    Senior Business Development Specialist

    Responsibilities

    • Oversee, coordinate, and be ultimately responsible for the preparation, writing, editing, review, management and timely submission of technical proposals and other CBU required materials;
    • Coordinate advanced preparations for upcoming opportunities through AIMS including intelligence gathering, recruitment, workshop design and prep, technical content development;
    • Make an initial assessment of CARE’s ability to effectively compete, and factors required to assure a successful bid (in the case where we move forward to a bid);
    • Set priorities, delegate responsibilities and establish deadlines, document timetable, and report on same to Director;
    • Identify potential partners, and play a lead role in the negotiation of teaming agreements;
    • Develop agenda for strategy meetings including development of “win themes” for each proposal, as appropriate;
    • Lead and provide guidance to the proposal team on proposal content, strategy, staffing, partners, and budgeting; and develop a timeline to accomplish said tasks;
    • Provide accurate and timely information regarding job descriptions and profiles required for proposal writing, key positions and consultant assignments;
    • Draft, edit, review and provide guidance to Country Offices regarding proposal strategies, technical content, and budgets, etc.;
    • Document best practices and foster training to improve a successful proposal outcome;
    • Help develop technical guidance documents to capture knowledge and learning from assigned proposals;
    • Mentor and coach staff and provide ongoing feedback and supervision;
    • Encourage staff development and career planning for the overall benefit of the employee.

    Qualifications:

    • Bachelor’s degree in development related field;
    • 6-8 years of experience in USG proposal development (including USAID, Department of State, BPRM, and CDC);
    • Staff management experience is strongly preferred;
    • Excellent writing skills with special emphasis on clear, persuasive language; strong editing skills;
    • Knowledge of USG proposal requirements;
    • Knowledge of USG rules and regulations.

    Chief Of Party

    Summary: CARE seeks a Chief of Party for USAID-funded Afya County and National Support Program. This procurement is a five-year cooperative agreement of US$65.5 million; it is expected to be awarded in August 2017.

    The Chief of Party is accountable for the overall vision and leadership of the project and is accountable for delivering results. The successful candidate should possess significant experience managing program, financial, and operations of USAID funded projects.

    This position is subject to project award and funding. The location of this position is to be determined. International allowances maybe available.

    Primary Responsibilities:

    • Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan.
    • Build and maintain productive working relationships with USAID, project partners, and key stakeholders. Serve as the primary liaison among all project stakeholders.
    • Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes. Create or adapt management systems in line with CARE’s standard operating procedures, ensuring consistency with project needs.
    • Take a leadership role in Health System Strengthening and capacity building working closely with GoK, county and other partners.
    • Build partnerships among international -, national- and community-level stakeholders; interact with numerous Government of Kenya institutions and senior-level county and sub county-level government officials.
    • Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles
    • With staff and partners, translate project goals and objectives into implementable strategies and plans. Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets.
    • Represent the project at high-level meetings, conferences, and other fora.
    • Guide team members to fulfill the project’s strategic goals and objectives.
    • Supervise and mentor senior staff, delegating responsibilities as appropriate. Clearly communicate expectations for staff performance.

    Minimum Requirements:

    • Minimum of a Master’s Degree in health, social services, management, or business administration, or related field. MBChB degree is an advantage.
    • Minimum of ten years’ experience in managing complex public health programs or programs of similar scope and size.
    • Minimum of ten years of demonstrated technical experience as senior staff in at least two of the following areas: maternal, newborn and child health; family planning/reproductive health; nutrition; quality improvement/quality assurance; health systems strengthening; M&E; and operations research.
    • At least seven years’ experience in development, managing, overseeing, or evaluating public health programs in Africa of similar size and complexity.
    • At least seven years’ experience in program management and administration, financial management, award contractual compliance, subaward management, and tracking project performance and costs via specific funding streams.
    • Demonstrated ability to create synergies and work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.
    • Strong management skills, strategic vision, leadership qualities, interpersonal skills, as well as written and oral presentation skills to fulfill the diverse technical and managerial requirements of the project description.
    • Strong oral and written communication skills in English; excellent demonstrated interpersonal and negotiation skills.
    • Experience recruiting, developing, and managing staff and teams.
    • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
    • Experience managing required programmatic and financial reporting requirements.
    • Ability to travel within project areas as required.
