Vihiga County whose headquarters is in Mbale is Located in the Western Region of Kenya. It boarders Nandi to the East, Kisumu County to the South, Siaya County to the West and KAKAMEGA County to the North. It is one of the four Counties in the former Western Province. Vihiga County has five Constituencies; Luanda, Emuhaya, Hamisi, Sabatia and Vihiga. The County’s population stands at 612,000.
Duties and Responsibilities
- Plan, interpret policy, advice, and guide cultural matters and programmes in line with the county strategic objectives;
- Oversee coordination and implementation of all cultural programs at the county level to ensure they achieve the objectives of the county;
- Implement the section’s staff performance appraisal system to enhance work performance in the department;
- Verify and endorse registration of cultural practitioners at the County and coordinate the cultural practitioner’s association activities;
- Oversee the implementation of community activities aimed at preserving and promoting tangible and intangible cultural diversity and heritage; Oversee identification, preservation and conservation of historical sites in the county;
- Coordinate development of creative and cultural industries and the arts for economic development and promotion of cultural and identity value;
- Coordinate the establishment and management of community cultural centres and galleries;
- Work with other agencies and bodies, such as museums and educational services, to develop services and initiatives that relates to promotion and preservation of cultural heritage;
- Mobilize resources to empower cultural practitioners in their various cultural activities and endorse cultural groups and individual requesting assistance with cultural grants;
- Review of the periodic reports prepared by the staff of the department for submission to the Chief Officer.
Qualifications, Knowledge and Skills
- Bachelor degree in Social Science or any other relevant field from a recognised institution;
- At least ten (10) years of relevant work experience in senior management position;
- Certificate in a senior management course not less than four (4) weeks from a recognised institution;
- Computer literacy;
- Ability to build and lead cohesive teams;
- Problem solving skills;
- Meet the requirements of Chapter Six of the Constitution of Kenya;
- Demonstrated knowledge of the relevant legislation including the Constitution of Kenya, County Government Act, 2012.
