    Deputy Commission Secretary, Accreditation

    REF: CUE/01/2023/001

    Job Specifications
    The Deputy Commission Secretary, Accreditation is responsible to the Commission Secretary for the overall accreditation functions which include:-

    • Providing leadership in the development of the Division’s programs and assure institutional and academic programs quality in universities;
    • Ensuring quality and divisional stability through development and implementation of standards and controls, systems and procedures, regular evaluation and performance management system within the division;
    • Providing guidance on development and implementation of best practice in accreditation of universities and academic programs;
    • Leveraging on ICT for efficient service delivery in accreditation processes;
    • Effecting management of resources allocated to the division;
    • Ensuring compliance with the universities Act, Policies, regulations and procedure governing the division;
    • Coordinating implementation of the divisional work plans;
    • Coordinating the development and review of universities regulations, universities standards and guidelines in accreditation matters;
    • Formulating, implementing and reviewing of policies, standards and guidelines on accreditation;
    • Providing advisory services to the Commission on the applicable policies,standards, guidelines and processes for accreditation;
    • Initiating and coordinating projects in accreditation;
    • Overseeing preparation of accreditation reports;
    • Recommending approval of programs and institutions for award of LIA, charters, collaboration by the Commission; and
    • Coordinating dissemination of program validation and accreditation reports to relevant institutions and clients.

    For appointment to this grade, an officer must have: -

    • At least twelve (12) years relevant experience, five (5) years of which should have been at the level of senior management in a comparable institution;
    • Bachelor’s Degree in any of the following disciplines: - Education, Business Administration, Law, Social Sciences or any other relevant qualification from a recognized institution;
    • Masters Education, Business Administration, Law, Social Sciences or any other relevant qualification from a recognized institution;
    • Professional qualification and membership to a professional body where applicable;
    • Leadership course lasting not less than four (4) weeks from a recognized institution;

    Director, Corporate Services

    Job Specification
    The duties and responsibilities of the officer will entail:

    • Advising Management on policies, strategies and programs relating to Finance, Human Resource & Administration, Information Communication Technology (ICT) and Corporate Communication;
    • Providing strategic Financial, Human Resource, Administration, ICT and Corporate Communication guidance to the Commission Secretary to ensure that the Commissions objectives are met;

    • Initiating formulation, implementation and review of policies, standards and guidelines for recognition and quality assurance;
    • Overseeing the conduct of regular and impromptu audits for quality assurance;

    • Coordinating the development of criteria and requirements for admission touniversities;
    • Undertaking research on quality audit and recognition in liaison with ResearchDivision;
    • Overseeing co-ordination, evaluation and recommendation of institutions forLicensing of Student Recruitment Agencies;
    • Promoting an institutional culture of quality assurance and self-analysis byencouraging universities to develop strong internal quality assurancemechanism; and

    Job Specifications

    • An officer at this level will be responsible to the Commission Secretary /Chief Executive Officer for all Planning, Research, Innovation and Data Management matters

    Specific duties and responsibilities will entail: -

    • Overseeing the formulation of policy advisories to Cabinet Secretary, Ministry of Education on matters relating to university education;
    • Spearheading the development, implementation, monitoring and review of the Commission’s strategic plan, annual operating plans and budgets for efficient allocation and utilization of resources towards the achievement of the Commission’s mandate;
    • Overseeing the Commission’s Strategic Plan development, implementation and review in line with Vision 2030 and Sector Performance Standards;
    • Overseeing establishment of strategic collaborations, partnerships and linkages with national, regional and international stakeholders;
    • Overseeing formulation, implementation and review of policies and strategies for the development of university education in Kenya spelt out in the Universities Act, 2012;
    • Spearheading Commission’s research activities to identify gaps, provide solutions and develop actionable recommendation towards enhancing quality of university education;
    • Overseeing data collection, collation, analysis, reporting and dissemination of findings from all universities in Kenya to inform decision making and provide evidence-based advisories on university education to other Government agencies;
    • Giving professional guidance and advice on relevant University Regulations, Standards and Guidelines in promoting research, innovation and community outreach in universities and degree awarding institutions in Kenya;
    • Providing technical advice in planning for the development of university education;

    • A minimum period of ten (10) years relevant work experience, five (5) years of which should be in a supervisory role;
    • Bachelors Degree in Sociology, Psychology, Business Administration/Management, Public Administration, Commerce, Human Resource Management or the equivalent from a recognised institution
    • Masters Degree in any of the following fields: Sociology, Psychology Administration/Management, Public Administration, Commerce, Human Resource Management or the equivalent from a recognized institution;
    • Certified Human Resource Professional (CHRP) or Higher Diploma in Human Resource Management/Development or equivalent qualification from a recognized institution;
