    Assistant Director – Human Resource Management and Development

    Requirements for Appointment

    • Served in the grade of Principal Human Resource Management and Development Officer for a minimum period of three (3) years;
    • Bachelor’s degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, Education, Sociology, Political Science/Government, Anthropology or any other relevant Social sciences from a recognized institution;
    • Master’s degree in Human Resource Management, Human Resource Development, Human Resource Planning, Industrial Relations, Labour Relations, Education, Public Administration, Business Administration, Counselling Psychology or any other relevant qualification from a recognized institution;
    • Membership to a relevant professional body;
    • Certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution;
    • Certificate in computer applications skills from a recognized institution; and
    • Demonstrated merit and ability as reflected in work performance and results.

    Duties and Responsibilities

    1. Coordinating human resource services in areas such as appointment, promotion, payroll management, discipline, pensions, establishment and complement control;
    2. Analyzing staffing levels and making proposals for succession planning;
    3. Analyzing utilization of Human Resources and advising on proper deployment;
    4. Analyzing staff career progression and making proposals for career development;
    5. Ensuring the correct interpretation and implementation of human resource management and development regulations;
    6. Preparing reports on the implementation of Performance Management and Performance Appraisal System;
    7. Preparing reports on the administration and management of the Human Resource Information System;
    8. Coordinating and implementing technical assistance training programmes;
    9. Advising on appropriate training programmes;
    10. Undertaking training needs assessment;
    11. Developing training plans and training projections;
    12. Monitoring and evaluating the impact of training programmes on performance and service delivery;
    13. Monitoring implementation of human resource management and development policies, rules and regulations;
    14. Preparing and submitting reports on human resource management and development; and
    15. Validation and authentication of academic and professional certificates in liaison with the relevant institutions.

    Method of Application

    Interested and qualified candidates are requested to make their applications by completing one application on the Kitui County Public Service 2 (KCPS 2) Form.

    The completed KCPS 2 Form, together with certified copies of applicant’s academic/professional certificates, letter of appointment/promotion to their present grade and National Identity Card should reach the office of the Board Secretary, Kitui County Public Service Board, on or before Monday, 13th June, 2022.

    Short listed candidates shall be required to produce both originals and certified copies of their National Identity Card, Academic and Professional certificates and transcripts, letter of appointment/promotion to the current substantive post during interview. In addition, they will be required to ensure that the Head of Department’s recommendation on KCPS 2A Form is forwarded before the interview.
