    Mobile Support Technician Supply

    GENERAL OBJECTIVE OF THE POSITION

    • To provide 1st and 2nd line (remote or in person) technical support to MSF missions in supply chain and to contribute to capacity building of field staff through the application and transfer of technical know-how according to MSF protocols, standards and procedures in order to enable the development of the missions in perfect working conditions and optimize the impact of the medical projects.

    PLACEMENT WITHIN THE ORGANISATION

    • Hierarchically to Head of Operational Logistics Unit
    • Functionally to Supply Chain Coordinator

    ACCOUNTABILITIES

    In collaboration with the Logistics Coordinator and under the supervision of the HQ technical advisor or referent work with mission staff to promote relevant technical awareness and to improve technical delivery in supply chain, providing support and advice area in accordance with Terms of Reference agreed with the mission, normally comprising the following responsibilities:

    • Carrying out a functional evaluation of the supply chain set-up, assessing the applicable technical systems, structures and HR set-up, the compliance with procedures, policies and guidelines, within the framework of MSF standards in order to identify the main areas for improvement.
    • Assessing and validating local suppliers and local (sub-) contractors for quality of materials, systems, parts, etc. to ensure compliance with MSF quality standards.
    • Developing and initiating the implementation of the improvement plan based on the recommendations arising from the functional evaluation.
    • Assisting the supply team with the design of new (complex) systems and/or with the implementation of (new) protocols, tools etc.
    • Monitoring and supervising established and on-going work and systems related to supply chain and provide technical advice and solutions when necessary.
    • Assisting the supply team in their HR tasks such as recruitment & selection of technical staff, briefing and debriefing of focal persons and supply staff.
    • Identifying training needs and contributing to the definition of training content for supply chain. Facilitating team learning and provide on-the-job training on technical basics related to area of specialisation according to MSF standards to enable effective implementation of relevant methodologies, systems and tools and ensure best practice is delivered.
    • Upon request of the Head of LogOps Unit and in coordination with the Supply Unit in HQ, develop new policies, tools, protocols and SOPs related to supply chain (with a local, regional or even global approach).

    Contributing to the continuous learning and development of the department by:

    • Drafting reports and action plans following field visits to capture experiences and lessons learnt.
    • Contributing to the research and development of field tools, practices, guidelines and policies based on insights gained in the job.
    • Developing and maintaining knowledge of practices and approaches within the area of supply chain, and to share this knowledge with others to enhance operational effectiveness.

    Providing direct field intervention:

    • Upon request, participate in emergency operations.

    RESPONSABILITIES AND MAIN FUNCTIONS

    Field support

    • The Mobile Support Technician Supply gives support to missions, based on visits at location, of typically between 2 weeks and 2 months duration. For each visit, the exact support needs from a mission will be discussed between Supply Referent, Logistic Advisor of the operational cell, Logistical Co-ordinator and Supply Responsible in the mission, and the Mobile Support Technician Supply him/herself, and will be agreed based on a “Terms of Reference” (ToR) document.
    • In terms of processes, the scope of Mobile Support Technician Supply support includes the entire supply chain, excluding medical stock/pharmacy management. Example processes: local procurement, local & international purchase order management, (mission internal) replenishment order management, transport management & documentation, logistical stock management, (pre-) customs clearance.
    • In terms of supply chain enablers, the scope of Mobile Support Technician Supply support includes organizational set-up of supply teams, guidelines & procedures, supply chain systems (e.g. Log7 and Portal European Supply Centre), warehousing structures and systems, performance management and supply chain follow-up.
    • In terms of types of support, the scope of Mobile Support Technician Supply support includes (but other types of support can be agreed in ToR): training, optimization of supply chain processes and/or set-up in mission, guidance in market assessment and procurement activities, evaluations of supply organization, audit/assessment of supply chain procedures and execution, evaluation of supply chain/warehousing structures and set-ups, and/or advising Mission Co-ordination Teams regarding way forward for their supply chain.
    • In terms of deliverables, the Mobile Support Technician Supply provides at the end of a visit: visit report (including evaluation according to standardized evaluation format and action list for way forward), and any other deliverables agreed. He/she will provide these deliverables to the mission, and discuss with Mission Co-ordination Team, Logistic Advisor at cell level, and Supply Referent.

    Optimization of the MSF OCBA supply chain

    • A limited amount of time (max 25%) the Mobile Support Technician Supply will dedicate to specific improvement/development projects for the MSF OCBA supply in general (so mission-independent). Projects can vary from process improvements, procedures and guidelines, training material etc.

    Collaboration

    • Collaboration with other colleagues in Supply Chain unit regarding supply chain optimization, and mission-specific priority setting.
    • Collaboration with colleagues from operations regarding field support: Supply Responsibles, Logistical (and for specific topics Medical and Financial) Co-ordinators (all at mission level), Logistical (and for specific topics) Medical, Financial Advisors at cell level.
    • To lesser extent, but can be relevant: collaboration with colleagues from other functional departments/units (medical, logistical, finance) or European/Regional supply centers regarding collaborative topics

    SELECTION CRITERIA

    • Education and experience.
    • Degree in Supply Chain Management, Engineering or similar
    • Minimum 3 years’ experience in supply chain management.
    • Asset: experience in humanitarian sector/MSF.
    • Fluent written and spoken English and French. Additionally Spanish and/or Arab would be an asset.
    • Experience leading, coaching or working with teams in some remote, or security tight context to achieve desired results.
    • Good understanding of computers and new technologies.
    • Excellent oral and written communication to motivate and influence the teams.

    Other

    • Willingness to travel at short notice, to whatever context MSF is working in. Mission visits not exceeding 2 months in principle.

    General Director (Based in any Ocba Hub)

    PURPOSE OF THE POSITION

    • MSF OCBA GD is responsible for carrying out the necessary activities to develop and achieve the goals of MSF OCBA as delegated by the General Assembly, the MSF Spain Board of Directors and the Agora (OCBA Board of Directors). Is therefore responsible to the highest level for the management, the operations, institutional representation, and coordination with and as part of the MSF International movement. 
    • The GD acts as a champion to guarantee an optimal development of the operational partnership at all levels and coordinates the actions undertaken with the rest of the directors of the MSF OCBA departments (Management Team - MT), thus bestowing coherence and alignment upon the organization. The MT is accountable to the GD, who may delegate some of its tasks to its members. 
    • The GD is responsible for operationalizing the MSF OCBA Strategic Plan, proposing mid-term strategies to ensure that MSF OCBA evolves according to population needs and external and internal challenges. 
    • The GD contributes to ensure MSF International movement is aligned around operational needs and to guarantee that the frameworks agreed by the General Assembly, the MSF Spain Board of Directors and the Agora are duly complied with. 
    • The GD is accountable to the MSF Spain Board of Directors and the Agora; and has direct and permanent relation with the President. Together, they are the main representatives of MSF OCBA, bearing in mind the ultimate responsibility in all matters impacting the social mission of MSF as mandated by the General Assembly. 
    • Currently MSF OCBA GD is also the GD of MSF Spain. As such, the person selected is responsible for all activities in Spain and is accountable to the MSF Spain Board of Directors for it.
    • As the MSF movement evolves, there may be some critical changes in the architecture and governance of MSF OCBA over the next 5 years. The role as MSF Spain General Director during the course of the mandate may be substantially altered. 

     KEY RESPONSIBILITIES AS MSF OCBA GD

    •  Ensures MSF OCBA does the best possible medical humanitarian operations for people affected by emergencies, conflict, and severe violence. 
    • Ensures a strategic vision around operations that is inspiring and achieves commitment, collective alignment, and internal and external mobilization.
    • Ensures the centrality of the operations in all political, strategic, and managerial discussions and decisions in MSF OCBA and at movement level.  
    • Ensures all the work of MSF OCBA at all levels is conducted with humanity, care and empathy towards patients and communities, amongst the staff and with our supporters. 
    • Ensures the capacity of the whole organization is at the service of the first liners, there where the medical and humanitarian act happens, making it the center of gravity of the organization. 
    • Promotes proximity, indignation and the pursuit of the highest possible impact and quality as the objectives of every employee and in every internal and external interaction.
    • Ensures the best possible duty of care towards the employees in a multidisciplinary manner from a security, wellbeing (physical and mental health) and behavior perspective.

    • Leads the design and execute the Strategic and Executive Plan, together with the MT and within the framework given by the MSF Spain Board of Directors and the Agora.

    • Represents MSF OCBA in the MSF International executive governance platforms (Core ExCom and Full ExCom), participating in developing and designing collective projects and strategies serving to strengthen the overall operational capacity of the movement. 
    • As a member of the leadership of the movement ensures the centrality of the operations in the discussions and contributes in a propositional manner to dilemmas, challenges, and the definition of future evolutions of the organization. 
    • Represents MSF OCBA and networks with national and international governmental, public, and private institutions, organizations, and fora in an inspiring, powerful, and consistent way with our identity and values. 
    • Guarantees the coherence of the image, reputation and positioning of MSF OCBA, in close coordination with the President and the relevant international platforms. 
    • Encourages and actively contributes to the reflection and critical analysis about medical and humanitarian contexts, stakes, practices and the role and identity of MSF OCBA.
    • Promotes and transmits serenity, confidence, and strength when things are hard (and they will be). 
    • Reports to the MSF Spain Board of Directors and Agora about all relevant issues, challenges, and developments in the operations, in the operational partnership and the MSF International Movement.

    REPORTING LINES

    • MSF OCBA GD reports to the President and the Agora; as MSF Spain General Director, the selected person reports to the MSF Spain Board of Directors. 
    • Staff reporting to MSF OCBA GD:
      • MSF OCBA MT integrating the Directors of Operations, Medical, Logistics & Supply, Finances, Human Resources, Communications & Public Awareness and Fundraising Departments. 
      • Currently two Deputy General Directors.
      • The Internal Communication responsible and Executive Senior Assistant. 
      • The MSF Spain Coordinator.
      • The DEI Lead.
    • Other key working relationships: MSF OCBA GD is member of the Core ExCom and Full ExCom which reports to the International Board. The GD chairs the GD Forum (composed by GD of partners of the agora).

    REQUIREMENTS AND QUALIFICATIONS

    • 10 years’ experience in the humanitarian field of work preferably MSF.
    • Minimum 3 years’ experience in relevant management positions. 
    • Minimum 5 years of experience of humanitarian projects at field level. 
    • Fluent English is essential; Spanish is highly valued. 
    • French and Arabic are desirable.
    • Security management background as well as other risks management is an asset.  
    • Training and experience in complex organizational management, including in human resources, assets and financial management is highly valued.
    • Relevant operational MSF experience is a strong asset.

    Psychologist Staff Care (Based in any Ocba Hub)

    GENERAL OBJECTIVE AND JOB ENVIRONMENT

    General scope

    The general objective of the Psychologist OCBA Staff Care is to contribute to the improvement of the psychosocial health of the field teams and its members, guaranteeing mental health support by:

    • Providing psychosocial support in case of critical incidents
    • Providing psychosocial support during acute stress situations and individual distress
    • Developing and implementing strategies and interventions aimed at improving the mental health of the field teams
    • Developing policies related to mental health of field teams

    Place in the organisation

    • Part of the OCBA Staff Care Team in the HR department
    • Reports to the Head of Staff Care Area
    • Manages the psychosocial mobile implementing officer
    • Works closely with the Operational Cells and with the “Country Management Team” of missions, to analyze the psychosocial situation of the teams as well as to prepare proposals and implement them.
    • Coordinates a network of external professionals who provides support to the field teams, both at national and international levels.

    MAIN TASKS

    Critical Incident support

    • Participates in the on-call service for critical incidents (under the lead of the psychologist in charge of coordination of critical incident support)
    • Back up as member of the Crisis Team set up for major critical incidents
    • Participate in critical incident field visits.
    • Provide remote support to team members affected by critical incidents
    • Reinforce the critical incident external support team by identifying trained psychologist able to be part of this roster – with a special focus on regional support networks
    • Support OCBA teams evacuated and ensure their psychological follow up during the evacuation in close collaboration with the operational cell and other relevant team/departments

    Coordination and implementation of psychosocial DBF procedures

    • Participate in the coordination of the procedures ensuring international OCBA staff have a return talk organized on return (emotional debriefing).
    • Carry out return talks.
    • Refer international mobile staff to an external referral network of psychologists when needed
    • Identify volunteers in the Eastern African Region motivated to reinforce the PSU capacity to ensure     return talks for the people from the EA region working with OCBA.
    • Participate in BFs - DBFs of HOMs, Medcos, HRCOs, Fieldcos and PMRs

    Psychological Support

    • Provide psychological support to team members in the field, national and international, remotely and during field visits.
    • Support punctually in the referrals of HQ personnel presenting mental health distress.
    • Support staff and their families during medical evacuations
    • Advise on the management and support of team members in distress.
    • Advise and provide support to the Mission Coordination Teams (HQ cell and field coordination teams) in the management and follow up of issues related to the team’s mental and psychosocial health.
    • Maintain regular contact with counterparts in the field (HoM, MedCO, FC) and in HQ (in the cells: Rehuco and Tesaco; in the partner section, dir HR).
    • Carry out field visits aiming at strengthening capacity for psychosocial support to field staff at mission level
    • Subject to availability, participate in the support of other OC’s team
    • Members in the countries where OCBA is doing a field visit.

    Building external networks

    • Identify and develop a network of psychologists in different countries able to collaborate with the incidents response, to participate in programmed field visits and to support return talks with the regional pool working for OCBA.
    • Organize updates and training meetings aimed to consolidate a  roster of collaborators familiar with OCBA’s protocols, material for interventions and ways of management of psycho social support to staff
    • Implement, improve and coordinate the network of external professionals who provide support to the field teams, both at national and international levels.

    Knowledge production

    • Lead the development and implementation of research actions and psychosocial assessments related to the mental health of the teams.
    • Take the lead in the development of documents aimed to support the teams and to reinforce resilience
    • Take the lead in the preparation and translation of tools and technical documents

    Trainings

    • Take the lead in all training initiatives linked to psycho social support for our field staff and staff in decentralized offices
    • Take the lead in awareness and preparatory programs for the psychosocial support of the field teams
    • Carry out context-specific briefings for coordinators and other key field managers
    • Lead the preparation and facilitation of training modules linked to psycho social support to our field staff

    General duties

    • Participate in meetings of the Human Resources department, as well as in some other meetings of the Field HR and Medical Operations Service.
    • Participate in interdisciplinary working groups of the department.
    • Participate in the development of the annual planning of activities and resource allocation
    • Participate in the follow up and reporting of activities and budget
    • Oversee the work and performance of the staff directly managed by this position

    SELECTION CRITERIA

    Nurse Staff Care Team (Based in any Ocba Hub)

    GENERAL OBJECTIVE AND JOB ENVIRONMENT

    • Ensure proper pre-departure validation process is in place and followed
    • Ensure health prevention support to MSF OCBA International Mobile field staff
    • Ensure health prevention support to MSF OCBA International Mobile field staff

    MAIN RESPONSIBILITIES AND TASKS

    Direct staff health support:

    • Ensure preventive care in support of international mobile staff before departing to mission
    • Manage pre-departure validation
    • Ensure proper and timely administrative (including insurance) support regarding health care for international mobile staff = in close collaboration with admin department in OCBA as well as in other OCs and sections (if/when applicable)
    • Support the induction/onboarding of field staff regarding staff care
    • Participate in briefings and debriefings of all those in charge of staff care in the field (medical coordinators, project medical referents, HR coordinators).
    • Participate in the staff care on-call system during nights and weekends to ensure 24/7 availability for guidance and support in the management of the medical emergencies and critical incidents of MSF staff in the field.

    Take the lead in staff care data management and reporting

    • Review processes and procedures currently used in staff care  – focusing on internal team use as well as towards working with MSF Spain and other sections/regional offices
    • Review of tools to be used by staff care team review of current tools/systems – update and include new tools if needed
    • Lead the GDPR review and integrate recommendations
    • Take the lead in setting up a good knowledge management system (with focal person in HR department) and monitoring/reporting (including power BI)
    • Lead the data collection, monitoring, analysis and reporting of all activities (in collaboration with the psy focal point for reporting)

    Other tasks

    • Oversee the work of the Staff Care intern
    • Manage the Staff Care mail inbox – review mails and dispatch for follow up and response
    • Contribute to the development and follow up of the annual plan and budget of the OCBA care team
    • Contribute to the development and update of guidelines, medical leaflets and training modules concerning management of health in missions and decentralized hubs
    • Back up and support any other member of OCBA care team/MSF Spain care team as needed

    • The Head of E-learning is responsible for the functional design, optimization, and evolution of the Tembo digital ecosystem in line with L&D Strategies, users’ needs and partners requirements towards a relevant and effective quality learning, ensuring coordinated utilization throughout the international MSF movement.
    • As part of the Tembo Management Team, provides strategic direction on Tembo’s Business, eLearning strategic priorities and product evolution.  Develops a realistic, measurable, and achievable Annual Operations Work Plan and mid-term revisions, ensuring coherence with the Tembo’s Business case, Mission and Vision.

    • Manage and support a team of learning professionals, offering effective leadership, guidance, and support to ensure the prompt delivery of high-quality services and utmost user satisfaction.
    • Ensure the E-learning team participation in initiatives/projects where their input is required and needed.
    • Actively participate in building and maintaining an effective cross sectorial work with Tembo teams
    • In close collaboration with Tembo Resource Manager, is responsible for hiring, training, managing and the development of a e learning team.
    • Identify risks, issues and propose mitigation and contingency measures

    SELECTION CRITERIA 

    • Bachelor's degree in Education, Instructional Design, eLearning, or a related field. A Master's degree is preferred.
    • Proven experience in instructional design, learning technologies, customer service and learner- centered approaches.
    • Experience implementing and managing LMS/TXP.          
    • Strong understanding of adult learning principles and instructional design models.
    • Experience integrating MSF field-focused needs into eLearning initiatives.
    • MSF subject matter knowledge in operations, medical or logistics very valuable.
    • Excellent project management skills with the ability to handle multiple projects and stakeholders simultaneously.
    • Strong analytical and data-driven decision-making skills.
    • Excellent communication, leadership, and team management abilities.
    • Passion for education and a commitment to transforming learners' lives through innovative E-learning solutions
    • Command of English, French and/or Spanish and/or Arabic
