    MEAL Coordinator

    ROLE PURPOSE:

    • The MEAL Coordinator is a technical role and heads the MEAL function in the DCA Kenya Country Office (CO). The MEAL Coordinator will lead on the development and strategic direction of DCA’s Monitoring, Evaluation, Accountability and Learning (MEAL) systems, policies, and procedures. The position will lead in developing, implementing, and maintaining effective and appropriate M&E systems for DCA-led projects and providing technical support to partners. The post will involve coordination with project management teams and partner focal points in line with donor reporting requirements, and with DCA guidelines and best practices.

    Key responsibilities:

    • Take the lead in implementing the DCA MEAL policy and guidelines, coordinating with and providing technical support to field-based DCA MEAL staff on the same.
    • Participate and play a leading role in the development and roll-out of a MEAL strategy for the DCA Kenya CO.
    • Offer technical guidance for a strong MEAL system and processes throughout the project cycle from the design, start up, implementation to close-out and learning.
    • Drive the use of learning and evidence from internal and external sources including previous projects to advise innovative proposal designs, Theory of Change (ToC) and program adaptation. Lead MEAL team proposal inputs including the development of proposed log frames, indicators, and MEAL approaches.
    • Developing and operationalizing, logical frameworks, MEAL plans, data collection tools, processes for data management, complaints handling and feedback, quality checks and audits, and data visualization.
    • Produce high-quality data, analysis, reports, presentations, and dashboards of key findings that foster learning and decision-making and share in key meetings such as project learning meetings and strategic senior leadership team (SLT) meetings.
    • Analyse partner project data and reports, draw lessons learned and propose corrective measures to partners and DCA staff where necessary.
    • Collaborating with DCA and partner project staff and the DCA Programme Development, Grants & Partnerships Coordinator, review donor reporting in advance of submission to ensure quality and accuracy and working closely with MEAL teams in field sites to ensure proper reporting of data.
    • Working closely with the HoP, coordinate and facilitate inputs to the annual Country Programme report compilation.
    • Supporting project and / or grant closeout and learning meetings to ensure sharing and capturing of lessons learnt.
    • In close consultations with the HoP, plan and undertake monitoring visits to partners / projects and document actions / learning via monitoring reports.
    • Provide technical leadership for the design, methodology, and conduct of surveys such as baseline and endline, and the commission of evaluations and any other assessments as required in coordination with DCA and partner MEAL & project staff where applicable.
    • Provide ongoing support to project teams, partners, and rights holders to mainstream M&E systems; identify skill gaps that can be addressed through targeted organizational capacity support. Plan, organize and conduct MEAL capacity assessments & develop and implement capacity building plans for both partner & DCA project and MEAL staff.
    • Serve as the DCA Kenya Core Humanitarian Standard (CHS)/Accountability focal point. Leading on reviewing and enhancing DCA and partner complaints handling and feedback mechanisms, and providing technical leadership on periodic ‘Listen, Learn, Act’ surveys.
    • Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review, and evaluations findings accessible, developing innovative, user-friendly, and informative products.
    • In cooperation with the Communications & Events Assistant and project staff, produce human interest stories, case stories, periodic SITREPs, quarterly newsletters, and other visibility materials communicating DCA and partner’s work, achievements and learning.

    Required Education, Experience & Skills

    • A University degree in a relevant subject area (statistics, monitoring & evaluation, data management, social science, public health, economic development, or a related field) – a technical degree together with additional relevant work experience may substitute for education.
    • A minimum 6 years of working experience within Monitoring, Evaluation, Accountability, and Learning-related functions.
    • Experience in conducting research.
    • Leadership experience and validated technical skills in setting up quality MEAL systems that lead to evidence-based decision-making.
    • Knowledge of MEAL for international donors including EU, ECHO, Danida, NORAD and other institutional donors.
    • Knowledge of and experience in working with local and international partners and the private sector.
    • Enjoys and is good at liaison, building relations and networking.
    • Good interpersonal and communication skills with experience in engaging with people of different cultures and backgrounds.
    • Flexible, pro-active, self-motivated and good at coordinating and organizing own work as well as that of the team, while managing several processes at a time. This should be combined with a strong attention to detail.

    Programme Development, Grants & Partnerships Coordinator

    ROLE PURPOSE:

    • The Programme Development, Grants & Partnerships Coordinator coordinates DCA’s resource mobilization efforts and secures timely and efficient grant management for our programme in Kenya. The main purpose of the PDGP Coordinator is to plan, coordinate and ensure quality and timeliness in all grants and fundraising processes in the Kenya Country Office (CO). The position will also be responsible for coordinating DCA partner support and capacity building within an organizational development framework.

    Key responsibilities:

    • Support the Head of Programme and Country Director, in strategically engaging with donors and other stakeholders to develop and implement the DCA Kenya CO fundraising strategy.
    • Coordinating timely proposal development – together with partner organisations, other INGO staff and DCA colleagues – ensuring that proposals are of high quality and meet donor requirements.
    • Support the quality assurance/approval of project proposals and ensure they are designed in line with DCA Kenya Country Programme, DCA Global Strategy & Results Framework.
    • Ensure regular & effective partner engagement/communication in all stages of the project cycle & in grants management.
    • Working closely with the MEAL Coordinator, review project and programme reports for internal QA before submission to HQ for further QA and onward submission to the donors.
    • Plan, organize and conduct partner organizational capacity assessments & develop and implement capacity building plans for partners, in collaboration with key programme and finance & support service staff.
    • Assisting in building relations and increase visibility of DCA among both donors, private sector, partners, INGOs and other key stakeholders.
    • Ensuring that all funded projects meet the visibility and communication requirements of the funding agency.
    • Serve as the DCA Kenya representative to the Act Alliance Kenya Forum and focal point for supporting capacity strengthening initiatives under the Kenya Charter for Change (C4C) working group.
    • Securing constructive and close collaboration with relevant units and colleagues in DCA, both in Kenya and in DCA in Copenhagen with regards to fundraising and grants management, and;
    • Coordinate and supervise relevant programme staff in maintaining all the PPD project and programme records and data up to date and in compliance with DCA internal procedures.

    Required Education and Experience

    • A university degree in community/international development, project management or other related sciences as well as minimum five years working experience, preferably in Kenya and/or East Africa region.
    • Documented successful experience in implementing fundraising strategies and coordinating proposal development and writing, including excellent English writing skills.

    Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

    • DCA is seeking to recruit an experienced and energetic Kenyan National for the position of Monitoring Evaluation Accountability and Learning Officer. The position is based in Kakuma - with travel within Turkana County - and reports to the Area Programme Manager, based in Kakuma. The MEAL Officer will line manage the Kakuma-based MEAL Assistant and receive technical support and supervision from the Nairobi-based MEAL Coordinator.
    • The MEAL Officer will support the implementation of DCA and partner-led projects in Kakuma and the wider Turkana County. The MEAL Officer will ensure that projects are routinely monitored, with data collected, managed and analysed to improve the outputs of the programmes as envisaged. The MEAL Officer will contribute to the development of project specific MEAL plans as guided by the MEAL Coordinator, and will ensure the implementation of project MEAL plans. In close coordination with implementing staff, partners and relevant government departments, s/he will gather relevant information to monitor programme outputs and outcomes in target communities. In addition, s/he will ensure that accountability mechanisms are in place for the programme and act as the focal point in receiving and channelling complaints and feedback.

    The main responsibilities of the MEAL Officer are:
    MEAL Tool Development and Data Management

    • Actively participate and lead Dca and partner staff in design and development of project proposals (Theory of Change, log frame, results framework, work plan and monitoring plans)
    • Develop and implement a robust monitoring and evaluation system that will ensure tracking of project/ programme results at different levels (outputs, outcomes, and impact).
    • Develop/adopt an integrated database of all programme area projects / programmes and ensure accountability through regular data updates, data integrity and working in collaboration with the project and partner staff.
    • Work with DCA and partner programme staff to ensure the collection of relevant and appropriate data needed for an effective MEAL system which will be utilized in monitoring strengths, weaknesses and gaps in existing projects/ programmes and services and for reporting on donor commitments.
    • Review and update existing data collection tools for the current programmes and projects.

    Monitoring and Reporting

    • Maintain and update the overall indicator results frameworks for the programme area projects.
    • Develop Monitoring & Evaluation (M&E) plans for all projects and proposals and ensure the same is followed up during implementation.
    • Ensure all single grants have updated work-plan and performance management plan (PMP) in tandem with all approved proposals, regularly reviewing and updating as needed.
    • Carry out regular data quality assessments/audits for MEAL data based on agreed indicators to guide decision making.
    • Provide alert to the respective staff on corrective actions required to avoid delays in implementation, including flagging operational issues and risks requiring timely actions.
    • Review monthly progress reports from DCA staff/partners and ensure they have evidence to back-up and provide feedback to the respective staff.
    • Collate/prepare programme reports related to internal reporting such as the quarterly and annual reports.
    • Ensure that cross-cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed in all project/programme implementation. .

    Assessments, Surveys, Research and Evaluation

    • Adhere to accountability requirements by initiating baseline surveys for new projects/programmes and conducting relevant evaluations for ongoing projects to meet DCA standards.
    • Ensure that DCA Kakuma & Lodwar offices learns from all final evaluations of completed projects for decision making and improvement of project designs.
    • Lead and/or coordinate all programme area level assessments, evaluations, research, and performance evaluation tasks including planning and reporting on the same.
    • Assist in the development of Terms of Reference (TOR) for external surveys and consultant recruitment and selection.
    • Coordinate the review all survey reports prepared to ensure quality and accurate reporting.

    Learning, Accountability and Capacity Building

    • Informed by monitoring, review and evaluation activities, provide relevant evidence for learning from projects to DCA staff and partners.
    • Share learning and provide constructive comments to colleagues in order to ensure programme quality. Ensure Sex, Age, Disaggregated data, Accountability and Gender standards are consistently adhered in programme delivery.
    • Build capacity of DCA and partner staff through training to ensure adoption of new data monitoring tools and quality of data collected.
    • Keep abreast of new approaches and tools on MEAL and provide training to DCA and partner staff as requested. Enable staff to monitor and evaluate their own efforts, gather relevant data and produce required progress reports.
    • As the CRM focal point in Turkana County, receive and process complaints and feedback from the project participants.

    • Experience in the usage of Digital Data Collection software such as Kobo, ODK, Magpi, and Commcare.
    • Strong skills in qualitative and quantitative data analysis and visualisation using at least three softwares: MS-Excel, STATA, SPSS, Power Bi, NVIVO and other data management software.

    Project Assistant – Entrepreneurship Development

    • DanChurchAid (DCA) seeks a highly talented and dynamic individual for the position of Project Assistant – Entrepreneurship Development. The position holder will be based in Kakuma and will report to the Project Officer - Financial Inclusion (PO-FI) and work in close collaboration with the Project Officer - Food Security & Livelihoods (PO-FSL). The overall objective of the post holder is to support the business development and transformation of micro, and small enterprises in Kakuma refugee camp, Kalobeyei Settlement, and the host community. The position holder will primarily support project participants production / business activities to grow and sustain profit.

    The main responsibilities of the Project Assistant – Entrepreneurship Development are:
    Strengthen agri-production and non-agri businesses activities to sustainable micro businesses.

    • Identify growth potential of micro enterprises (agricultural climate smart technologies ventures as well as non-agribusinesses) to profitable ventures for enhanced resilience by project participants.
    • Ensure that the micro enterprises within the project area have an efficient and functional supply chain through linkage creation.
    • Ensure that existing micro level ideas and enterprises are well structured and managed to create revenue for self-sufficiency.
    • Support micro enterprises to identify potential priority areas of support and develop business strategies/plans that will address the constraints for maximizing opportunities within the value chain.
    • Identify opportunities in the micro enterprises value chains and coordinate and support business strategies and plans for the clients.
    • Support micro enterprises develop financing arrangements beyond initial set up funding by DCA.
    • Ensure that micro enterprises are well linked to have access to supplies, services and markets that are important to increase production, productivity, and incomes.

    Capacity building of micro enterprises & partnership engagement

    • Build and strengthen sustainable business partnerships among micro enterprises and key value actors, mainly commercial service providers.
    • Support micro enterprises to develop and roll out resource mobilization strategies to enhance business investments and growth.

    Minimum Requirements

Have a technical experience with commercial sector, agri and non-agribusiness development in a mix of economic growth/trade, value chain competitiveness, investment promotion, or agriculture development.

    Preferred Requirements

    • Experience working with refugee populations/enterprises or in a refugee context will be an added advantage.
    • Significant experience in building public/private partnerships, preferably in the Micro, Small and Medium Enterprises sectors.

    Area Finance Officer - Turkana

    • DCA is seeking to recruit a competent, experienced and motivated Kenyan National for the position of Area Finance Officer. The position is based in Kakuma - with travel within Turkana County - and reports to the Area Programme Manager, based in Kakuma.

    ROLE PURPOSE:

    • The Area Finance Officer is a key member of DCA’s Turkana team. The Area Finance Officer will supervise and provide support to the Lodwar-based Finance Assistant in internal controls, accounting database management, reconciliation and verification of payment, budget and treasury and cash management functions. The Area Finance Officer will also support the Nairobi-based Head of Finance and Support Services in managing the finance activities, financial controls, computerised accounting systems and staff in Turkana in line with DCA’s financial procedures. S/he will support grant management, by advising on compliance, participating in monthly project/grant review meetings, coordinating BvA feedback, and working with budget holders to ensure implementation is on track.

    Key responsibilities:

    • Provide technical financial support to the Programme/Project staff throughout the programme/project cycle to enable compliance with DCA’s policies and procedures and any donor specific finance requirements.
    • Ensure that accounting data are properly entered into the Maconomy system, in accordance with DCA’s financial rules, regulations and practices,
    • Ensure the maintaining of accurate financial records including electronic and hard copies of all financial supporting documentation.
    • Participate in monthly BvA Meetings and present spending status.
    • Lead all aspects of day-to-day operations of finance department in the field office.

    Experience:

    • Minimum four years similar work experience within a fast-paced work environment.
    • Good knowledge of accounting and bookkeeping procedures including use of accounting software.
    • Advanced MS Excel skills (creating spreadsheets and using financial functions).

    Programme Coordinator – Refugee & Host Community Programming

    • DCA is seeking to recruit a competent, experienced and motivated Kenyan National for the position of Programme Coordinator – Refugee & Host Community Programming. The position is based in Kakuma - with travel within Turkana West County and Lodwar as needed - and reports to the Area Programme Manager – Turkana, based in Kakuma.

    ROLE PURPOSE:

    • The post-holder will be responsible for implementation of DCA’s programme strategies & programme quality targeted at refugee and host communities in Turkana West Sub County. The Programme Coordinator – Refugee & Host Community Programming (PC) will support the Area Programme Manager (APM) in providing oversight of the total quality of existing projects, as well as for providing technical support in designing new programmes. S/he will play a key role in actualization of DCA’s strategic goals related to Saving Lives, Building Resilience and Fighting Extreme Inequality. The PC will line manage Project Officers, collaborating closely with the MEAL, ProLog and Finance Officers.

    Key Responsibilities
    Project Identification and Design

    • Support the team in identifying suitable areas for intervention, carrying out research and making recommendations for project responses.
    • Liaison and collaboration with other INGOs and (potential) partners.
    • Facilitation of project design in close collaboration with the team.

    Project Management

    • Oversee the overall implementation of the designated project(s) in consultation with the relevant Area Programme Manager in accordance with the project proposals, ensuring objectives are met within the required time frame and budget. Where necessary ensure preventative and corrective action is taken.
    • Manage a comprehensive activity plan for the designated project(s), including resource needs analysis, covering the time frame of the project proposal. Support Project Officers and Project Assistants in day-to-day decision making as required.
    • Coordinate with MEAL staff to ensure that regular monitoring and evaluation assessments against project objectives are conducted and reports made to the relevant staff in DCA.
    • Maintain an overview of the programme area context with a view to the strategic development of new projects and partnerships, both in current sites and in surrounding regions. This may include baseline needs assessments.
    • Support the Head of Programme (HoP), APM and Programme Development, Grants & Partnerships Coordinator in the development and production of new concepts and proposals.
    • Ensure complete and timely reporting of activities and beneficiary numbers to DCA, donors, line managers and any other relevant bodies while ensuring documents are produced according to guidelines.

    Representation

    • Develop and maintain relationships with relevant stakeholders (e.g. programme participants, community leaders, local and national government officials, donors, UN agencies and other NGOs) and represent DCA at relevant meetings to facilitate and ensure cooperation and partnerships as may be designated by the line manager.
    • Seek out and actively participate in relevant local networks or task groups on specific humanitarian and development aid issues.
    • In conjunction with APM, take lead in preparation of donor & HQ staff field trips and ensure programme details are shared in a professional manner.

    Financial Management

    • Plan and construct the budgets for the designated projects, in collaboration with the APM, finance staff, relevant Project Officers and partner staff, and in accordance with donor guidelines.
    • Under the guidance of the line manager and working with the relevant Project Officers, ensure that budgets are spent according to donor proposals and regulations and within the appropriate timeframe, making any budget adjustment recommendations to the APM, HoP and Head of Finance & Support Services.
    • Monitor the spending of the designated project(s) to ensure they operate in line with DCA and donor guidelines for financial accounting and reporting practices, sign off on expenditures.

    Staff Management

    • Ensure all personnel related processes for project staff are carried out in accordance with DCA guidelines. This includes recruitment, appraisal, objective setting, development and training, disciplinary action, etc.
    • Ensure that staff receive appropriate and adequate training by providing mentoring and coaching and through the promotion of capacity building.
    • Hold regular team meetings and, through a consultative leadership style and a transparent, honest, and supportive communication structure, develop and build an effective team.
    • Promote the health and security of project staff by ensuring the application of security guidelines, health and safety in the workplace and healthy living conditions and practices.

    Quality Management

    • Promote and use the DCA results framework and PPD and other operating procedures, ensuring that all standardized formats are used, and guidelines are followed.
    • Ensure projects are implemented in line with donor proposals and requirements and in accordance with DCA, donor, country, and international standards e.g., Core Humanitarian Standards (CHS).
    • Follow the direction of the relevant technical staff regarding quality, strategy, and technical guidelines.
    • Regularly assess and provide feedback and recommendations on the quality of the programmes and interventions during field visits and at other relevant times.

    Person Specification
    Essential

    • Degree level education and mature understanding of humanitarian & development nexus, in particular issues related to displaced population and host community.
    • A minimum of 5 years’ experience in working with NGOs, with at least three years in Programme Development and Management and capacity building programmes.

    Community mobilization and sensitization

    • Participate in community mobilization and sensitization on the project objectives and execution approach.
    • Assist in identification, verification and selection of target households using the defined targeting criteria, working closely with the Department of Refugee Services (DRS)
    • Maintain a detailed beneficiary database and ensure it is updated regularly or on a need basis.

    Conduct post distribution monitoring, reporting and relevant surveys

    • Participate in baseline and endline surveys and assist the M & E focal person in data analysis and reporting.
    • Assist in monthly Post Distribution Monitoring (PDM) survey to assess the utilization, identify distribution challenges and the impact of the cash transfer.
    • Contribute to regular reports and updates on the progress of all the field activities.

    Support cash transfer to right holders

    • Support the actual transfer of the cash to selected beneficiaries, liaising with finance to ensure all perquisite documentations are in place.
    • Support in the planning and coordination of meetings, workshops and field visits related to the cash transfer programme.

    Support in establishing a robust accountability and learning system

    • Ensure regular communication with the rightholders and the community to inform, identify challenges with the programme and take corrective actions in consultation with the Line Manager.
    • Support in documentation and compiling of lessons learned and best practices from the programme.
    • Assist in the coordination and training for different actors involved in the implementation of the programme in accountability.

    Any other task as may be directed by the Line Manager.
    Required technical skills, experience & knowledge:

    • A minimum of a Bachelor’s degree in Social Sciences (Community development, Development Studies, Humanitarian Affairs) or any other relevant field.
    • At least three months experience working in the humanitarian context in cash programming or protection, preferably in a refugee context.
    • Some understanding of cash transfer programming in humanitarian response or protection mainstreaming is an added advantage.

    Desired:

    • Knowledge of Core Humanitarian Standards
    • An excellent team player and able to adapt to new environments within a short time.
    • Strong organizational skills
