Job Specification

Duties and responsibilities at this level will entail:

• Implementing financialregulations, policies,strategies and plans;
• Preparing budgets;
• Implementing Budgetary and expenditure control;
• Maintaining books of accounts and financial records;
• Monitoring revenue collection and expenditures based on approved budgets;
• Verifying bank reconciliation statements;
• Implementing internal financial controls;
• Preparing financialreports and statements;
• Maintaining accurate and complete financialrecord ofthe Laboratory;
• Authorizing payments and claims within setlimits as approved;
• Ensuring compliance with applicable financialstatutory obligation and circulars;
• Verifying recordsrelating to Government grants and other donorfunds;
• Monitoring ofstatutory deductions and remittance;
• Analysing and reporting on revenue collected to management;
• Maintaining financial recordsfor projects and programs;
• Identifying, analysing and managing of financial risk control in the Laboratory;
• Monitoring revenue collection and expenditures based on approved budgets;
• Monitoring petty cash; and
• Preparing quarterly financial management reports.

Person Specifications

For appointment to this grade, an officer must have:

• Cumulative service period ofsix (6) yearsrelevant work experience, three (3) of which must have been in the grade of Accountant I or in a comparable position;
• Bachelors degree in any of the following fields: - Commerce (Accounting/Finance option), Finance, Economics, Business Administration (Accounting/Finance option), Business Management (Accounting/Finance option), or equivalent qualification from a recognized Institution;
• Part III of the Certified Public Accountants(CPA K) Examination or equivalent qualification from a recognized Institution;
• Registered with relevant professional body such asInstitute of Public Accountants (ICPAK) Kenya, Association of Chartered certified accountants (ACCA) or its equivalent;
• Management course from a recognized Institution; and
• Proficiency in Computer application.
