    PROPEL Health Kenya Finance Officer

     Primary Duties and Responsibilities:

    The Finance Officer will support the PROPEL Health Kenya country program in the areas of financial management, accounting, payroll and VAT and will be assisting in ensuring compliance with the Kenya government, USAID, and Palladium policies and procedures. The Finance Officer will report to the Finance Manager. 

    Budget, Accounting and Financial Management:

    • Help the Finance Manager ensure all finances are managed in alignment with the Kenya government regulations, company and client’s financial policies and procedures
    • Support the Finance Manager prepare, review and revise project budgets and expenditure forecasts
    • Support the Finance Manager with data entry of forecast figures for activity expenditures
    • Help draft field cash requests for Finance Manager to review
    • Communicate and follow up with relevant suppliers, consultants, vendors, contractors, and staff with regards to invoices, payments, advances, or finances
    • File and review invoices for payments. Ensure necessary review, deliverables, and approvals before submitting to the Finance Manager for review
    • Pay attention to invoices and ensure applicable tax withholding and deductions are taken care of as per the Kenya laws and regulations before the Finance Managers reviews and processes payment
    • Help maintain bank and petty cash account transaction records and supporting documentations
    • Enter data-entry to record all financial transactions in the financial templates provided by HQ, accurately and in a timely fashion. Prepare, review, and submit regular field vouchers and financial reports to the Finance Manager, as deadlines dictate
    • Collect bank statements for the bank accounts so the Finance Manager can review cash book and reconcile the accounts
    • Help the Finance manager process for applicable tax exemptions and VAT reimbursements during or after procurements
    • Assist in end of year financial audit, as required by the Finance Manager
    • Other duties as assigned by the Finance Manager

    Procurement: 

    • In consultation with the Finance Manager, assist the project team in the procurement of consultants, vendors, and contractors 
    • Ensure that invoices are received, reviewed, approved before the Finance Manager issues payments in accordance with the agreements

    Payroll & VAT:

    • Help the Finance Manager process employee salary administration according to Kenya laws, statutory requirements for income taxation, social security and other contributions, medical care, insurance, and other benefits
    • Help the Finance Manager ensure payroll is correctly calculated and that salaries and withholdings are paid on time
    • Help the Finance Manager process for applicable tax exemptions and VAT reimbursements during or after procurements
    • Ensure VAT reimbursement and supporting documentation are submitted to the Kenya Revenue Authority (MRA) on time
    • Any other payroll & VAT duties as assigned

    Audit:

    • Help the finance manager ensure all payroll, withholding, VAT reimbursement documents are on file for a future audit
    • Any other audit duties as assigned. 

    Required Qualifications:

    • Minimum 3 years of work experience in finance with an international organization and USAID-funded project
    • Thorough knowledge and understanding of professional accounting principles, theories, practices, and terminology as well as principles and accepted procedures associated with USAID regulations is highly desirable
    • Previous experience in payroll, expense reporting, invoice processing and ensuring completeness, accuracy, and validity of accounting data of documents
    • Previous experience with financial data entry for accounting reports (i.e., field vouchers)
    • Previous experience monitoring bank account and advising leadership if the account has insufficient funds for the next month
    • Previous experience in assisting with Value Added Tax (V.A.T) reimbursements
    • Demonstrated ability to work effectively in team-based environment
    • Strong written and verbal communications skills

    Manager, People and Culture

    Position Description: 

    Palladium is seeking a Manager, People and Culture for an anticipated USAID-funded economic growth program which is anticipated to begin in 2023. The USAID/Kenya and East Africa Feed the Future (FtF) Private Sector Activity (PSA) will be a 5-year program focused on accelerating agriculture-led growth in Kenya through partnerships with large agricultural sector firms (such as processors and off-takers) and expansion of smallholder farmer out-grower schemes. The anticipated activity will focus on creating jobs and generating large scale increases in sales/exports in the agriculture sector cost-effectively and, ideally, through a sustainable and locally-led vehicle.  The activity would combine tools used in USAID’s traditional private sector development activities with tools used to mobilize finance and investment into one mechanism – supporting a range of agricultural firms to expand investments and operations via a blended finance approach.     Roles and Responsibilities:

    • Formulating & rolling out HR policies in accordance with Palladium global and Palladium Kenya policies and practices
    • Conducting HR interviews, offer negotiations & closing positions
    • Managing employee lifecycle from hire till exit – onboarding, induction, confirmation, transfers, contract renewals & exit
    • Anchoring the performance management process
    • Spearheading the team bonding initiatives
    • Ensuring legal compliance throughout human resource management
    • Maintaining pay plan and benefits program
    • Ensuring all employee files are in order and maintaining the employee database
    • Working on HR process improvements
    • Assisting with employer branding initiatives to ensure Palladium is the employer of choice
    • Liaising with global teams and the project management unit on various projects such as diversity & inclusion, salary benchmarking etc.
    • Working on helping build a positive work environment
    • Any and all other project-related tasks as required by the Chief of Party and Palladium HQ

    Position Requirements:

    • Degree in Human Resources or related field
    • Significant experience managing human resources functions in Kenyan project contexts
    • Ability to formulate and carry out plans independently to further the strategic goals of the project from a human resources and talent management perspective
    • Experience working on USAID or other donor-funded programs preferred
    • Excellent communications, organizational, and interpersonal skills
    • Local Kenyan candidates are preferred
    • Written and oral proficiency in English required

    PROPEL Health Kenya Administrative and Grants Officer

    Primary Duties and Responsibilities: 

    The Administrative and Grants Officer will support the PROPEL Health Kenya country program and is responsible for supporting the Administrative and Contracts Manager with duties ranging from office administration/operations, logistics, travel, and procurement.  In addition, the Administrative and Grants Officer will also support the Senior Manager, Finance, Administration and Grants with the management of grants over the life of the project. The position will report to the Administrative and Contracts Manager.

    Administrative:

    • Provide support in recruitment process, help track and maintain leave database and closing balances of leave to ensure they are current and accurate.
    • Provide administrative support including translation, maintenance of diaries, scheduling and arranging meetings, travel arrangements, events/meeting organization etc., to ensure efficient operation of the country program
    • Support management and maintenance of office and program database in SharePoint system to ensure critical documents and files are regularly saved electronically
    • Assist with timesheet management of in-country staff to hold them accountable to signing timesheets by corporate deadlines and ensuring no suspense hours are booked
    • Other related duties and tasks as assigned

    Procurement: 

    • In consultation with the Administrative and Contracts Manager, assist the project team in the procurement of consultants, vendors, and contractors, including market surveys to identify supply source of items, evaluation of the quotations, negotiations with vendors/service providers; follow-up and liaise with vendors/service providers to ensure timely delivery of services and goods
    • In consultation with the Administrative and Contracts Manager, support the project team follows company policies, Standard Operating Procedures (SOPs), project processes and donor regulations when hiring consultants, vendors, and contractors
    • Work with the Administrative and Contracts Manager to liaise the project team and HQ Operations team to process contracts, agreements, grants, purchase orders and all other procurements and leases.  
    • Help keep track of deliverable due dates and contract expiry dates, and timely inform Technical Monitors and HQ team for contract extensions
    • Help maintain and update separate folder for each of the procurements. Keep records of important information, documents and deliverables related to consultants, sub-contractors/grantees, and vendors for future audit purposes, such as selection, contracts and modifications, deliverables, invoices, and close outs  
    • Send reviewed and approved deliverables/invoices to the Finance Officer and Finance Manager to process payments
    • Other related duties and tasks as assigned

    Grants:

    • Assist in coordination with technical staff to develop RFA and prepare documentation for grant evaluation and approvals 
    • Assist in advertising RFA, facilitate the analysis and evaluation of grant applications with the review team, and issue pre-approved grants that adheres to PROPEL Health Grants Manual 
    • Support the management of PROPEL Health Kenya grants over the life of the project
    • Assist in ensuring appropriate documentation is completed and on file to guarantee grant file audit readiness 
    • Assist in grantee training as needed, including capacity building for potential grantee organizations, and knowledge transfer for internal project staff 
    • Remain knowledgeable of updates and revisions to the PROPEL Health’s Grants Manual
    • Assist in monitoring payment of grant milestones to ensure compliance with workplan and milestones and monitor the projected expenditures against their actual expenses 
    • Assist in screening selected grantees/subawardees through Refinitiv WorldCheck, Sam.Gov, OFAC, and UN Sanctioned List  
    • Any other grants/subawards duties and tasks as assigned.

    Required Qualifications:

    • Minimum 3 years of work experience in administrative, operations, procurement, and office management with an international organization and USAID-funded project
    • Knowledge of procurement USG procurement principles
    • Knowledge and understanding of grants management
    • Previous experience in program operational areas – administrative/operations, procurement, and grants
    • Demonstrated ability to work effectively in team-based environment
    • Strong written and verbal communications skills
    • Fluent in English
