    Program Manager - DRIP FUNDI

    Job Summary

    • The Program Manager will oversee the implementation of the DRIP FUNDI program and ensure that program targets are achieved within the program's life (18 months) and the allotted budget. The Program Manager will work closely with MWA’s partner, Virridy Inc, to ensure that the set-up of carbon financing is completed. The position holder will report to the WASH Systems Manager, manage the County Coordinators, and Carbon Credits Officer. The Program Manager will also work closely with the Country Representative, Finance and Operations Manager, Monitoring, Evaluation, Reporting and Learning Manager and Data Analyst/Learning officer. The position will be based in Nairobi, Kenya with frequent travel to program sites.

    Roles and Key Responsibilities

    The Program Manager will oversee the following functions.

    • Broker and coordinate partnerships with private sector partners, communities at the 200 boreholes and the county governments to facilitate the seamless execution of the program.
    • Ensure that key program milestones are achieved within required timelines including finalization and submission of the program baselines, installation of sensor at all 200 boreholes, brokering of partnerships with private sector partners and county BRRTs for repair and maintenance and registration and certification of the program by the Gold Standard Foundation.
    • Monitor program budget expenditure in partnership with the MWA’s finance team.
    • Be the primary liaison between the MWA and Virridy to ensure that registration and certification of the program on the Gold Standard platform is being carried out.
    • Oversee the setup of processes and methods for data collection, analysis and dissemination for the DRIP FUNDI program including providing guidance on the baseline and end-term evaluation.
    • Lead technical and financial reporting requirements and ensure all reports are submitted promptly according to the program reporting schedule.
    • Provide leadership and mentorship to the entire program’s staff including the County Coordinators, Carbon Credit Officer, and Data Analyst/Learning Officer.
    • Ensure all USAID documentation including contracting documents, reports, agreements, and carbon credit waivers among others are stored in the correct directory, easily and readily accessible and up to date.
    • Attending relevant internal/external meetings as required.
    • Supporting business development efforts that MWA may engage in including drafting proposals and fostering partnerships with donors and funding entities.
    • Any other duties assigned.

    Qualifications

    • A Masters Degree in water or environmental or mechanical engineering (or any related engineering) is required. An undergraduate degree in any of these engineering fields and a Masters in Project Management or Economics is acceptable.
    • Experience in project management or management consulting, preferably with an international non-governmental organization or large-scale consulting firm is required for the role.
    • A minimum of five (5) years working in the development sector on a range of water or energy programs is required.
    • Relevant membership and up to date certificates of good standing with EBK or KETRB is desired.
    • Experience managing or leading donor-funded programs or large-scale consulting assignments is required.
    • Experience in USAID funded programs is mandatory.
    • Experience in engaging with private sector partners and market system development practices is desirable.
    • Experience or knowledge of water supply systems in Arid and Semi-Arid Lands (ASALs) of Kenya will be an added advantage.
    • Knowledge of carbon markets and the requisite certifications will be an added advantage.

    Human Resource And Administration Officer

    Job Summary

    • The Human Resource and Administration Officer is responsible for ensuring that HR management is conducted effectively within MWA Kenya, to achieve the organization’s objectives. The Officer will be responsible for providing responsive and high-quality service to address arising HR issues, and administration needs in all the areas of records management, contract processing, updating, and tracking HR data and reporting and processing the payroll. The officer is required to provide support in the interpretation of the HR policy. The Officer will report to the Finance and Operations Manager and work closely with the Country Representative. The position will be based in Nairobi, Kenya with occasional travel to program sites.

    Responsibility 1: Human Resource

    • Coordinate and support HR processes, activities, and service delivery to ensure adherence to MWA’s policies, donor guidelines, and government legal requirements including labor laws.
    • Advise on HR improvements that would lead to adoption of standards and procedures that reflect best practices in the industry.
    • Maintaining all staff files, regularly updating them and ensuring their safe storage.
    • Ensuring confidentiality of staff information unless approved disclosure is required.
    • Enhancing and implementing HR policies and Code of Conduct detailing working environment procedures, tracking performance management and leave management.
    • Analysing staff capacity gaps in conjunction with departmental heads and advising on the implementation of staff capacity development plans.
    • Leading staff recruitment, onboarding and exit processes.
    • Support in interpretation of HR policies, practices, and procedures.
    • Support the preparation of the monthly payroll and maintain staff pay plan and benefits program.
    • Ensure staff welfare is adequately addressed.
    • Nurture a positive working environment/culture and ensure a spirit of teamwork is upheld.

    Responsibility 2: Administration

    • Manage communication with the property managers for efficient running and maintenance of the office premises.
    • In liaison with the Finance and Operations Manager and Country Representative, manage the office space and ensure a conducive working environment for all MWA and partner staff.
    • Ensure adequate supply and proper utilization of office consumables.
    • Develop and oversee an effective assets and stores management system.
    • Support in organizing meetings, workshops, conferences, and flight bookings.
    • Act as a reliever for the office receptionist.
    • Support the Country Representative in scheduling meetings, hosting guests and timely filing of expenses.

    Required Qualifications and Experience:

    • Bachelors degree in HR Management or Business Administration or any other equivalent and relevant qualification from a recognized institution. A masters will be an added advantage.
    • Minimum 3 years’ work experience in HR and Administration preferably with an International or local NGO and good knowledge of HR best practices and standards.
    • Demonstrable experience with and knowledge of labor laws, regulations, policies, principles, concepts, and practices is mandatory.
    • Experience in administrative duties in a busy office setting is desired.
    • Experiences in undertaking executive assistant roles is desired.
    • Experience using MS Windows and MS Office Packages (Excel, Word, PowerPoint), Web Conferencing Applications. Experience in HRIS is an added advantage.

    County Coordinator – DRIP FUNDI

    Job Summary

    • The two County Coordinators will oversee repair and maintenance activities at boreholes in Isiolo, Garissa, Marsabit, Wajir and Turkana. They will also oversee fostering relationships with the county government teams, communities living around the boreholes, and local private sector entities tasked with repairing the boreholes. The two Coordinators will report to the Program Manager – DRIP FUNDI. The Coordinators will each be based in one of the five counties. By design, each of them will oversee more than one county and will have frequent travel to the MWA office in Nairobi.

    Roles and Key Responsibilities

    The County Coordinator will lead the following functions:

    • Monitor the Virridy sensor dashboard, which indicates the functionality status of the boreholes, to ensure timely repair of boreholes under DRIP FUNDI.
    • Confirm that repairs of broken/nonfunctional boreholes have been executed and fully completed either through physical visits to the site or phone calls with the borehole operators.
    • Liaise with the MWA finance department to facilitate payment of private sector partners for goods or service rendered.
    • Compile and submit high quality progress reports for their respective counties.
    • Provide the requisite support during field data collection activities including the program baseline assessment, continuous monitoring visits, validation and verification activities by carbon auditors and the program impact assessment.
    • Regularly meet with the county water department staff and Borehole Rapid Response Team (BRRT) to keep them updated on the status of the program and to foster good relationships.
    • Liaise and work closely with the field teams working on the Resilient Arid Lands Partnership for Integrated Development Plus Program (RAPID+). RAPID+ is a program implemented by MWA and is funded by the Swiss Agency for Development and Cooperation (SDC).
    • Establish and maintain close working relations with other USAID funded programs across the five counties which includes participating in PREG meetings.
    • Facilitate all required logistics for various field activities including training of the county water teams and communities on DRIP FUNDI.
    • Liaise with community and county governments to compile all the required documents in relation to carbon credits generated by the program.
    • Participate in the development of learning products including articles and research papers.
    • Attending relevant internal/external meetings where required.
    • Any other duties assigned.

    Qualifications

    • A minimum of a Bachelors degree in mechanical or electrical or water or bio-system engineering from a recognized institution.
    • A minimum of three (3) years’ experience in designing, configuring, and installing community water supply systems in an NGO or Private Sector organization.
    • Relevant membership and up to date certificates of good standing with EBK or KETRB is mandatory.
    • Demonstrable understanding of the operation, management and governance of community boreholes is mandatory.
    • Experience working in the ASALs of Kenya is required.
    • Experience implementing USAID funded programs is desirable.
    • Experience with data visualization platforms is desirable.

    Knowledge, Skills, and Abilities

    • Ability to work independently and be self-motivated.

    Data Analyst And Learning Officer- DRIP FUNDI

    Job Summary

    • The Data Analyst and Learning Officer will oversee a system for collecting, analysing, and managing DRIP FUNDI data within the program's life (18 months). The Officer will work closely with Virridy to disseminate information to the relevant stakeholders including Borehole Rapid and Response Teams (BRRTs) and Private sector partners. The position holder will also be tasked with simplifying complex information for users, documenting lessons learned and managing the program M&E system. The Officer will report to the Monitoring, Evaluation, Reporting and Learning Manager and will work closely with the Program Manager - DRIP FUNDI. The position will be based in Nairobi, Kenya with frequent travel to program sites.

    Roles and Key Responsibilities

    The Data Analyst and Learning Officer will provide the planning, decision making and implementation of the following functions:

    • Establish processes and methods through which data is regularly accessed and analysed for rapid decision-making on borehole repairs.
    • Prepare a data analysis plan in collaboration with the program team.
    • Carry out data cleaning including but not limited to merging data whenever necessary.
    • Work with Virridy and the program team in data extraction, analysis, and interpretation from Virridy dashboard for use by program teams, private sector, and borehole rapid response teams.
    • Support the development and set up of data quality assurance processes, testing and rollout.
    • Management of data reporting cycle by generating internal data reporting calendar, data collection process, data analysis and data sharing/dissemination.
    • Managing the M&E system includes completing the indicator reference sheet, updating of the log frame against the indicator targets and capacity building of staff on the system.
    • Produce regular quality assurance reports for identification of gaps.
    • Support in developing training material and delivering training for county staff assigned to the program on data and analytics and other related topics.
    • Create visualizations and automated reports to measure, monitor and report on key metrics.
    • Help to identify, analyse, and synthesize lessons learned from program implementation and facilitate the incorporation of those lessons into the activity development cycle.
    • Identify learning and data collection for the purpose of producing learning products such as articles, research papers and other products.
    • Organize learning sessions for internal and external audiences by organizing reflection meetings, webinars, and dissemination workshops.
    • Attending relevant internal/external meetings where required.
    • Any other duties assigned.

    Qualifications

    • A minimum of a Bachelors degree in Statistics, Computer science, Public Health, Social sciences, or any other equivalent and relevant qualification from a recognized institution.
    • A minimum of five (5) years’ experience in data analysis and database management functions in private or development sector settings; at least 2-3 years of field/in-country experience in any Monitoring, Evaluation and Learning function.
    • Experience in quantitative and/or qualitative analysis for evaluations is desirable.
    • Knowledge/experience in at least two databases and/or analysis tools (Advanced Excel, R, STATA etc.)
    • Experience with data visualization is desirable.
    • Experience or knowledge of water supply systems in ASALs will be an added advantage.
    • Knowledge of carbon markets and the requisite certifications will be an added advantage.
