Regional HR Support (Operational and Advisory)
The HR Business Partner will provide comprehensive HR support, including but not limited to:
HR Operations and Employee Lifecycle
- Advise and support on recruitment, onboarding, contract management, probation, performance management, and offboarding.
- Provide guidance on disciplinary processes, grievance handling, and staff relations.
- Support contract renewals, extensions, and role changes in line with organizational policies.
HR Policies, Procedures, and Compliance
- Interpret and apply global HR policies in the Kenyan and regional context.
- Advise on compliance with Kenyan labour law and relevant regional legal frameworks.
- Identify gaps between global policies and local practice and propose pragmatic solutions.
Payroll, Benefits, and Compensation Support
- Liaise with payroll providers and finance colleagues to support accurate payroll processing.
- Advise on benefits administration and local market practices.
- Support salary benchmarking and input into compensation-related reviews as required.
Performance Management
- Support managers with the performance management cycle, including objective setting, reviews, and performance improvement plans making use of BambooHR
- Coach managers on people management, leadership challenges, and HR decision-making.
Safeguarding, Duty of Care, and Risk Management
- Support the application of safeguarding, code of conduct, and duty of care frameworks.
- Advise on sensitive cases in collaboration with global HR and the Integrity and Compliance Manager.
Change Management
- Advise on and implement changes to the structure of the organization in the region.
Deliverables
Key deliverables may include:
- Clear and comprehensive plan and timeline for agreed activities, aligned with regional priorities.
- Practical guidance notes and recommendations on complex HR cases.
- Documented handover materials and tools to strengthen and sustain local HR capacity.
Reporting and Working Relationships
- The HR Business Partner will report functionally to the Global HR Manager.
- The role will work closely with the Kenya and Ethiopia Country Directors, the Regional Director and relevant regional and global functions including Finance, Safeguarding, and Legal (as applicable).
Duration and Level of Effort
- This position will continue until 31 December 2026, with a possibility of extension thereafter.
- Level of effort and modality (full-time, part-time, consultancy) to be agreed. For consultancy arrangements, contracting terms will be aligned with applicable TdH NL procurement and legal requirements.
Required Profile
Experience and qualifications:
- Extensive experience (7+ years) as an HR Business Partner or senior HR professional, preferably in international NGOs or similar organizations.
- Strong knowledge of Kenyan and regional labour law and HR best practices.
- Demonstrated experience supporting organizational change processes.
- Proven ability to operate both strategically and hands-on.
