    Monitoring and Evaluation and Learning Coordinator

    Reports to: Monitoring, Evaluation & Learning Manager

    I.  Mission of the Planning and Performance Function: –
    To coordinate effective organisational planning and performance services at WWF-Kenya enabling WWF Kenya to deliver its vision of ‘A Healthy Natural Environment supporting People and Sustainable Development in Kenya.’ The function will also be responsible for effective integrated strategic performance tracking and management and provide a platform of learning and sharing internally and with the WWF network on various initiatives.

    II. Main Purpose and Scope of Role:

    This role will support the Performance and planning function in coordinating the organization’s delivery of its strategy at programme/landscape level and functional units, coordinate annual planning, programme monitoring, performance tracking, management and reporting to enhance compliance of programmes and projects with WWF Network standards, policy frameworks and best practices; and achieve efficiency and accountability.
    The MEL Coordinator will play a major role in providing technical support to the Conservation, Business Development & Communication and Operations functions, especially in tracking delivery using the appropriate M&E tools and reporting systems like CPM/INSIGHT.
    The post holder will assist in identifying capacity gaps and develop actions for building capacity for Monitoring & Evaluation among project/programme staff. S/he will be expected to assist Project Managers in ensuring sound project planning, monitoring and evaluation of progress and technical reporting. The incumbent will support the function head in programme/project evaluations, action planning and performance reporting to donors and the WWF Kenya Board of Directors.


    III. Duties and Responsibilities:
    The MEL Coordinator will provide technical support to all the WWF Kenya functional units to ensure that the implementation of the Organizational Strategic Plan meets the performance standards, and in particular;

    • Monitoring – Coordinate the design and implementation of programme and project monitoring frameworks.
    • Evaluation – Take lead in the programme and project evaluation and analysis to assess progress and areas for improvement; facilitate periodic internal/external project evaluations of WWF-Kenya conservation programme/Projects to determine impact levels.
    • Reporting – Provide technical support in ensuring donor and organizational reporting is supported by data and information and regularly prepare reports to SMT on the status of implementation against programme/project deliverables in line with WWF-Kenya strategic goals and objectives.
    • The Coordinator will also work with the different functions in preparing performance reports for the Board of Directors.
    • Additionally, the incumbent will work with programme managers to ensure timely and quality technical reports as per WWF Kenya standards and donor requirements.
    • Knowledge management – Facilitate and contribute to the development of the Centre of Excellence (CoE) and Knowledge management hubs to ensure documentation, knowledge sharing and learning within WWF-Kenya for continuous improvement of programme delivery.

    Specific Duties and Responsibilities
    With guidance from the MEL Manager: –

    • Supports coordination in the development of comprehensive programme and project annual plans, MEL Plans for WWF-Kenya programmes, projects and functions;
    • Ensures that all projects, programmes and functions adhere to the WWF Network programme and projects management standards;
    • Working closely with the MEL manager, provides backstopping and guidance in the performance of the organizational strategic plan;
    • Supports the establishment of effective knowledge management mechanisms including documentation of baselines, outcomes/impacts;
    • Coordinates information analysis, updating the monitoring matrix and other monitoring tools in place for both conservation, operational and business development & communication objectives;
    • Leads in tracking, consolidating and submission of project technical progress reports to relevant stakeholders such as WWF National Organizations and donors;
    • Support the analysis and collation of WWF-Kenya office contributions towards WWF network and global strategic goals and themes.
    • Provides support to programme and project monitoring and evaluations, related consultancies and support from the network;
    • Supports the preparation of relevant technical briefing papers and status updates for WWF-Kenya senior management team (SMT) and the board.
    • Perform other relevant duties as requested from time to time.

    IV. Profile: Required Qualifications

    • A University degree in a management field and/or natural sciences (conservation, environment, natural resource management, marine, forest, freshwater, terrestrial ecology, animal sciences);
    • Professional training in Monitoring and Evaluation
    • At least 7 years’ professional experience in project/programme design implementation and M&E.

    Required Skills and Competencies

    • Experience with practical development and implementation of natural resource management and related result-based management oriented monitoring system;
    • Knowledge of project cycle management (situation/context analysis, conceptual models, theories of change, monitoring and evaluation and exit)
    • Good management and coordination skills as well as experience in technical project implementation.
    •  Excellent interpersonal and communication skills with the ability to network and to develop and maintain strong relationships with field staff;
    • Strong organizational, reporting and analytical skills;
    • Ability to set high goals for personal and group accomplishment; using measurement methods to monitor progress towards goal attainment; tenaciously working to meet or exceed those goals;
    • A working knowledge of project financial management;
    • Knowledge in use of data management and analysis software;
    • Adaptable, flexible, able to take initiative and prioritize among competing demands;
    • Experience and skills in training and transfer of knowledge;
    •  Willingness to participate in field activities/surveys and travel to remote areas of Kenya;

    V. Working Relationships:
    Internal – Interacts on a regular basis with conservation, fundraising & communication and operations teams, SMT, Board of Directors of WWF-Kenya and WWF Network offices.
    External – Interacts with National Government Institutions, County Governments, Non-governmental organizations, Academic Institutions, Donors, specialists/consultants, and other stakeholders, in consultation with the Head of Planning and Performance.

    This Job description covers the main tasks. In addition to the duties and responsibilities listed, the post holder is required to perform any other duties which may be assigned from time to time according to the Organizational needs.
