    • Make strategic, operational and financial decisions
    • Plans the work of subordinates
    • Assigns work to subordinates
    • Monitors subordinates work performance.
    • Appraises/evaluates subordinates performance.

    Working Conditions:

    Works predominantly in a comfortable environment.

    Job Competencies (Knowledge, Experience and Attributes / Skills)

    • Master’s degree in a relevant field.
    • Higher Diploma in Human Resource Management/ Certified Human Resource Professional (CHRP)
    • CPA (K)
    • Membership to ICPAK, IHRM
    • At least 5 years work experience as a Manager/Equivalent.
    • Organizational skills
